MINUTES
Tuesday, September 6, 1988

John opened the September 6 Commission meeting at approximately
7 :10 p.m. The first order of business was to accept the Agenda
as submitted.
1. MINUTES
Commission moved, seconded and voted in favor of accepting the
minutes of the June 7, 1988 Commission meeting as submitted.
2. Grievances
A. Karla Sand - grievant claimed Harrassment because public
assistance status . Grievant asked Karla to call her back in
about a month because she had discussed her concerns with the
defendent and wanted to see if the agreements were met before she
continued to pursue the grievance.
B. John Prey - grievant claimed Discrimination because of
grievant ' s age. John met with the grievant and the 3M Human
Resources personnel. John is moving to Texas very soon so will forward
the information to Commissioner Sand who will follow up on the
grievance with 3M and the grievant.
3 . Biennial Report
The Commission' s Biennial Report was submitted to the City
Council as scheduled, but the Commission and the City Manager
agreed to print a reduced size report to distribute upon
request.
4. Human Rights Award
A. Gail submitted the criteria and the nomination form to the
MaplewoodinMotion for its September publication.

B. Karla will send a press release to the St. Paul Dispatch
and Minneapolis Tribune Neighborhood Sections and to the
Maplewood Review.
The deadline for submitting nominations to the Commission is
October 31.
The Commission will discuss the Award at its October meeting.
1) Who to recommend to the City Council
2) Where and how to present the award
3) Publicity
5. VCommission Members
Sister Claire reported that Mrs . Hughes may be interested in
becoming a member of the Commission. Karla reported that Paul
Sand may be interested also.
6. Hmong Community
Sister Claire contacted Mrs . Hughes about possible needed assistance
for the Hmong citizens in Maplewood. Sister Claire will continue to
pursue this matter. She will ask how they need assistance and
what the Hmong population is in Maplewood.
7. 1988 Commission Activities
Three of the 1988 activities discussed were :
A. Membership on the Commission - Mike will send out a news
release about membership on the Commission.
B. Martin Luther King Day - Commission will discuss possible
events in October meeting.
C. Essay Contest - Sister Claire researched this project and
reported to the Commission. She suggested we advertise in
October, select winners in November and present the awards in
December. The commission agreed to limit the contest to
Maplewood Eighth Graders. The topic of the contest is "My human
rights mean to me Sister will contact the Maplewood State
Bank for support and Karla will contact 3M. The essays will be
limited to 200-300 words and will be ljuded on content,
composition, neatness, etc. Sister Claire will contact possible
educators to be judges.
8. Attachments to the Minutes
A. Changes to the Human Rights Act .
B. State looking for volunteer testers .
C. What' s New in Mobile Unit?
D. Resignation of John Prey as member and Chairman of the
Commission. (Pat Williamson agreed to Chair the Commission on a
temporary basis. Election will be at the October meeting.
E. Copy of Nomination Form to be printed in Maplewood in Motion

Mike will send a get well card to Scott who is in the hospital .
Mike will receive the agenda items and send out the agenda for
the October next Commission meeting.
League of Minnesota Human Rights Commissions
Karla gave an overview of the activities of the League. Main
event is the Human Rights Day Conference on October 1.
10. City Manager Report
Gail is preparing the Affirmative Action program for the City
which needs to be certifified by the State. It must be submitted
by the end of October. Maplewood' s Plan has not been reviewed
since 1975. Gail will send a copy to the Commission for its
review.
