GUEST: Dr. Donald Gauvin, Assistant Superintendent, District 622
The Minutes of the October 7th meeting were approved.
There is x610..70 in the budget as of October 1st.
Dr. Gauvin addressed the MHRC regarding an Affirmative Action in District 622.
Currently, District 622 does not have an AA Policy . This is Dr. Gauvin's
responsibility , and he said that he is delaying implementation because he is
concerned with conformance of State and Federal guidelines. These should be
known in November. Presently , he has a "sample" policy which is directed
to in-service-training and employment.
Dr. Gauvin is rrnncerned with discrimmination and feels that positive action
is being taken in the district in the employment area. They have revised
their application blanks, hiring practices and their in-service-training, he said.
For existing personnel, a committee which is a crossection of all employees,
is examining existing policies and practices. Under close scrutiny is the
evaluation' of employees and the treatment of same.. Overall, he feels there
is no sex discrimination but in administration and certain specific areas
there is a question. They do not have many minorities - 1% - 12 out of 950
but have blacks in every w rk group.
In the Curriculum area they are examining it on a total 5 year cycle with
much scrutiny relative to sex bias. They are also looking into racial bias
but he felt that they are squeezed between the liberals and the conseratives.
The Extra Curricular area is causing a crunch because they must provide
equal opportunities to girls as well as boys and he feels this is difficult
because of traditional expenses of football, etc. They pay coaches, girls
and boys the same. They have co-ed gym, industrial arts and home economics
classes. They are looking to reverse the trends from female elementary
teachers to male, also in Math and Science from male to female.
Dr. Gauvin submitted a model guide of an Affirmative Action Plan from the
Board of Education but felt he must wait for the State Plan before adopting
a plan of their own. This must be done by January 1st. Our assistance
was offered, but AA is not a high priority with Dr. Gauvin.
A RESOLUTION was passed that we send a letter to the Metro Council strongly
supporting the Council's opinion of disseminating low income housing
throughout the metropolitan area.
A letter was sent to the MAYOR regarding Albert Brisson.
Chairman Kampf reported on the Sexism materials which were distributed
among those present.
Next Meeting : Tues. Dec. 9th - 7 :30 pm. Our guest will be Mary Peek,
part-time sexism consultant for Mahtomedi.
