SUBJECT:Century Homes Program
Introduction
The Heritage Preservation Commission (HPC) will discussand develop procedures for the
Century Homes Program.
Discussion
Inthe late 1990’sthe Maplewood Historical Commission andtheMaplewood Area Historical
Society worked togetherto honor homes that were 100 years old or more.They developed a
list of57homes that metthis criterion.At aMay 7, 1997 meeting,25 CenturyHomesplaques
were awardedto qualifiedhomeowners thatwanted toparticipate.Three more plaqueswere
given to people that could not attend andaplaque wasgiven to onebusiness—Oak Street
Furniture, which owned theformertown hall building.Minutes fromtheMay7,1997 meeting
areattached (Attachment 1).
Followingthat event, commissioners and society members developed a notebook of Century
Homes that included a photo, building date, and descriptiveinformation for each of the homes.
A sample of one page from the notebook is attached (Attachment 2). Staff can provide an
electronic version of this notebookfor commissioners that would like one and will bring a hard
copy of the book to the HPC meeting.Photos in that book are dated between 1997 and 2003.
One of the HPC’s 2016 goals is to develop procedures for the Century Homes Program.
Commissioner Cardinal has obtained a list of Maplewood Homes that are at least 100 years old.
Staff has consolidatedinformation from Mr. Cardinal’s list, the 1997-2003 notebook, and the
1981-1982 survey done by Ramsey County (Attachment 3).53 homes on the 2016 Realtor’s
List were built before 1900, and 135 homes on the list were built between 1900 and 1916.
In developing procedures for the Century Homes program, the HPC should consider the
following questions:
1.How should the Century Homes Program work?
a.Should the HPC review and award homes every 2, 5, or 10 years?
b.Should people be able to apply anytime?
c.What should the criteria be?Some criteria to consider:
i.100+ years old
ii.Located in Maplewood
iii.Home, should other structures be included?
iv.Structure must be usable/livable

d.Should owners receivea plaque or a certificate?
2.Should HPCtake photos and fill out information form like Attachment 2?If yes,

c. Should information sheets in the current notebook be reviewed and updated, or
just move those demolished into a separate section.
3.What is the status of the structures on the last page of the List of Homes (Attachment
3)? This does not have to be determined at the March HPC meeting but is something
that will need clarification at some point.
Once decisions are made on the above, next steps may include some of the tasks listed below.

This list combinesseveral lists of old structures. Most are houses but a few structures with other uses are included.
County Survey --column includes addresses in thesurvey list, but it appears survey sheets were not done for everything on the list.
Misc List --is a list of historic properties that is not dated. It appears to be related to a 2009 Map of Historic Structures, but the listand map do not
completely correlate.
Gone --This column needs review. There were notes in the 2003 notebook on some structures that were demolished, but this column needs
updated information.

In additionto the above goals, staff is going to be submitting a grant to developan Interpretive
Sign Plan for Gladstone Savanna. It has been recommended that we break development of
interpretation atthe Savanna into three phases:

1)Interpretive Sign Plan – This identifies what signs are needed and outlines what topic
each sign will address. It would also include any additional research that needs to be
done. To fund this, we will apply for asmall grant (<$10,000).
2)Design signs.
3) Final design and construction. This will require applying for a large grant (>$10,000).
The City will be submitting two Minnesota Historical and Cultural Heritage small grants in 2016 –
one for interpretation at Gladstone Savanna and one for the survey of non-residential
properties. Grant deadlines this year are: April 8, July 8, and October14. There are no
restrictions on applying for more than one grant. However, we would be competing against
ourselvesif we submitted two grantsin a given funding round, which is not advisable. Staff
plans on applying for the Gladstone Savanna interpretation grant for the April8th deadline.
At the March HPC meeting, commissioners will discuss the 2016 goals and schedule.
