Seconded by Commissioner Gaspar Ayes – All The motion passed. 5.NEW BUSINESS a.2013 Draft Annual Report Thursday, January 9, 2014 Heritage Preservation Commission Meeting Minutes 4a Ginny Gaynor, Natural Resources Coordinator, discussed the 2013 Draft Annual Report and answered questions of the commission. The commission requested that staff add the demolition building report and staff liaison changes to the annual report. Commissioner Currie moved to approve the HPC 2013 Draft Annual Report as amended. Seconded by Commissioner Gaspar Ayes – All The motion passed. b.2014 Goals Ginny Gaynor, Natural Resources Coordinator, discussed the 2014 goals with the commission. Staff will prepare a draft of 2014 goals for review at the 2014 February meeting of the Heritage Preservation Commission. 6.OLD BUSINESS a.Historic Context Study i.MAHS Archives – Bob Jensen Bob Jensen, President of the Maplewood Area Historical Society, reviewed materials archived at the Maplewood Area Historical Society. ii.Historic Buildings Inventory – Pete Boulay Chair Boulay provided background on the historic properties survey and discussed it with the commission. iii.Completed Questionnaires Commissioners discussed the completed questionnaires. 7.VISITOR PRESENTATIONS a.Ron Cockriel, 943 Century Avenue N i.Mr. Cockriel discussed the development Veterans Park and the Fish Creek Area with the commission. 8.MAPLEWOOD AREA HISTORICAL SOCIETY UPDATE Bob Jensen, President of the Maplewood Area Historical Society, presented an update of the Maplewood Area Historical Society. 9.COMMISSION PRESENTATIONS a. 10.STAFF PRESENTATIONS a.Commission Terms Ending in 2014 Thursday, January 9, 2014 Heritage Preservation Commission Meeting Minutes 4a Ginny Gaynor, Natural Resources Coordinator, updated the commission on the commission terms ending in 2014. b.Annual Conference, September 17 – 20, in conjunction with American Association for State and Local History Ginny Gaynor, Natural Resources Coordinator, discussed interest in attending the annual conference with the commission. 11.ADJOURNMENT Commissioner Currie moved to adjourn the meeting. In 2013the Heritage Preservation Commission nominated and selected Ann Fosburghfor the 2012 Maplewood Heritage Award. Discussion The Heritage Preservation Commission(HPC)shallnominate a person for the annual Maplewood Heritage Award2012.This recommendation will be submitted tothe City Council. Listed below are the names that were on the ballot for 2012 (not including Ann Fosburgh), along with new suggestions that staff received from commissioners: Lois BehmWilliam Ceil Little Peter BoulayArlene Morgen Leo Capeder Caroline Peterson Lorraine Fischer Wally Wakefield Bob JensenPaul Yocum Don Kortis Because there are so many nominees, staff suggests the commission takes two votes. The first vote would include all nominees; the second vote would just include the three nominees that received the most votes. Recommendation Nominate a person for the annual Maplewood Heritage Award for 2013. 6a MEMORANDUM TO: Heritage Preservation Commission FROM:Ginny Gaynor, Natural Resources Coordinator DATE: February 6, 2014 SUBJECT:2014 HPC Goals Introduction At the January 2014 Heritage Preservation Commission meeting, commissioners drafted goals for 2014. Commissioners will review and finalizegoals. Discussion A draft of the HPC’s 2014 goals is provided below. This draft reflects the HPC’s January discussion except: 1) one goal was added, and 2)two goals suggested are noton the list. These are addressed below and require further discussion. 1.Preserve the old city council minutes.Chair Boulay requested that we add this as a 2014 goal. This goal would include copying the council minutes that are not yet available on the city website (all minutes are onlineexcept those from 1957-1969) and ensuring the original minutes are properly preserved. Maplewood’s City Clerk would work closely with the HPCon this goal. 2.Begin planning celebration of Maplewood’s 60th anniversary, which will take place in 2017.Staff recommends postponing this goal to 2016. The City had a major celebration for its50th anniversary. The City’s 60th anniversary celebration will be smaller in scope than that of the 50th (25th, 50th, 75th etc. are our large scale celebrations). Staff suggests that one year to plan the anniversary celebrationshould be sufficient. 