Ginny Gaynor, Natural Resources Coordinator, presented the 2013 Demolition Report and discussed it with the commission. Thursday, February 13, 2014 Heritage Preservation Commission Meeting Minutes 4a Commissioner Creagermoved to approvethe 2013 Demolition Report. Seconded by Commissioner Gaspar Ayes – All The motion passed. Vice Chair Currie discussed the background of the Heritage Award nominees. The Heritage Preservation Commission voted to award the 2013 Maplewood Heritage Award to Robert Jensen. Ginny Gaynor, Natural Resources Coordinator, discussed the 2014 goals and answered questions of the commission. Commissioner Creager moved to approve the 2014 Heritage Preservation Commission goals. Seconded by Commissioner RudbergAyes – All The motion passed. Ginny Gaynor, Natural Resources Coordinator, discussed the project schedule and assignments with the commission. Commissioner Creager movedto approve the 2014 Project Assignments. Seconded by Commissioner Gaspar Ayes – All The motion passed. Bethany Gladhill, consultant with Thomas Zahn and Associated, presented preliminary themes for the context study and gatheredinput from commissioners. Ginny Gaynor, Natural Resource Coordinator informed the commission of upcoming events at the Maplewood Area Historical Society. Thursday, February 13, 2014 Heritage Preservation Commission Meeting Minutes 4a Commissioner Currie presented information regarding historical buildings that have been saved in Dinkytown. Ginny Gaynor, Natural Resources Coordinator, informed the commission that the 2014 City Council liaison isCouncilmember Koppen. Ginny Gaynor, Natural Resources Coordinator, asked for volunteers to receive their commission packets electronically, rather than paper copies. Commissioner Rudberg and Commissioner Gilbertson agreed voluntarily to try it. Commissioner Currie movedto adjourn the meeting. Seconded by Commissioner Gilbertson Ayes – All The motion passed. Thursday, February 13, 2014 Heritage Preservation Commission Meeting Minutes 5a Heritage Preservation Commission Ginny Gaynor,Natural Resources Coordinator April 3, 2014 Gladstone Phase 2 Improvements, Project 14-01 The Metropolitan Council has awarded Maplewood a 2013 LivableCommunities Demonstration Account (LCDA) grant in the amount of $1,900,000 for improvements associated with the Villages at Frost and English development. The Villages at Frost and English is the redevelopment of the Maplewood Bowl site including residential and commercial mixed use development. The LCDA grant funds are targeted for infrastructure improvements along Frost Avenue between Phalen Place and English Street, and along English Street from the Gateway Trail to Ripley Avenue (see attached ProjectLocation Map). The proposed infrastructure improvements include street reconstruction along with sidewalk/trail, storm drainage, street lighting, overhead utility burial, and landscape/streetscape improvements. The landscape/streetscape and place makingelements will be consistent with those already installed along Frost Avenue west of Phalen Place as a part of previous phases of the Gladstone project.The proposed infrastructure improvementsare illustrated on the attached Preliminary Layout exhibit. Staff is also proposing to include improvements to Flicek Park and the Gladstone Savanna as a part of the project. The Flicek Park improvements include parking lot, trail, andgrading improvements. The Gladstone Savanna improvements include landscaping and hardscape for the corner entrance and three other entrances. The improvements are proposed for construction in late 2104 to 2015. Staff will provide a brief presentation of the proposed Gladstone Phase 2 improvementsand solicit input from the Heritage Preservation Commission.The following serve as the foundation for the proposed design: Precedent improvements previously installed along Frost Avenuewest of Phalen Place The Gladstone Neighborhood Master Plan The Gladstone Savanna MasterPlan The Gladstone Neighborhood Master Plan lists the following nine guiding principles: 1.Design the future of Gladstone as a “village.” 5a 2.Transform regional trails into celebrated village corridors. 3.Make Gladstone a compelling “quality of life” choice. 4. Weave natural systems and ecological function into the built and recreational fabric. 5.Allow Gladstone’s future to whisper the story of its past. 6.Make “walkability” THE standard. 7.Think of Gladstone as a neighborhood for all stages of life. 8.Make the Gladstonemaster plan a model for others to follow. 9.Make multi-modal links between Gladstone and areas beyond. The Gladstone Savanna Master Plan integrates the site’s natural and historic resourcesand provides for recreation. Rather than having a lotof interpretive signage on the site, the master plan calls for a more subtle approach to interpretation of site history and natural resources. It relies on design elements and features that hint at the site’s history, while making more in-depth interpretation available via electronic media. This approach received full support from the commissions and City Council. The plans presented at the April commission meeting include concepts for the street, boulevard plantings, and sidewalk/trails. Work is just beginning on concepts for the savanna entries and integration of history into the project, so these elements will not be available for review in April. A design team is developing concepts for innovative ways to interpret and celebrate history at the savanna and in the neighborhood. The team includes professional landscape architects, a historian, a public art specialist, and city staff. Commissioners are invited to provide ideas for ways to integrate history into the project that meet the guiding principles of the neighborhood and savanna master plans. Once developed, the concepts will be presented to the Heritage Preservation Commission and other commissions. Provide input on the project design. 1.Project Location Map 2.Project Layout Exhibit 5a, attachment 1 QSPKFDU MPDBUJPO HMBETUPOF!QIBTF!3!JNQSPWFNFOUT DJUZ!QSPKFDU!25.12 QSPKFDU!MPDBUJPO!NBQ 5a, attachment 2 10a Heritage Preservation Commission Ginny Gaynor, Natural Resources Coordinator April 3, 2014 Grant for Annual Conference The 2014 Annual Meeting and Conference for the American Association for State and Local History (AASLH) will be September 17-20, 2014, in St. Paul, Minnesota.Scholarships are available from the stateto cover two people from Maplewood’s Heritage Preservation Commissionattending.The grant willcover conference tuition, mileage, parking, and per diem for meals.This is an opportunity to attend a national conference right in St. Paul. Requirements of the grant include: 1.You must be able to attend at least 2 of the 3 days of the conference. 2.After the conference, each person attending underthe grant must submit a report. More specifically: “After you have attended the American Association of State and Local History’s 2014 annual meeting, each conferee will write a report addressing the following questions with enough specificity to show that their knowledge, skills, or abilities were enhanced by this experience: a.Conferences disseminate timely and valuable information. What was the most surprising thing learned? How will you apply this new concept specifically in your community? b.Conferences are a good way to network. Who was the most valuable new contact that you made at the conference? How do you plan to stay in touch with this person? How does knowing this person specifically benefit your community through the work that you do? c. Conferences teach us a lot about ourselves. What was the most important thing you learned about yourself and your knowledge, skills and abilities? How will you use that information to further grow the capacity of your organization to preserve or make accessible history? You must be committed to applying new concepts, techniques, and information in your community learned at this conference.”\[text from grant application\] This national conference will be very different from the annual Minnesota Statewide Historic Preservation Conference. The conference schedule is not yet available, but there is general information at: http://about.aaslh.org/conference. If you are interested in attending, please view the conference website. You can peruse past programs there. Staff will submit the grant proposal in mid to late May, after our May HPC meeting. Please let Ginny Gaynor know by May8th if you would like to attend.
