Thursday, March 10, 2016 Heritage Preservation Commission Meeting Minutes F1 MEMORANDUM TO:Heritage Preservation Commission FROM:Ginny Gaynor, Natural Resources Coordinator/HPC Liaison DATE:April 14, 2016 SUBJECT:Century Homes Program Introduction The Heritage Preservation Commission (HPC) will continue discussion ofthe Century Homes Program. Discussion In the late 1990’s the HPCand the Maplewood Area Historical Society (MAHS) worked together to honor homes that were 100 years old or more. They developed a list of 57 homes that met this criterion.Century Homeplaques were awardedto 28qualified homeowners that wanted to participate.Commissioners and society members developed a notebook of Century Homes that included a photo, building date, and descriptiveinformation for each house.Photos in that documentare dated between 1997 and 2003. One of the HPC’s 2016 goals is to develop procedures for the Century Homes Program. Commissioner Cardinal obtained a list of homes in Maplewood that are at least 100 years old. Staff consolidated information from CommissionerCardinal’s list, the 1997-2003 notebook, and the 1981-1982 survey done by Ramsey County(attachment 1). Commissioner Gaspar is working on gathering Google Earth photos of the homes on the list. Commissioner Rudberg drove by addresses listed in the 1981-1982 survey by Ramsey County that were not on other liststo seewhether historic structures still exist. Her spreadsheet of notes isattached (attachment 2). At the March 10, 2016 Heritage Preservation Commission Meeting, commissioners made the following decisions: 1.HPC will review 100-year-old homes every two years and update the Century Homes list. 2.Homeowner will receive a letter from the city asking if he/she wishes to receive a plaque or certificate. There will not be anongoing application process. 3.Criteria: a.Home must be 100+ years old b.Located in Maplewood c. Must be usable/livable d.Owner must be willing to receive certificate e.Owner must agreeto have his home included on the list of Century Homes on the city website f.Must be a house or formerly have been a house Based on these decisions, the following procedures are suggested, which would occur every two years: 1.Staff or HPC obtains list of homes over 100 years old. 2.HPC verifies the homes exist and takes a photo of the property. F1 3.Staff sends a letter inviting the homeowner to participate in the program.Owners that did not want to participate in past years will be invited as well. 4.Participating homeowners receive a certificate or plaque. This may be done through the mail, at a Heritage Preservation Commission meeting, City Council meeting, or through a separate program. 5.Staff updates the official list of all homesover 100 years old and updates the published list of Century Home participants. At the April Heritage Preservation Commissionmeeting,Commissioner Gaspar will give an update regarding thephotoshe is gathering.In addition, Commissioner Rudberg will report on the properties that were on the County list. It is recommended that the Commission review that list and determine which of these properties should be placed on a list of potentially significant sites to investigate at a future date. Commissioners should address the following questions: 1.Should Heritage Preservation Commissionprepare a form documenting each property (similar to forms inexisting notebook)? 2.If yes,what should that process entail? 3.Should Heritage Preservation Commissioninvitethe Maplewood Area Historical Society to participate in documenting these properties? It would be helpful to identify who will complete tasks associated with this project and develop a schedule. Below is a chart to assist in this. Most are houses but a few structures with other uses are included. County Survey --column includes addresses in thesurvey list, but it appears survey sheets were not done for everything on the list. Misc List --is a list of historic properties that is not dated. It appears to be related to a 2009 Map of Historic Structures, but the listand map do not completely correlate. Gone --This column needs review. Attached is a draft report of theestablishment and accomplishments of MAHS andHPC in those early years (attachment 1). The report is not dated or completed but provides an interesting summary.
