Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commissionmembers, staff or

Introduction
Each Maplewood Commission prepares an annual report to Council summarizing
accomplishments and listing goals for the coming year.
Discussion
Attached is the draft 2017 Heritage Preservation Commission (HPC) Annual Report.
Commissioners shall review the draft and suggest changes if necessary.
After approvalof the draft report, staff will schedule a date for the HPC to present the report to
City Council.
Recommendation
Review and make recommendation on the draft 2017 Annual Report.

Introduction
At the January Heritage Preservation Commission (HPC)meeting, commissioners will begin
discussing goals for 2018.
Discussion
In 2017, the HPC accomplished several goals. The status of the 2017 goals is listed below.
Completed:

1.Plan and present 60Anniversary Celebration.
2.Complete 60 Stories project.
3.Designate Gladstone Savanna as a local historic site.
4.Work with consultant on text for Gladstone Savanna interpretive signs.
5.Review interpretive sign for Conifer Ridge.
In progress:
6.Begin work on Comprehensive Plan, History Chapter.
7.Make recommendation for 2017 Maplewood Heritage Award.
8.Designate one additional historic site.
9.Present stories of Maplewood history during HPC meetings using material from 60
Stories project. Chair Boulay presented the story of the Poor Farm Cemetery at the
October meeting.
Not done:
10.Submit grant to continue preservation planning.
11.Review and install sign for Lookout Park.
12.Educate HPC on Department of Interior guidelines.Did other training instead.
Staff recommends the following be included in the 2018 goals.
1.Complete work on 2040 Comprehensive Plan Chapter on Historic Resources.
2.Designate one historic site.
3.Make recommendation for the annual Maplewood Heritage Award.
4.Submit grant and beginadditional survey work.
5.Review designs for interpretive signs at Gladstone Savanna.
6.Complete text and review sign for Lookout Park.

Note that the City now has a videographer on staff. If HPC members are interested in committee
work outside commission meeting times, there is potential to do short videos on historytopics or
a videotaped History Walking Tour.
At the January HPC meeting, commissioners shall discuss goals for 2018.

SUBJECT:Designation of Historic Sites
Introduction
The Heritage Preservation Commission (HPC) is responsible for recommending sites to
designate as Maplewood Heritage Landmarks or to be nominatedto the National Register of
Historic Places.
Background
There are three designated historic sites in Maplewood:
National Register of Historic Places: Ramsey County Poor Farm Barn
Maplewood Heritage Landmarks: Bruentrup Heritage Farm, Gladstone SavannaPreserve
In 2017, the HPC reviewed a list of potentially significant historic sitesto consider for
designationandnarrowed the list down to 11 sites they weremost interested in designating.
The HPC further narrowed the list tofoursitesto pursue: Tubman Center, St. Paul Regional
Water, Fish CreekOpen Space, and Ramsey County Poor Farm Cemetery.
Discussion
In November and December 2017, staff sent letters to owners of the four sites requesting a
meeting to discuss the possibility of designating their site as a Maplewood Historic Landmark.
Responses are indicatedbelow.
1.Tubman Center(formerly St. Paul’s Monastery).Staff has not heard back from the owners
and hopes to make phone contact with them prior to the January HPC meeting.
2.St. Paul Regional Water(SPRW).General Manager Steve Schneider responded that at this
point in time SPRW is not interested inpursuing historic designation. He indicated, “As you
may be aware, we are undergoing a major upgrade on our electrical system that will be
followed up with some major changes in the way we treat water. While these projects do not
impact the most historically interesting part of our facility (the pump room that dates to 1922)
many parts of our facility will be replaced in the next 5 years or so. We may be interested in
a nomination following our upgrades but would prefer that the consideration wait until that
time.”It is noteworthy that the Highland Park Water Tower is on the National Register of
Historic Places, which shows that Board of Water Commissioners values the historic
resources under their jurisdiction.

3.Fish Creek Archeological Site.Maplewood staff member Gaynormet with Ramsey County
Park staff in December 2017 to discuss designation. At this point in time, the County is not
interested in pursuing designation for the Fish Creek Archeological area. However, they are
very interested in partnering with the City on additional archeological investigations along
Fish Creek.Ramsey County has just begun the process of updating its Parks and
Recreation System Master Plan. They are open to revisiting the question of designation at a
future date.
4.Ramsey County Poor Farm Cemetery. Maplewood staff member Gaynor met with Ramsey
County Parks staff in December 2017 to discuss designationfor the Cemetery.The County
is open to considering this. The process for designating this site would be:
1)HPC and Citystaff prepare application form
2)HPC approves application form
3)County staff reviewapplication and approve moving forward
4)Ramsey County Board of Commissioners review (approval required to continue)
5)Maplewood public hearing
6)Maplewood City Council review
If there are changes along the way, those would go back to the HPC for approval, prior
to recommendation to City Council.
The blank application form for local designation is attached. The bulk of the work on the
application is in preparingthe site history and narratives on site significance and site integrity.
Staff recommends appointing one or two HPC members to assist with this research.
Recommendation
HPC shall discuss designation of historic sites.

SUBJECT:HPC Training
Introduction
The Minnesota Heritage Commission Statewide Training Manual is availablefor use by Heritage
Preservation Commissions (HPC). The HPC will completethis training at the Januarymeeting.
Discussion
HPCs throughout the state are encouraged to use the Minnesota Heritage Commission
Statewide Training Manualand accompanying training materialsto increase their understanding
of the HPC’s role and ofpreservation laws and processes.The training is provided in a set of
PowerPoint slidesfor HPCs to review and a 160-page training manual.
The HPC has completed the following:

Chapter 2: Legal Foundations (May 2017)
Chapter 3: Designating Properties(November 2016)
Chapter 4: Treatment of Historic Properties. (July 2017)

At the January 2018meeting, the HPC will review Chapter 8: Frequent Design Issues and
Chapter 9: Where Do We Go fromHere? Slides for these chaptersare available
at www.ci.stillwater.mn.us(Search: HPC Training Program).If you would like a hard copy of the
slides, or of the training manual, please let staff know and they can provide that for you.
Recommendation
No action required.
