I . CALL TO ORDER--7 : 10 P .M.
A. The District 622 School Board did not send the anticipated
representative to our meeting . They have instead asked us
to send a representative to their September 13 meeting . Dawn,
Paul , and possibly Sr. Claire will attend . Our purpose will be
to acquaint them with who we are, what we do, and our goals,
especially as they relate to education. We will relay to them
our charge from the city to establish contact with them and
express our availability .
B. Additions to agenda :
1 . Drugs--Red Ribbon Campaign
2 . Need to know more about what is going on in the schools
re : racial issues .
II . MINUTES--Motion made, seconded, and approved to accept as written .
III .OLD BUSINESS
A. Essay Contest--It was decided that our past topics have been too
abstract and possibly geared to the wrong grade level . This
year the contest will be open to all ninth graders attending
a public or private school within the 622 School District . We
will draft 2 or 3 scenarios from which the students can choose
and ask 2 or 3 questions pertaining to each. We will contact
the school for imput on topics and timing in an attempt to coor-
dinate this with the curriculum. Carol will contact North and
Tartan, Karla will contact Mounds Park, Sr. Claire will contact
Hill Murray and Scott will contact Kathy Huyen and District
622 ' s MCGF committee . We will still attempt to have a due date
of early November so that we may present the award on Human
Rights Day in December.
B. Human Rights Day--Separate event for this year was tabled unless
there is a problem with the essay contest .
C . Response to Acts of Violence and Prejudice--Minnesota League
of Human Rights Commissions now has a letter to send out to
victims of these acts but needs imput on local resources to
which to refer people . By the next meeting each of us should
come up with one or two resources in Maplewood which are willing
to help in this kind of a situation .
D. Special Observances--It was decided that as a first step towards
increasing awareness of these observances, we will send a copy
of our current annual report to each public and private school
in District 622 . A cover letter to the principals will mention
Multicultural Gender Fair and point out the enclosed calendar
of special observance dates .
IV . NEW BUSINESS
A. This year ' s state League conference will take place on October
13 and we have money in the budget of some commission members to
attend . Karla and Pat will go . Paul is also attending and
taking part in the program.
B. In an attempt to focus what we are going to do in the area of
education, Karla will talk to Mound ' s Park and Carol will talk
with Weaver Elementary .
C . Drugs/Red Ribbon Campaign--We decided that this is riot really
within the scope of our commission ' s activities .
V . REPORTS
A . Seniors and Others With Special Living Needs--Scott and Mike
reported that the committee took the summer off but that the
staff person is doing a good job .
B . PER--Scott reported that the MCGF draft that he distributed
last spring pretty much spells out what was approved by the
District 622 board on June 19 , 1990 . Scott expressed our
willingness to help to that committee .
C . MLHRC--Karla reported that the League is working on recommended
legislation for 1990 .
D. Mediation Training--Karla and Dawn are attending September 8 .
E. Grievances--We have a new age discrimination grievance . We
will now send quarterly reports on our activities to the city
council .
F. City of Maplewood--Gail passed around copies of the Minnesota
State Council on Disabilities Report , the Urban League Report ,
and the City of Maplewood ' s Annual Report . Because of Election
Day, our November meeting will be on the 13th .

RE: Maplewood Human Relations Committee
Per your request, this is a short update for you on the planning for multicultural
education in District 622. This synopsis will be a litany of significant dates and
events that have transpired since the District reacted to Superintendent Bennett's
metropolitan desegregation plan.
December, 1988 - The Board essentially rejected Dr. Bennett's voluntary
desegregation plan stating that it believed in equal education for students in St.
Paul and the suburbs, but in separate schools.
April, 1990 - Board adopted a resolution asking to be involved in discussions
related to metro-wide desegregation planning.
Summer, 1990 - Under the auspices of Commissioner Tom Nelson, meetings were
held with metropolitan superintendents regarding the planning regarding
development of a joint integration education grant proposal to the State
Department of Education.
September 13, 1990 - The Board adopted a resolution stating the District's
involvement in a voluntary planning effort known as, "Joint Integration Education
Planning." The planning process involves the Roseville, Mounds View, South St.
Paul, North St. Paul-Maplewood-Oakdale, and St. Paul school districts and is
under the auspices of the St. Paul School District to provide . . .
staff awareness and staff development
development of multicultural/gender fair curriculum and materials
teacher/staff inservice on multicultural/gender fair instruction
student exchanges/leadership workshops
community/parent workshops, awareness meetings, site visits, and
open houses
information media including newsletters, updates, promotion,
announcements, and information packets
exchanges of students between South St. Paul and St. Paul schools

RESOLUTION PASSED SEPTEMBER 13, 1990
BE IT RESOLVED by the School Board of Independent School Distirct 622
that District 622 approves participation in the voluntary activities as
outlined in the grant entitled, "Joint Integration Education Plan," with the
St. Paul, Roseville, South St. Paul, and Moundsview districts to promote
the following:
staff awareness and staff development;
development of multicultural/gender fair curriculum and materials;
teacher/staff inservice on multicultural/gender fair instruction;
student exchanges/leadership workshops;
community/parent workshops, awareness meetings, site visits and
open houses;
information media including newsletters, updates, promotion,
announcements, and information packets;
and exchanges of students between the South St. Paul and St.
Paul Schools.
