Seconded by Commissioner Rudberg Ayes – All The motion passed. 4.APPROVAL OF MINUTES a.May 8, 2014HPC Meeting Commissioner Currie movedto approve the May 8, 2014minutes. Seconded by CommissionerRudberg Ayes – All The motion passed. 5.NEW BUSINESS a.Open Meeting Law City Clerk, Karen Guilfoile, presented the open meeting law and answered questions of the commission. b.Election of Chair and Vice Chair Thursday, May 8, 2014 Heritage Preservation Commission Meeting Minutes 4a Commissioner Gilbert moved to nominate Chair Boulay as Chair of the Heritage Preservation Commission. Seconded by Commissioner Rudberg Ayes – All The motion passed. Commissioner Gasper moved nominated Commissioner Currie as the Vice Chair of the Heritage Preservation Commission. Seconded by Commissioner Rudberg Ayes – All The motion passed. 6.OLD BUSINESS a.Historic Context Study Natural Resources Coordinator, Ginny Gaynor, updated the commission on the Historic Context Study. b.SubcommitteeReports i.Business Award Natural Resources Coordinator, Ginny Gaynor, discussed the Business Award with the Commission. Commissioner Boulay moved to stop pursuing the business award. Seconded by Commissioner Gaspar Ayes – All The motion passed. ii.City Minutes Commissioner Boulay updated the commission on city minutes. iii. Local Designations Natural Resource Coordinator, Ginny Gaynor requested to move the discussion of the local designations until after the context study is discussed in June. 7.VISITOR PRESENTATIONS a.Councilmember Marv Koppen presented a map to the commission. b.Old Betsy – Gladstone’s First Fire Engine, Bob Jensen and Kate Cavette Maplewood Area Historical Society President, Bob Jensen, presented “Old Betsy” fire engine. Dick Juker spoke about the restoration of the fire engine. Thursday, May 8, 2014 Heritage Preservation Commission Meeting Minutes 4a Katie Cavett presented on the oral history of the Maplewood volunteer firefighters. 8.MAPLEWOOD AREA HISTORICAL SOCIETY UPDATE Bob Jensen updated the commission on the upcoming events that theMaplewood Area Historical Society will be offering. 9.COMMISSION PRESENTATIONS 10.STAFF PRESENTATIONS a.Grant for Annual Conference Natural Resources Coordinator, Ginny Gaynor, discussed the grant for the annual conference with the commission. b.Sign Update Natural Resources Coordinator, Ginny Gaynor, updated the commission on the status of the Highway 36 sign. c.Photos from Council Presenting the Heritage Preservation Award Natural Resources Coordinator, Ginny Gaynor, shared photos from the presentation of the Heritage Preservation Award at the city council meeting and presented the plaque to Bob Jensen. 11.ADJOURNMENT Commissioner Currie movedto adjourn the meeting. Thursday, May 8, 2014 Heritage Preservation Commission Meeting Minutes 6a MEMORANDUM TO: Heritage Preservation Commission FROM: Ginny Gaynor, Natural Resources Coordinator/HPC Liaison DATE: June 4, 2014 for June 12, 2014 Meeting SUBJECT:HistoricContext Study INTRODUCTION In Fall 2013, Maplewood hired consultant ThomasR. Zahn and Associatesto conduct an Historic Context Study.At the June Heritage Preservation Commission (HPC)meeting, consultants will present their work to date.The stepsfor completing the study areoutlined below. June 12thHPC meeting – The consultants present key points for each context and gather input from commissioners. This discussion isthe time to confirm thatthe contexts are appropriate for Maplewood and that the consultant has identified the key resources for each context. Consultant will incorporate Commissioner comments into the draft Historic Context Study as appropriate. There is no handout for this discussion. Mid to late June – The editing committee – Commissioners Boulay and Rudberg, along with staff member Gaynor – edits the draft Historic Context Study for content, format, and grammar to ensureit will meet the needs of the Commission and the City.The consultant incorporates these edits into a revised draft. July 10thHPC meeting – The Commission reviews the Historic Context Study.At thispoint in the process, anychanges should be minor. A hardcopy of the reportwill be sent out one week prior to the meeting so commissioners have time to review it. The Commission discussion will focus on content. Typos, grammar, and formatting changes can be made on the hardcopyand submitted to staff at the end of the meeting. The consultants arenot planning on attending this meeting, since all major content issues should be addressed at the June meeting. If there are only minor changes, at the July meeting Commissioners may vote to approve the study withchanges. August –Consultant completes the History Context Study. September – Consultant presents Historic Context Study to council, HPC, and to the public. The will is yet to be confirmed. If the commission does not approve the report in July, they can vote on the report at the September HPC meeting. David Jones speaks on topics that are of general interest. Each presentation is selected based on its appeal to a large audience. The presentation will consist of lecture and an easy-to-follow power point slide show. Refreshments will be served.
