Commissioner Richard Currie read the oath of office to renew his seat on the Heritage Preservation Commission. b.Election of Chair and Vice-Chair Commissioner Hughes moved to approve Chair Boulay as Chair of the Heritage Preservation Commission and Commissioner Richard Currie as Vice Chair of the Heritage Preservation Commission through April 2014. Seconded by Commissioner Creager Ayes - All The motion passed. 6.VISITOR PRESENTATIONS a. 7.OLD BUSINESS a.Historic Context Study Consultant Thomas Zahn presented information on the historic context study he will be developing for the city. Mr. Zahn discussed the study and answered questions of the commission. b.Review Ramsey County Poor House Farm Proposed Changes Ginny Gaynor, Natural Resource Coordinator, and Dave Fischer, Maplewood Building Official, discussed the proposed changes of the Ramsey County Poor House. Chair Boulay moved to approve the interior fan installation of the Ramsey County Poor House Farm barn. Seconded by Commissioner Currie Ayes – All The motion passed. c.Review 2013 Goals Commissioners reviewed status of 2013 goals. Thursday, December 12, 2013 Heritage Preservation Commission Meeting Minutes 4a 8.COMMISSION PRESENTATIONS a.Commissioner Creager Report of State Preservation Conference Commissioner Creager updated the commission on the State Preservation Conference that he attended. 9.Staff Presentations a.Signs Update: Highway 36 sign, Frost Avenue Bridge Plaque, Frost Avenue Interpretive Sign Ginny Gaynor, Natural Resources Coordinator, updated the commission on the Highway 36, Frost Avenue bridge plaque and interpretive signs. b.Gladstone Area Redevelopment – Brief Update Ginny Gaynor, Natural Resources Coordinator, updated the commission on the Gladstone Area Redevelopment. c.Maplewood Area Historical Society Update Ginny Gaynor, Natural Resources Coordinator, updated the commission on the events that the Maplewood Area Historical Society have hosted and shared their 2014 event schedule. 10.ADJOURNMENT Commissioner Creager moved to adjourn the meeting. Membership terms are for three years. Reviews and Accomplishments 1. Satisfactorily performedthe responsibilities listed inthe MN Certified Local Government (CLG)Procedures Manual and those specifically delegated to it under the Act by the MN State Historic Preservation Office (SHPO): - The City of Maplewood HPC has demonstrated an active commitment per the MN CLG Procedures Manual. - No newlocal designations were made in 2013. TheHPC is activelyinvolved in preservation planning activities, which lay the foundation for future designations. - Onebuilding permitreviewed for a siteon National Register – the Ramsey County Poor Farm. - No NationalRegister nominationswere commented onor submitted to the SHPO. - - The City staff liaison and two commission members attended CAMP training provided by the National Alliance for Preservation Commissions (NAPC) based on NAPC’s core curriculum. nd - One Commission member attended the 33Annual Statewide Historic Preservation ConferenceinLanesboro, MN. 2. Obtained a grant from the Arts and Cultural Heritage Fund, through the Minnesota Historical Society, to conduct an Historic Context Study. Work began in 2013 and will be completed in 2014. 3.Educated Maplewood citizens by participatinginMaplewood Area Historical Society (MAHS) events and events at the Maplewood Library,identifying publications about Maplewood’s history at theRamsey County Library and providing links onthe City’s website to the State and County Historical Societies. 4. Recommended Anne Fosburghfor the Maplewood Heritage Award. The Maplewood Heritage Award is an annual award recognizing an individual who has positively influenced our city’s past or strengthenedthe preservation of Maplewood history. 5.The following guest speakers gave historical presentations at HPC meetings: Joe Fox, Anne Fosburgh, Anthony Yocum. 6. Reviewed and provided input on two historic interpretive signs:Highway 36 Bridge sign and Frost Avenue Bridge sign. 7. Recognized the followingdemolished buildings in 2013: \[List to be provided by Building Official and inserted here.\] 8. Reviewed the following developmentor renovationproposals: 1)Ramsey County Poor Farm Barn 2)Turf Overflow Parking for Prairie Farm Preserve 9. Workedcollaboratively with the Maplewood Area Historical Societyonhistoric context study andMAHS events. 2 5a Outside Activities Several HPC members are also members of the Maplewood Area Historical Society. These HPC members worked collaboratively on society events such as: Spring Tea – Bruentrup Heritage Farm Dairy Day – Bruentrup Heritage Farm Vintage Vehicle Event – Bruentrup Heritage Farm Ramsey County Fair Johnny Appleseed Days – Bruentrup Heritage Farm Halloween Hoedown – Maplewood Community Center Barn Dance – Bruentrup Heritage Farm Breakfast with Santa and Open House – Bruentrup Heritage Farm Conclusion The Maplewood HeritagePreservation Commission is committed to promotingthe use and conservation of historic properties for the education, inspiration, pleasure and enrichment of the citizens of this area. RECOMMENDATION Approve the 2013 Heritage Preservation Commission annual report. 