Sec. 2-71. Statement of public policy.
It is hereby declared by the city council that it is the public policy
of the city to fulfill its responsibility as a partner of the stste
department of human rights in securing for all citizens equal oppor-
tunity in housing, employment, public accommodations, public ser-
vices and education, and to work consistently to improve the human
relations climatc of the city. To thia end the city council does adopt

Sec. 2-74. Composition; appointment; terms; compense-
tion; removal,
(a) The human relations commission shBll consist of seven (7)
merDbers to be appointed by the mayor by and with the advice and
consent of the council. Members of the commission shall be ap-
pointed with due regard to their fitness for the cfficient dispatch of
the functions, powers and duties vesled in an imposed upon the
commission-
(b) Members of the commission shall be appointed for terms of
three (3) years; except thst, any person appointed to fill a vacancy
occurring prior to t.he expiration of the term for which his predeces-
sor * as appointed shall be appointed only for the remainder of such
term. Upon the expirstion of his term of office, a member shall
continue to serve until his successor is appointed and shall have
qualified. The first commission shall consist of three (3) members
for a term of two (l) years, and t\r'o (2) members for a Ierm ol one
(1) !e8r.
(c) The members ol the commission shall serve without compen-
sation and may be removed from office for cause b5'the mayor.

In fulfillment of the purpose of this division, the duties and
responsibilities of the human relations commission shall be to:

The purpose of this division creating the human relarions com-
mission is to secure for all citizens equal opportunitv in emplol-
ment. housing, public accommodations, public services and educa-
tion. and full participation in the affairs of this communit,,- by such
commission assisting the st-ate department of human rights act,
Chapter 363, Minnesota Statutes, and by such c<.rmmission advising
the city council on long-range programs to tmprove community

(1) Adopt bylaws and rules for the conduct ofits affairs, includ-
ing the election, assumption of duties and definition of re-
sponsibilities of officers and committees.
(2) Draft a memorandum of agreement with the state depart-
ment ofhuman rights for the purpose ofdetermining regula-
tory and enforcement procedures.
(3) Enlist the cooperation of agencies, organizations and indi-
viduals in the community in an active program directed to
create equal opportunity and eliminate discriminalion and
inequalities.
(4) Formulate a human relations program for the city to gire
increased effectiveness and direction to the work of all indi,
viduals and agencies addressing themselves to planning.
policymaking and educational programming in the area of
civil and human rights.
(5) Advise the mayor, the city council and other agencies of the
government on human relations snd civil rights problems.
Act in an advisory capacity with respect to planning qr oper-
ation of any city department on issues of civil and human
rights, and recommend the adoption o[ such specilic policies
or actions as are needed to provide for full equal opportunit,'-
in the community.
(6) Develop in cooperation with the state department of human
rights such programs of formal and informal education as
will assist in the implementation of the i\linnesota human

and resolving potential problem areas in the communitl.

everyone,s right. Most of att, they may tack in faith, ard have littte
or no hope.
As a resutt, I feet that I have firy duty, as a person Hho has been gifted
sith so many hlman rights, to open those "doors" for the peopte rho have
been denjed their rjghts. Through the use of llry talents, I hope someday
to carry on God's ptan for justice, peace and unity on €arth.
