CALL TO ORDER Chair Schmidt indicated there was a quorum and called the meeting to order. 2. APPROVAL OF THE AGENDA Commissioner Fischer moved to approve the agenda. Seconded by Commissioner Brannon. Ayes: All The motion passed. 4. APPROVAL OF MINUTES a. April 20, 2011 – Workshop Meeting b. April 20, 2011 – Regular Meeting Commissioner Maas noted that on page three under Commissioner Comments the word do should be due. c. May 4, 2011 – Special Meeting-CIP Commissioner Maas moved to approve the minutes as amended. Њ Seconded by Commissioner Roman. Ayes: Brannon, Christianson, Fischer, Maas, Roman, Sonnek, Schmidt Abstain: Adams, Erhardt The motion passed. 5. VISITOR PRESENTATIONS a. Maplewood Vacant Property on Roselawn at Edgerton (Alan Kantrud) Alan Kantrud, City Attorney, presented and updated the commission on details regarding the vacant property on Roselawn at Edgerton. Mr. Kantrud answered questions and addressed concerns of the commission. b. Trout Brook Trail Master Plan (Bill Sanders) Bill Sanders, Sanders Wacker Bergly, Inc. presented the Trout Brook Trail Master Plan to the commission and answered questions of the commission. Commissioner Fischer moved to recommend that the Trout Brook Master Plan be brought to City Council for presentation. Seconded by Commissioner Christianson. Ayes: All The motion passed. c. MCC Aquatics (Ron Horwath) Ron Horwath, Aquatic Program Manager, updated the commission on the projects for the MCC aquatic center and upcoming programs at the MCC. Mr. Horwath answered questions and concerns of the commission. 6. UNFINISHED BUSINESS a. Recycling in the Parks Jim Taylor, Recreation Supervisor, updated the commission on the status of the Recycling in the Parks Program and answered questions. b. Four Seasons Dog Exercise Area Jim Taylor, Recreation Supervisor, updated the commission on the Four Seasons dog exercise area and answered questions. c. Western Hills Street Improvements Jim Taylor, Recreation Supervisor, updated the commission on the Western Hills street improvements and answered questions. 7. NEW BUSINESS Ћ 8. STAFF PRESENTATIONS a. Goodrich Park Master Plan Jim Taylor, Recreation Supervisor, informed the commission that the Goodrich master Plan was approved by City Council and updated the commission on the process and status of the plan. b. GO! Get Outdoors Celebration Jim Taylor, Recreation Supervisor, presented the schedule of events and activities that will take place at the GO! Get Outdoors Celebration to the commission. 9. COMMISSIONER COMMENTS Commissioner Maas suggested that it would be useful to include information regarding parking for our individual parks on the website, as well as the address and/or intersections of the parks. Commissioner Brannon inquired about the large hole in the field at Harvest Park. Mr. Taylor informed him that the hole will be filled and explained that there is an issue with that particular hole and that it continues to sink after repeatedly being filled. Commissioner Roman inquired about no smoking signs at the parks, and suggested that more signs be placed in the parks. Mr. Taylor informed him that staff is working towards making that a reality. Mr. Roman also welcomed the two new commission members. Commissioner Sonnek inquired about the placement of hot coals left over from the grills at the parks, and if there was a designated place for hot coals to be placed. Commissioner Sonnek welcomed the new commissioners and thanked the City Council for targeting specific areas in order to find a good fit for the Parks and Recreation Commission. Commissioner Adams thanked the commission for their hospitality and expressed his excitement as a new member of the commission. Commissioner Erhardt shared with the commission her amazement at the work and effort that goes into the city’s parks and recreation. Commissioner Schmidt welcomed the new commissioners. 