THIS PAGE IS INTENTIONALLY LEFT BLANK E1 MEMORANDUM TO: Melinda Coleman, City Manager FROM: Shann Finwall, AICP, Environmental Planner DATE: February 20, 2018 SUBJECT: Gold Line Update — 3M/Maplewood Station Preliminary Concept Review Introduction The Gold Line Bus Rapid Transit (BRT) project is a planned nine -mile dedicated transit way in Ramsey and Washington Counties. The line will have eleven stations and will be Minnesota's first BRT operating largely on a dedicated busway, parts of which will parallel Interstate 94. The purpose of the Gold Line is to provide transit service to meet the existing and long-term needs for residents, employees, and business owners within the project area. One BRT station will be located along the line in front of 3M headquarters. Maplewood will also be served by two adjacent stations at the Sun Ray Shopping Center in St. Paul and the Greenway station in Landfall. Background In 2017 the Gold Line BRT entered the project development phase. This includes design and engineering for the guideway and BRT stations, led by the Metro Transit Project Office; and Bus Rapid Transit Oriented Development (BRTOD) plans, led in partnership with the Washington County and Ramsey County Regional Railroad Authorities and the cities of St. Paul, Maplewood, Landfall, Oakdale, and Woodbury. These plans will define transit -supportive land uses and improved pedestrian, bike, and auto access within a half mile of each of the ten Gold Line BRT stations. Crandall Arambula have been hired as prime consultants for the project management and stakeholder coordination of this phase of the project, which runs through the end of 2018. Discussion The station area concepts were created based on the Phase 1 engagement process that gathered input on opportunities and constraints for each station. The 3M/Maplewood station area community objectives include: • Ensure safe walking and biking to station. • Consider a direct 1-94 pedestrian/bike bridge to the station. • Maintain and enhance access to open space and trails. • Manage traffic speed and congestion at arterial intersections. The Phase 2 engagement process, which ends in April, will outline draft BRTOD concepts and station access alternatives for each station area, and gather stakeholder feedback on the extent to which the draft alternatives address station area goals. Phase 2 stakeholder feedback in Workshop Packet Page Number 1 of 84 E1 Maplewood will begin with the City Council review of the concepts during the workshop on February 26, followed by an on-line survey for 3M employees and a neighborhood meeting for Maplewood residents and business owners in April. In addition, Community members can review the concepts and provide feedback online through mid-April by visiting www.thegatewaycorridor.com/station-area-planning/. Budget Impact Summary Representatives from Crandall Arambula will be present during the February 26, 2018, City Council workshop to give an update on the Gold Line and present the 3M/Maplewood Station preliminary concepts. Background The Administration Department consists of the following divisions: • Administration • City Clerk • Communications • Human Resources The Administration Department's mission statement is "To provide leadership for the effective implementation of policy directions given by the Maplewood City Council to efficiently deliver public services". There are currently 13.6 full time equivalent employees (FTE's) who carry out the department's mission statement. The following is a list summarizing the main service areas of the Administration Department: • Implement and administer city policies • Provide executive leadership • Manage city fiscal resources • Strategic Priorities and Performance Measurement • Legal services and city attorney • Citizen outreach and communication • Manage communications & social media • Human Resource Administration • Manage city workforce, training • Elections • Process passports • Business Licensing Recommendation No formal action is required at this time.
