I . CALL TO ORDER--7 : 10 P . M. introduction of guests and
applicants .

II .OLD BUSINESS
A . Discussion of school/racial climate with Officer Herbert
and Chief Collins .
Mike Herbert said that the situation in the schools has
remained the same and worsened . " This reflects a trend in the
metro area of more militancy on both sides , more use of force .
He said that there are predominantly blue Collar areas in
Maplewood a: d North St . Paul where there is more militant racism. .
Ken Collins said that if the Commission is going to
address racial issues, we need minorities on the Commission.
Herbert seconded this but added that many reputable members of
the black community have dissociated themselves from these
problems .
Militant and disreputable individuals from out of the
area are coming in to dances, etc . and causing problems . As the
St . Paul police are pushing these people , including gang members ,
out of St . Paul , many are turning up at Maplewood Mail and the
Saints North Roller Rink. Hiring an off-duty sheriff ' s deputy of
color to work weekend nights at Saints North has helped there .
Maplewood police are cracking down immediately at Maplewood Mall .
Police suggestions for school officials? This Thursday
a St . Paul police officer who is excellent in these areas is
meeting with staff at North on how to recognize and handle gang
and drug related issues . At this point nothing similar is
planned for the students .
Kathy Huyen said that the district is aware of these
issues and is trying to deal with them. She mentioned the
in-service held for all staff at the beginning of the year and
stated that they are trying to sensitize the staff but must
largely rely on resource people to accomplish this . The district
is attempting to deal with these issues in high school social
V . REPORTS
A . League of Minnesota Human Rights Commissions----Karla and
Pat may attend the full day Human Rights Day program. There is
some money left in the 1990 Commission budget .
B. City of Maplewood--Consideration of new the Commission
brochure was tabled until the January 8 meeting .
C . Grievances--None .

I . CALL TO ORDER--7 : 08 P . M.
II . OLD BUSINESS
A . Human Rights Award--We had three nominees this year . One
concerned a married couple who had placed a sign in the yard of
their home out of frustration with the contractor who had built
it . The concensus was that this nominee was not in keeping With
the spirit of the award . There was some discussion of the other
two nominees . Scott moved that we present two awards this year ,
one to John Glenn Middle School/District 916 Program for
Moderately to Severely Handicapped Special Needs Middle School
Students and one to Patti Cibuzar for her global awareness/human
rights prog. Presentation School . This was seconded and
unanimously ed. Karla will prepare letters to all three
nominator tees . She will ask the two award recipients to
bring information on their programs to the award presentation .

DISABILITIES ACTION WEEK
April 28-May 4, 1991
WHEREAS, many Minnesotans with disabilities are prevented from
living independently and fully participating in their communities due to
physical, programmatic, social, attitudinal, and recreation barriers; and
WHEREAS, the people of Minnesota should make a significant effort
to eliminate barriers to employment, housing, transportation, education, public
service, and public accommodations; and
WHEREAS, lawmakers, public officials, professionals, and the general
public need education programs and opportunities to examine accessibility
problems that people with disabilities confront in their daily life activities; and
5. WHEREAS, persons with disabilities should be recognized for their
abilities and contributions; and
WHEREAS, an inclusive community is open and accessible to all
people regardless of age, nationality, ability, education, or economic status;
NOW, THEREFORE, BE IT RESOLVED, that I, Gary W. Bastian,
Mayor of the City of Maplewood, do hereby proclaim the week of April 28-
May 4, 1991, as
DISABILITIES ACTION WEEK
in Maplewood, and call upon the citizens to observe DISABILITIES ACTION
WEEK by actively promoting and participating in activities and events that
foster community inclusion.
AND, BE IT RESOLVED, that copies of this proclamation be
transmitted to The Community Bridge as evidence of our esteem.
IN WITNESS WHEREOF, I have hereunto set my hand and caused
the Great Seal of the City of Maplewood to be affixed this 15th day of April in
