We appreciate the fact that when appearing at Council meetings, it is understood that everyone will follow these principles: Speak only for yourself, not for other council members or citizens - unless specifically tasked by your colleagues to speak for the group or for citizens in the form of a petition. Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other. Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others in public. Be respectful of each other's time keeping remarks brief, to the point and non -repetitive. THIS PAGE IS INTENTIONALLY LEFT BLANK E1 MEMORANDUM TO: City Council FROM: Melinda Coleman DATE: February 6, 2018 SUBJECT: YMCA/MCC Operations Report Introduction & Background The YMCA took over operations of the Maplewood Community Center on November 1, 2016. Shane Hoefer and Kristin Reither will be providing us with an update on operations. Budget Impact None. Recommendation No action required. Attachments None. Workshop Packet Page Number 1 of 2 E2 MEMORANDUM TO: Melinda Coleman, City Manager FROM: DuWayne Konewko, EEDD Director Chris Swanson, Environmental and City Code Specialist DATE: January 22, 2018 SUBJECT: Discussion Regarding City Property Located at 2494 Harvester Introduction and Backaround The City closed on the property located at 2494 Harvester Avenue on November 27, 2017. Since closing, all debris has been removed from the exterior of the property and a contractor removed all items from the home on the property. The property is currently boarded -up, winterized and all utilities have been shut-off. Staff met with representatives from two non -profits, Habitat for Humanity and Journey Home USA, at the site to explore future collaboration opportunities. Habitat for Humanity does not have an interest in refurbishing the existing home. However, if the existing home was removed and the property was donated, Habitat for Humanity would have an interest in partnering with the City on constructing a new home. Journey Home USA, a non-profit that provides affordable housing to veterans, would renovate the existing home and invest upwards of $110,000 for improvements. Like Habitat for Humanity, Journey Home USA would prefer that the home is donated outright to their organization but would be willing to partner with the City to remodel the existing home. With this partnership, once the sale of the remodeled home is complete, Journey Home USA will provide a percent of the revenue to the City. Staff is proposing the following options below for council discussion: 1. Solicit Request for Proposals (RFPs) for the property in-house. At a minimum the proposals would require; purchase price, renderings or drawings illustrating plans for the dwelling, timeline for project completion, owner -occupied vs. rental, references, and qualifications (review by City Building Official). Under this option, Council would have the authority to reject any and all proposals. 2. Work directly with an area realtor to market and sell the property as is. 3. Continue discussions with the non-profit organizations. Budaet Impact None. Recommendation No formal Council action is required. Attachments No attachments. Workshop Packet Page Number 2 of 2