10. ADJOURNMENT Commissioner Fischer moved to adjourn the meeting. Seconded by Commissioner Roman. Ќ Agenda Item 5A PARKS AND RECREATION COMMISSION REPORT TO: DuWayne Konewko, Director of Parks and Recreation FROM:Steve Kummer, Civil Engineer II SUBJECT:Wakefield Lake: Experimental Treatment Basin RWMWD Project Affecting Maplewood Park Land Adjacent to Wakefield Lake DATE: June 9, 2011 INTRODUCTION The Ramsey Washington Metro Watershed District is proposing to construct an experimental storm water runoff treatment basin on unimproved Maplewood park land on the south side of Wakefield Lake. The Watershed is seeking to experiment with spent lime as a method of capturing dissolved phosphorus in storm water runoff. The Parks and Recreation Commission will review the Watershed’s proposal and provide a recommendation to proceed with the construction and monitoring of the basin. BACKGROUND The Watershed and the City are seeking ways to improve the water quality in Wakefield Lake. Maplewood has conducted a number of street improvement projects in the neighborhoods within Wakefield’s subwatershed that contain boulevard rain gardens and large infiltration basins. These improvements address runoff from relatively newly (within the last 10 years) reconstructed residential streets. As well, Ramsey County constructed an off-line ponding basin on the south side of the lake in an attempt to treat “first-flush” flows from the main storm sewer outfall into the lake near the intersection of Prosperity Avenue and Larpenteur Avenue. This basin was an attempt to collect debris that discharges into the lake from the outfall. Due to the high volume of flow that comes through this outfall, the treatment basin is essentially over-used, and does not efficiently perform its intended function. DISCUSSION Phosphorus is the limiting nutrient in the development of algae in ponds and lakes. In excess, phosphorous can create algae blooms that utilize dissolved oxygen in water and, in turn, can cause anoxic conditions that can kill off living organisms within the water body. RWMWD is seeking to construct a ponding basin with what they term a “Permeable Reactive Barrier.” Essentially, this is an experimental project to determine the effectiveness of using “Spent Lime” to reduce phosphorus in stormwater. Spent Lime is created by water utilities (e.g. St Paul Water Utility) and is a byproduct of the water clarification process. Spent Lime contains calcium, iron, and/or aluminum, all three of which bind phosphorus in the natural environment. Currently, Spent Lime must be disposed or transported for use on agricultural fields. Because of its high phosphorus binding capacity, the Watershed intends to experiment with spent lime as an agent to remove dissolved phosphorus in storm water runoff. This system will be constructed upstream and adjacent to the existing Ramsey County pond. As the water flows through the permeable reactive barrier containing the Spent Lime, spent lime will dissolve, bind phosphorus, and then settle in the pond. This will reduce phosphorus loads to Wakefield Lake. Because of the low cost, small footprint, and passive nature of the system, the Spent Lime permeable reactive barrier has wide ranging applicability to many storm water ponds. Agenda Item 5A IMPACTS RWMWD proposes to construct the basin in a wooded area up-slope from the existing sedimentation basin. The newly constructed treatment basin will have about a 42 ft by 20 ft footprint. This area has a steep slope and is not formally used as active park space. Modifications to an existing storm sewer pipe from Larpenteur and the large outfall will take place to divert water into the basin for the experiment. Because this is an experimental facility, RWMWD will also have monitoring equipment in the vicinity of the new pond. The experiment also has a limited duration of 2 years. However RWMWD staff will be on hand at the meeting to detail this further. The project will not encroach on existing park facilities such the nearby baseball diamond across from Presentation School. As well, the monitoring activities should not interfere with normal park operation and any monitoring/maintenance activities will be completed within normal park hours according to Maplewood Ordinance. BUDGET This project is 100% funded by RWMWD. They will also conduct all restoration activities associated with the construction disturbance. RECOMMENDATION Staff is supportive of the proposed project given the need to improve water quality within Wakefield Lake and the relatively small impact to Maplewood Park land. Staff is recommending that the Commission give a positive recommendation for the construction and ongoing monitoring of this experimental basin. Attachments: 1.
