Wednesday, March 19, 2014 Parks and Recreation Commission Meeting Minutes 4a Parks Manager, Jim Taylor, discussed the interview process that was used to choose the firm that would assist staff with the ongoing process of the creation of the Parks SystemMasterPlan. Parks Manager, Jim Taylor, discussed the Edgerton Outreach Meeting process and answered questions of the commission. Commissioner Brandon movedto support to continue working with Parkside community to make necessary improvements to Edgerton. Seconded by Commissioner Prom Ayes – All The motion passed. Parks Manager, Jim Taylor, presented the idea of having a high school student on the commission. Commissioner Erhardt moved to support Staff and proceed with the advertising and appointing of a local high school student to the Parks and Recreation Commission. Seconded by Commissioner Prom Ayes – All Parks Manager, Jim Taylor, presented PleasantviewPark to the commission. Parks Manager, Jim Taylor, updated the commission on the city-wide survey and the findings that were discovered. Commissioner Brannon movedto adjourn the meeting. Wednesday, February 19, 2014 Parks and Recreation Commission Meeting Minutes 5a Parks and Recreation Commission Jim Taylor, Parks Manager April 9, 2014 Gladstone Phase 2 Improvements, Project 14-01 The Metropolitan Council has awarded Maplewood a 2013 Livable Communities Demonstration Account (LCDA) grant in the amount of $1,900,000 for improvements associated with the Villages at Frost and English development. The Villages at Frost and English is the redevelopment of the Maplewood Bowl site including residential and commercial mixed use development. The LCDA grant funds are targeted for infrastructure improvements along Frost Avenue between Phalen Place and English Street, and along English Street from the Gateway Trail to Ripley Avenue (see attached Project Location Map). The proposed infrastructure improvements include street reconstruction along with sidewalk/trail, storm drainage, street lighting, overhead utility burial, and landscape/streetscape improvements. The landscape/streetscape and place making elements will be consistent with those already installed along Frost Avenue west of Phalen Place as a part of previous phases of the Gladstone project.The proposed infrastructure improvementsare illustrated on the attached Preliminary Layout exhibit. Staff is also proposing to include improvements to Flicek Park and the Gladstone Savanna as a part of the project. The Flicek Park improvements include parking lot, trail, andgrading improvements. The Gladstone Savanna improvements include landscaping and hardscape for the corner entrance and three other entrances. The improvements are proposed for construction in late 2104 to 2015. Staff will provide a brief presentation of the proposed Gladstone Phase 2 improvementsand solicit input from the Heritage Preservation Commission.The following serve as the foundation for the proposed design: Precedent improvements previously installed along Frost Avenuewest of Phalen Place The Gladstone Neighborhood Master Plan The Gladstone Savanna Master Plan The Gladstone Neighborhood Master Plan lists the following nine guiding principles: 1.Design the future of Gladstone as a “village.” 5a 2.Transform regional trails into celebrated village corridors. 3.Make Gladstone a compelling “quality of life” choice. 4.Weave natural systems and ecological function into the built and recreational fabric. 5.Allow Gladstone’s future to whisper the story of its past. 6.Make “walkability” THE standard. 7.Think of Gladstone as a neighborhood for all stages of life. 8.Make the Gladstone Master Plan a model for others to follow. 9.Make multi-modal links between Gladstone and areas beyond. The Gladstone Savanna Master Plan integrates the site’s natural and historic resourcesand provides for recreation. Rather than having a lotof interpretive signage on the site, the master plan calls for a more subtle approach to interpretation of site history and natural resources. It relies on design elements and features that hint at the site’s history, while making more in-depth interpretation available via electronicmedia. This approach received full support from the commissions and City Council. The plans presented at the April commission meeting include concepts for the street, boulevard plantings, and sidewalk/trails. Work is just beginning on concepts for the savanna entries and integration of history into the project, so these elements will not be available for review in April. A design team is developing concepts for innovative ways to interpret and celebrate history at the savanna and in the neighborhood. The team includes professional landscape architects, a historian, a public art specialist, and city staff. City staff willgive a detailed presentation of the survey results to Parks and Recreation Commission.Following the presentation, Staffwill be available for additional questions. Background City staff and ETC Institute worked together in the development of the survey questionnaire. The goal of the Parks Community Survey was to develop questions that were of strategic importance to help determine priorities for the future. Attachment 1.Parks and Recreation Needs Assessment Survey Executive Summary Report 2.Parks and Recreation Needs Assessment Survey Findings Report 7c, Attachment 1 City of Maplewood, MN Parks and Recreation Needs Assessment Survey Executive Summary Report Overview of the Methodology ETC/Leisure Vision conducted a City of Maplewood Parks and RecreationNeeds Assessment Survey