3 5b MEMORANDUM TO:Heritage Preservation Commission FROM:Ginny Gaynor, Natural Resources Coordinator/HPC Liaison DATE:January 2, 2014 for January 9, 2014Meeting RE:2014Commission Goals At theJanuaryHeritage Preservation Commission (HPC) meeting, commissioners will develop goalsfor 2014.The2013HPCgoals are listed below, as well as a list of Maplewood Area Historical Society (MAHS) events. The HPC and city havecommitted to completing the Historic Context Study by September 1,2014. The commission may want to consider a goal tosubmita grant to continue preservation planning activities. The next steps in preservation planning for Maplewood are updating our survey and setting eligibility criteria for determining historic significance. MAHS President Bob Jensen has suggested the city, HPC, and MAHSsubmit a grant in late 2014 to conduct additional archeological work at Fish Creek in 2015. Mr. Jensen will present this idea at the commission meeting. In addition to setting goals, commissioners are encouraged to develop a list of speakers they would like to invite to do a presentation at one of the 2014 HPC meetings. 2013 HPC Goals 1.Continue all necessary measures for the Certified Local Government (CLG) status by maintaining a historical site survey and providing all the documentation required to the Minnesota State Historic Preservation Office. 2.Review at least one project and submit it to the City Council and the Minnesota State Historic Preservation Office for the Local or National Historical Register. 3.Submit a nomination to the city council for the Maplewood Heritage Award for 2012. “The Maplewood Heritage Award is an annual award recognizing an individual who has positively influenced our city’s past or strengthened the preservation of Maplewood history.” 4.Submit a proclamation to the city council for as award for business as a Heritage Award. 5.Continue to identify and recognize historic families. 6.Continue to identify and recognize the history of geographic features suchas lakes, etc. 7.Continue to provide and add links to the city website from the Maplewood Area Historical Society, Minnesota State Historical Society and other public websites. 8.Have a guest speaker from a historical site give historical presentation to the commission. 5b 9.Continue to identify books, articles and media about Maplewood. Work with the Maplewood Library to provide the books, articles and media to the public. 10.Review photos of demolished buildings throughout the year and make it part of the HPC’s annual report. 11.Continue to promote, collaborate and work with the Maplewood Area Historical Society. 12.Write and obtain a grant for the context study. Zahn and Associatesto conduct the study. At the JanuaryHeritage Preservation Commission (HPC) meeting, commissionerswillprovide input forthe context study. BACKGROUND At the December 2013 HPC meeting, consultant Thomas Zahn explained the purpose of a historic context studyand provided a sample context study to givecommissioners anunderstanding ofthe type of product that will be created. A context study organizes history based on cultural themes and their geographical and chronological limits. Itis a framework for evaluating the relative significance of cultural resources. Rather than concentrating on individual properties, it focuses on broad themes that the city can use to organize and evaluate resources. The contexts established create a foundation for future preservation planning and projects. In December 2013, staff met with the consultants and Bob Jensen from Maplewood Area Historical Society. It was determined the next few months’ schedule will be: 1.JanuaryHPCmeeting – consultant will notattend; commissioners discuss research available and answer questionnaire. 2.February HPC meeting – consultant will attend; discussion will focus on identifying key historic themes in Maplewood and on identifying historic propertiesthat are not on the inventory. The public is encouraged to attendthis meeting. 3.March or April – consultant will attend meeting of MAHS. Commissioners and the public are encouraged to attend. The first stepin the context study is gathering information. The consultants will gatherinformation from Minnesota Historical Society, State Historic Preservation Office, Maplewood Area Historical Society (MAHS), HPC commissioners, and other individualsand sources.At the January HPC meeting commissionerswill discuss whatinformation is availableand respond to questions provided by consultant. 1.Materials available from Maplewood Area Historical Society (MAHS). Mr. Jensen willexplain to commissioners whatis in MAHS archives and give a brief overview of the database they use to organize their archives. This will give commissioners a better understanding of the scope of information MAHS will be providingto the consultants. Mr. Jensen has created several lists that willbe useful in developing the context study: a.Recommended research materials (Attachment 1) b.List of DVD’s (Attachment 2) c. Places(Attachment 3) d.List of chronologies(Attachment 4) 6a e. Sample chronology(Attachment 5) 2.Maplewood Historic Properties Inventory. Members of the HPC and MAHS have developed an inventory of historic properties. At the meeting, HPC Chair Pete Boulay will provide background on the inventory.The inventory is 72 pages. IF you would like an electronic version, please bring a flash drive to the meeting (10 MB or 30 MB version available). 3.Consultant’s Questions for HPC members.The consultants have prepared a list of questions for HPC commissioners to complete (Attachment 6). Please complete thisquestionnaireand bring your completed questionnaire to the January meeting. After a discussion of your answers, staff will collectthe questionnaires and forward them to the consultants. RECOMMENDATION Provide input for the historic context study. Sometime later, #1 was assigned to the Edgerton Street school.