3.Seek having Maplewood host the 2017 State Historic Preservation Conference. It is a huge undertaking to host a conference of this caliber, even when a well-established organization such as the State Historic Preservation Office is the lead agency.City staff does not have the time to provide the support that would be required forthis goal. The city has preservation mandates to meet as a Certified Local Governmentand tofulfill requirements set out inour ordinance and 2030 Comprehensive Plan. At this point in time, staff needstofocuson the preliminary steps of preservation planning recommended by the State Historic Preservation Office. When the city is further along in its preservation planning, designations, and interpretation, we may be in a position to consider a goal such as this. 6a 2014 DRAFT HPC Goals 1.Continue all necessary measures for the Certified Local Government (CLG) status by maintaining a historical site survey and providing all the documentation required to the Minnesota State Historic Preservation Office. 2.Complete Historic Context Study. 3.Develop criteria for local designations, identify site to designate, and begin process for designation of that site. 4.Submit a nomination to the city council for the Maplewood Heritage Award for 2013. 5.Submit a recommendationto the city council to have a Heritage Award for businesses. 6.Write and obtain a grant for preservation planning. 7.Write a grant to continue archeological investigation at Fish Creek. 8.Ensure proper preservation ofthe city council minutesand public access to copies of the minutes. 9.Review photos of demolished buildings throughout the year and make it part of the HPC’s annual report. 10.Have a guest speaker from a historical site give historical presentation to the commission. 11.Continue to identify and recognize historic families. 12.Continue to identify and recognize the history of geographic features such as lakes, etc. 13.Continue to provide and add links to the city website from the Maplewood Area Historical Society,Minnesota State Historical Society and other public websites. 14.Continue to identify books, articles and media about Maplewood. Work with the Maplewood Library to provide the books, articles and media to the public. 15.Continue to promote, collaborate and work with the Maplewood Area Historical Society. Discussion The worksheet below lists HPC 2014 goals and suggests some activities and deadlines. Staff recommends that the Commissiondesignates subcommittees for a few of the goals(see worksheet). Maplewood’sCommission Handbook includes the following policy and guidelines on subcommittees: “Commissions may, from time to time, form subcommittees to focus on specific issues and make the work of the group more efficient. Subcommittees are useful when an issue needs to be studied in detail or when outside expertise is needed. The work and recommendations of subcommittees must always come back to the full commission for approval in a public meeting. The subcommittee may not be composed of a quorum of the members of that board, commission, or committee.Subcommittee meetings for continuing or “standing” subcommittees are not considered public meetings forpurposes of the Minnesota Open Meeting Law. However, the City Council generally encourages the practice ofgiving notice of such meetings and keeping them open to the public as practicable. Zahn and Associatesto conduct a Historic Context Study. At the FebruaryHeritage Preservation Commission (HPC) meeting, commissionerswillreview preliminary contexts and provide input. Background Maplewood received a grant from theArts and CulturalHeritage Fundto conduct a Historic Context Study. This type of study organizes history based on cultural themes and their geographical and chronological limits. Itis a framework for evaluating the relative significance of cultural resources. Rather than concentrating on individual properties, it focuses on broad themes that the city can use to organize and evaluate resources. The contexts established create a foundation for future preservation planning and projects. The following meetings have been held in conjunctionwith the context study: December 2013HPC meeting – Consultant Thomas Zahn explained the process, scheduled, and reviewed a sample context study December 2013 --staff and Bob Jensen from Maplewood Area Historical Society met with consultants January 2014 HPC meeting – commissioners provided input on Maplewood History which was forwarded to consultants Discussion Consultant Thomas Zahn and his associate Bethany Gladhillhave drafted a list of preliminarycontexts for Maplewood (Attachment 1), along with several questions that will be addressed as the project moves forward. At the February meeting, Ms. Gladhill will discuss the preliminary contexts and gather input from commissioners. Recommendation Provide input for the historic context study.