Winter of 2014 to help establish priorities for parks and recreation facilities, programs and services within the community. The survey was designed to obtain statistically valid results from households throughout the City of Maplewood. The survey was administered by mail, web and by phone. ETC/Leisure Vision worked extensively with the City of Maplewoodofficials in the development of the survey questionnaire. This work allowed the survey to be tailored to issues of strategic importance to help determine recreation and parkspriorities for the community. Aseven-page survey was mailed to a random sample of 2,400households throughoutthe City of Maplewood. Approximately three days after the surveys were mailed each household that received a survey also received an automated voice message encouraging them to complete the survey. In addition, about two weeks after the surveys were mailed Leisure Vision began contacting households by phone. Those who had indicated they had notreturned the survey were given the option of completing it by phone. The goal was to obtain a total of at least 600completed surveys. ETC/Leisure Vision currently has total of 460 surveys surveys completed. The results of the random sample of 460 households have a 95% level of confidence with a precision rate of at least+/-4.5%. Other statements that best describe respondent household usage of the City of Maplewood parks and preserves over the past 12 months include: Visited both park and preserves (34%), did not visit parks or preserves (26%) and visited preserves but not parks (2%). Facilities Respondent households have used or visited in the City of Maplewood Over the Past 12 Months: Eighty-eight percent (88%) of respondent households have used or visited walking, hiking and biking trails in the City of Maplewood over the past 12 months. Other facilities that respondent households have used or visited in the City of Maplewood over the past 12 months include: Playgrounds (51%), nature trails (46%), Maplewood Community Center (44%) and open space and preserves (39%). Parks, Preserves and Recreation Facilities Respondent Households Have Used or Visited the Most Often During the Past 12 Months:Based on the sum of respondent household top three choices, sixty-six percent (66%) of households have used walking, hiking and biking trailsthe most often over the past 12 months. Other parks, preserves and recreation facilities respondent households have used the most often over the past 12 months include: Playgrounds (31%), nature trails (26%), the Maplewood Community Center (25%) and open space and preserves (19%). How Respondent Households Rate the Physical Condition of All the Parks, Preserves and Open Spaces, Trails and Recreation Facilities in the City of Maplewood They Have Used:Sixty-six percent (66%) of respondent households rate the overall physical condition of all the parks, preserves and open spaces, trails and recreation facilities in the City of Maplewood that they have used as being in goodcondition. Other ratings of the physical condition of all the parks, preserves and open spaces, trails and recreation facilities respondent households have used include: Excellent (19%), fair (14%) and poor (1%). Potential Additions Respondent Households Would Most Like to See Made to the City of Maplewood Parks Nearest Their Residence: Forty-fourpercent (44%) of respondent households would most like to see additions to restrooms made to the City of Maplewood parks nearest their residence. Of those (58%) of respondent households who visited the Maplewood Community Center over the last 12 months, thirty-seven percent (37%) of respondent households visited 1-9 times and eight percent (8%) visited 10-24 times. Forty-eight percent (48%) of respondent households visited preserves oropen space over the past 12 months. Of those (48%) of respondent households who visited preserves or open space over the past 12 months, twenty-nine percent (29%) visited 1-9 times and (10%) visited 10-24 times. Major Program Spaces Respondent HouseholdsHave Used at the Maplewood Community Center Over the Past 12 Months:Twenty-four percent (48%) of respondent households indicated that they have used the leisure poolat the Maplewood Community Center over the past 12 months. Other major program spaces that respondent households have used at the Maplewood Community Center over thepast 12 months include: Gyms (20%), cardiovascular equipment (14%), performing arts theatre (13%), free weights (13%), aquatic lap lanes (11%) and aerobics fitness class area (10%). Have Respondent Households Purchased a Membership at the Maplewood Community Center Over the Past 12 Months: Nineteen percent (19%) of respondent households have purchased a membership at the Maplewood Community Center over the past 2 years. The remaining eighty-one percent (81%) of respondent households have not purchased a membership to the Maplewood Community Center over the past 2 years. How Supportive Respondent Households Are of Increasing Tax Funding by $5 Per Month for the Average Household in the City of Maplewood to Pay for Major Renovations and Updates to the Maplewood Community Center:Forty-one percent (41%) of respondent households are not supportiveof the tax funding of an additional $5.00 per month to pay for major renovations and updates to the Maplewood Community Center. Other levels of support for the additional $5.00 per month in tax funding to pay for major renovations and updates to the Maplewood Community Center include: Somewhat supportive (23%), not sure (21%) and very supportive (15%).
