RULES OF CIVILITY FOR THE CITY COUNCIL, BOARDS, COMMISSIONS AND OUR COMMUNITY
Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings -elected
officials, staff and citizens. It is hoped that by following these simple rules, everyone’s opinions can be heard and
understood in a reasonable manner. We appreciate the fact that when appearing at Commissionmeetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commissionmembers or citizens -unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commissionmembers, staff or
others in public.
Be respectful of each other’s timekeeping remarks brief, to the point and non-repetitive.

grant that the City of Maplewood has received for prairie restoration at Prairie
Farm Preserve.

RE: Election of Chair and Vice-Chair
DATE: May 12, 2016
Introduction
The Heritage Preservation Commission (HPC) ordinance requires that the chairperson and the
vice-chairperson be elected by the commission at the first meeting in May of each year from
amongthe members of the commission.
The chairperson shall be responsible for calling and presiding over all meetings and shall be
entitled to an equal vote with other members of the commission. If the chairperson is unable to
attend a meeting, the vice-chairperson shall conductthe meeting.
Recommendation
The Commission should nominate and elect a chairperson and vice-chairperson to serve
through April 2017.

Introduction
Commissioner Robert Creager’s has been a member of the Heritage Preservation
Commission for 11 years and 10months, serving from July 2004 through April 2016.
Background
Commissioner Creager’s term ended April 30, 2016. He has moved out of Maplewood
and thus is not eligible tobe reappointedto the commission.
Recommendation
Approve the attached Resolution of Appreciation for Heritage Preservation
Commissioner Creager.

RESOLUTION OF APPRECIATION
WHEREAS, Robert Creagerhas been a member of the Maplewood Heritage
Preservation CommissionfromJuly 26, 2004 through April 2016, and has served
faithfully in that capacity; and
WHEREAS, the Heritage PreservationCommission has appreciated Mr.
Creager’s
experience, insights and good judgment; and
WHEREAS, Mr. Creager hasfreely given of his time and energy, without
compensation, for the betterment of the City of Maplewood; and
WHEREAS, Mr. Creagerhas shown sincere dedication to his duties and has
consistently contributed hisleadership, timeand effort for the benefit of the City.
NOW, THEREFORE, IT IS HEREBY RESOLVED for and on behalf of the

SUBJECT:Century Homes Program
Introduction
The Heritage Preservation Commission (HPC) will continue discussion ofthe Century Homes
Program.
Discussion
In the late 1990’s the HPCand the Maplewood Area Historical Society (MAHS) worked together
to honor homes that were 100 years old or more. They developed a list of 57 homes that met
this criterion.Century Homeplaques were awardedto 28qualified homeowners that wanted to
participate.Commissioners and society members developed a notebook of Century Homes that
included a photo, building date, and descriptiveinformation for each house.
One of the HPC’s 2016goals is to continuethe Century Homes Program. Commissioner
Cardinal obtained a list of homes in Maplewood that are at least 100 years old. At March and
April 2016 HPC meetings, commissioners developed criteria and procedures for the program.
At the April 14, 2016 meeting, Commissioners decided to award Century Homes at
Maplewood’s 60th Anniversary celebration in February 2017. The HPC further decided that we
should not send letters to homeownersuntil Fall 2016.Based on that the following schedule is
proposed:
SeptemberHPC reviews draft letter
Article about the program in city newsletter, launch webpage
OctoberSend letters to eligible homeowners
NovemberReplies due
DecemberOrder certificates and/or plaques
January 2017Send invitations to participants to attend ceremony
February2017Presentation of certificates and/or plaques
Commissioner Gaspar has gathered Google Earth photos of most of the homes on the list.
At the May HPC meeting, he will update the commission on those photos.
Recommendation
Discuss photos andschedule forthe Century Homes Program.
