General Business
Corrections will be made to Commission roster.
600 left in Commission year budget.
Janet Grant has requested leave of absence for one year. Granted:
Continue to receive all mailings .
New officers for 75-76 Commission year:
Janet Kampf - Chairperson
Judy Fletcher - Vice Chair
Jim Malley - Secretary
Peter Vanderpoel - Parlimentarian
JoAnn Christensen
Employed in City office for five years ; new position a promotion.
Seven Ceta people employed since February--Payments run until June 76.
None of the minority or handicapped applying mel; the Ceta requirements ;
for one thing, applicants must live in Ramsey County.
Not many minorities applying for openings ; contacted some agencies
e .g. St. Paul American .Indian Center, Mpls Urban League . Some of the
suggested agencies appearing in the appendices are no longer in
operation (will update ) . Think it may be time to make personal
contacts through the agencies .
Each Dept within the City hires own staff--not used to Personnel
Director. May get Community Service Officer out of budget . Went on
to ennumerate some of the positions that have been open and the numbers
and types of applicants . Have spent about 3100 a position to advertise
in all the periodicals . Post the positions at union halls ten days
before actual applications are taken; in-house posted atthe same time .
Suggestions : Stay in touch with Personnel Officers of Ramsey County
Agencies .
St. Paul Dept of HR could provide good candidates .
St. Paul Police Dept loaded with good applicants .

All bidders for jobs or services to the City (except one ) over $5, 000
have filled out and returned the special AAP form.
Q. Forsee any h5.r. irg? A. Bad year. : Fewjobs ; possibly seven or
eight.
Q. Contacted other personnel directors? A. Yes :
Incidentally, ten or twelve municipalities have called for copy
of the AAP.
Q. Is the program workable? A. Yes:
Q. Will you have suggestions for next year' s program? A. Yes :
has been invited back before next April to hash over the program
and any changes she deems necessary.
Q. People sent from agencies in appendices qualified? A. Not all.
if she had a managerial position would probably have to adver-
tise in a national paper.)
JoAnn and Manager Miller go to training sessions ; bring back to dept
managers ; hope to eventually encompass everyone in the organization.
We were most impressed with JoAnn.
Textbooks
School district did not have a list of all the textbooks in use .
Karen Johnson, Curriculum Director called; could only supply a list
of the elementary text books . Joe Banks will bring in evaluation
guides . Item tabled till November meeting.
District 622 Rhodes Survey
No minorities e .g. handicapped. School jobs are evenly divided
according to sex. The higher the level of education and the more
difficult the course , the smaller the percentage of women. Suggest
full time permanent coordinator for equal education appointed for
75-76 school year. Stumbling block--tenure . Only vacancies are
dealt with. Does the Commission wish to pursue this matter? Will
invite Don Gauvin to November meeting. Commissioners come prepared
with questions .
