The 1988 Minnesota Legislature approved the following amendments to the Minnesota
Human Rights Act, M.S. 363. The amendments take effect on August 1, 1988.

Dear John Prey:
The State of Minnesota Department of Human Rights is in search of volunteer
testers. We are asking for your cooperation in advertising and recruiting
for testers, whom the Department will train at no cost.
The tester training schedule will be formulated based on availability of the
volunteers. The first sessions will be scheduled for late September and
early October 1988. Please inform any potential volunteer:
1) that they are assisting this Department in enforcing
the Minnesota Human Rights Act (MN Statutes Chapter
363) and that the goal is to rid this state of unlawful
discrimination;
2) that the U.S. Supreme Court in the landmark Haven
Realty decision (2/24/82) , unanimously affirmed, and
even endorsed, the legality and propriety of testing;
3) that their participation will be occasional, based upon
their availability, and that they may discontinue their
involvement at any time. We would, however, like
advance notice from volunteers who are no longer
interested; and
4) that their participation should not require significant
amounts of their time and they will not incur any
significant costs.

Volunteers for testing should send their name, address, and telephone
number (work and home) on or before September 9, 1988 in order to be a part
of the first training session. Others interested in volunteering after
this date will be trained at subsequent training sessions. Mail this

Volunteer to be a Tester for
The Minnesota Department of Human Rights
Why: To help enforce the Human Rights Act and rid Minnesota of discrimination.

What is a Tester?
A person who attempts to duplicate a situation in which someone has complained of illegal
discriminatory treatment.
Who can be a Tester?
We need people from all races. of every color, religion, sex, national origin, age, with
disabilities, and from all income levels.
How often will I be needed?
Occasionally, depending upon your availability and the need for a test.

TO INDIVIDUALS AND GROUPS INTERESTED IN HUMAN RIGHTS IN MINNESOTA
I am pleased that several significant amendments to the Minnesota Human Rights Act, Min-
nesota Statutes, Chapter 363, were passed by the 1988 Minnesota State Legislature and
signed ;nto law by Goverrior Perpich. These amendments will take effect on August 1,
1988. A summary of the amendments is attached to this letter.
They will make coverage of the Minnesota Human Rights Act more comprehensive and ef-
fective in fighting discrimination and promoting a better state for us all. These positive
changes were the result of Governor Perpich's firm support of and insight into human rights
issues, as well as the Legislature's continuing commitment to fair treatment of everyone.
As well as thanking the Governor and the Legislature, I would like to particularily thank
Senator Ember Reichgott and Representative Loren Solberg for sponsoring the legislation
and for working so hard to pass it. And, of course, I also thank the staff of the Department
of Human Rights and the many other interested parties who both helped develop and pass
this legislation.
