Seconded by CommissionerVillavicencio Ayes – All The motion passed. 4a 5.Visitor Presentations a.Gladstone Phase 2 Improvements, Project 14-01 6.UNFINISHEDBUSINESS a. 7.NEW BUSINESS a.Open Meeting Laws Assistant City Manager, Melinda Coleman, discussed the open meeting laws with the Parks and Recreation Commission. b.MCC Update Parks and Recreation Director, DuWayne Konewko, updated and answered questions of the commission regarding the Maplewood Community Center. c.Parks and Recreation Survey Results Parks Manager, Jim Taylor, discussed the Parks and Recreation Survey results and answered questions of the commission. 8.STAFF PRESENTATIONS a.Spotlight on Parks – Robinhood Park Parks Manager, Jim Taylor, presented RobinhoodPark to the commission. b.Parks System Plan Update Draft Parks Manager, Jim Taylor, gave an updateon the kick-off meeting that was held with HKGi and answered questions of the commission. c.Annual Parks Clean-Up Parks Manager, Jim Taylor, invited the commission and viewers to participate in the Annual Parks Clean-Up taking place Saturday, April 26, 8:00AM-1:00PM. 9.COMMISSIONER COMMENTS a. 10.ADJOURNMENT Commissioner Brannon movedto adjourn the meeting. Commissioner Erhardt moved to approve the Safe Routes to School Grant. Seconded by Commissioner Villavicencio Ayes – All The motion passed. 8.STAFF PRESENTATIONS a.Parks System Plan Update Parks Manager, Jim Taylorencouraged the commission to attend the Maplewood Parks System Plan Task Force meeting on May 28 to discuss the topics of Public Art: How to Integrate it Better into our Parks System and the Needs Assessment. b.Spotlight on Parks – Applewood Park Parks Manager, Jim Taylor, presented Applewood Park to the commission. c.Edgerton Park Draft Parks Manager, Jim Taylor, updated the commission on the neighborhood meeting held in regards to Edgerton Park. 9.COMMISSIONER COMMENTS a. 10.ADJOURNMENT Commissioner Brannon movedto adjourn the meeting. Wednesday, May 21, 2014 Parks and Recreation Commission Meeting Minutes 6a MEMORANDUM TO: Parks and Recreation Commission FROM:Jim Taylor, Parks Manager DATE: July 16, 2014 SUBJECT:SRTS County Road B Project Introduction Staff will provide an update on the Safe Routes to School County Road B trail project. This project was already previously approved by the Parks and Recreation Commission. Background On January 27, 2014 the City Council passed a resolution supporting the 2014 Safe Routes to School Infrastructure Grant Application. The Public Works Department, the Parks and Recreation Department; along with the City’s consultant Bolton & Menk, Inc. worked together to prepareand submit a Safe Routes to School (SRTS) Infrastructure Grant application to MnDOT. The SRTS Infrastructure Grant included the construction of safety and trail improvements along County Road B from the existing trail at Birmingham Street to the existing trail at Van Dyke Street.Additionally, the proposal included extending a sidewalk from the proposed trail at the southeast corner of White Bear Avenue and County Road B to the existing sidewalk along the east side of White Bear Avenue south of County Road B. On April 4, 2014, the City received notification that the City was selected for the SRTS Infrastructure Grant. On May 12, 2014, the City Council authorized the County Road B Trail and Safety Improvements, City Project 14-02 to proceed and utilize theservices of Bolton and Menk, Inc. as project engineer. An initial budget of $50,000 was previously approved. Discussion The proposed SRTS Infrastructure project will complete an important link of the County Road B corridortrail. This segment will connect the existing trail that leads to the Maplewood Community Center (MCC) at Van Dyke Street to the existing trail at Birmingham Street that was constructed as part of the 36 and English interchange project. Construction is anticipated in 2015 and will help provide a safe route for students walking or biking to John Glenn Middle School and Weaver Elementary School. Additional, residents will be provided a safe route to walk or bike to the MCC, Keller Lake Regional Park, and thenew boardwalk recently constructed along Keller Lake. City staff is working with members of MnDOT’s State Aid staff on completing the necessary steps to deliver the project and to receive the federal funding. The next phase of the project workincludes preliminary design, neighborhood meetings, feasibility study, preparation of final design plans and project specification, and submittal of required federal documents. Assisting 6a the city with the feasibility study, project design, specifications,and federal documents will be Bolton and Menk, Inc. Recommendation No recommendation at this time this is just an update to the Commission. 7a MEMORANDUM TO: Parks and Recreation Commission FROM:Jim Taylor, Parks Manager DATE: July 16, 2014 SUBJECT:2014 Summer Playground Replacement Plan Introduction In the spring of 2014 Parks staff completed a thoroughassessment of our entire playground system. As a result of this inspection, staff has changed our priority list forplayground replacement. In addition, staff has identified additional areas that need care immediately. Background Parksstaff currentlyhas two Certified Playground Inspectors. In the spring of 2014 all of the City’s playgrounds were inspected. A plan was developed to address the concerns found in the inspections. The following is staff’s proposed replacement plan for 2014: 2014 Replacement Timber Park 2014 Refurbishment Robinhood Park– Replace original wooden structure, the posts are rotting and it is in very poor condition. Wakefield Park- Replace decking that is coming apart at the weld points Slide and Tunnel Replacement Kohlman Park – Spiral Tube Slide Edgerton Park – Multi-Color Tube Slide, Crawl Tube, Plexiglas Window Wakefield – Slide in Toddler Area, Tunnels in Big Section Slides that can be fixed (internal) Vista Hills Playcrest Hazelwood Sherwood In addition to these upgrades, fixes, and replacements, staff recommends that we begin to address our playgrounds with mulch. The parks that this affects are: 1. Applewood 7a 2.Lions 3. Gethsemane 4.Geranium 5.Sterling Oaks 6.Wakefield 7.Legacy 8.Four Seasons 9. Mississippi The plan for replacement will be to start filling based on need until we run out of funding. Then we will start where we left of in 2015. Discussion These priorities were made through thorough inspection and based on safety. Sometimes aesthetically a park looks in bad condition; however,structural it is still functional. The areas staff isproposing to replace or fix arebased on safety. All of the replacement will be handled internally by the Parks Maintenance staff. Staff is proposing to go out to bid for the replacement of Timber Park and the section of Robinhood Park. Parks and Public Works staffare working together to pool resources with funding coming from Park Developments Allocation of General Tax Levy DollarsandParkMaintenance budget. Recommendation Staff recommends that the Parks and Recreation Commission givea motion of support for the 2014 Summer Playground Replacement Plan.
