MAPLEWOOD HUMAN RELATIONS COMMISSION MINUTES Tuesday, January 5, 1988 Maplewood City Hall 7:15 p.m. ATTENDEES Scott Rostron, Chair Susanne Hoyt John Prey Sister Claire Lynch Karla Sand Mike McGuire, City Manager Meeting was called to order at 7:15 p.m. by Scott Rostron, Chair. I. MINUTES Motion was made to accept the Minutes of the December 8, 1987 meeting with the following change, was seconded and voted in favor. December 8 minutes should reflect that the Human Rights Award is to be given to both Ed and Delores O'Mara. II. HUMAN RIGHTS AWARD Scott presented the Commission's recommendation for the Human Rights Award to the Maplewood City Council at their December 23, 1987 meeting. The City Council approved the recommendation to award the Human Rights Award to Ed and Delores O'Mara. Tonight's plans include getting a plaque made, making a public announce- ment and preparing for the Chamber of Commerce meeting where the Award will be presented. The Chamber meeting is on January 28 at 12:00 noon at Weber's Super Club. Scott will notify the O'Maras and Mr. Johnson. Scott will present the award at the Chamber meeting. Scott will also invite the O'Mara children. Mike McGuire will coordinate the press information onthe presentation and also getting a plaque made. Scott will coordinate all of this with Chuck Wiger of the Chamber. Scott thanked Karla Sand for suggesting that the Commission present this Award. Minutes/1/5/88 Page 2 III. HUMAN RIGHTS DAY ACTIVITIES Sue talked to the Maplewood National Bank and they put on their sign Share the Dream" 12-10-87 - Human Rights Day. Karla talked to the Ramsey Nursing Home and they also honored the day on their sign. Sister Claire attended the State Human Rights Day dinner and heard Chevez speak. IV. MARTIN LUTHER KING DAY ACTIVITIES - Monday, January 18, 1988 Sister Claire reported that Hill-Murray and the Priory had plans for celebrating the holiday. Sister will also contact the other schools in the district to remind them of the holiday. Karla will contact the Ramsey Nursing Home and Sue will contact the Maplewood State Bank. V. GRIEVANCES No report VI. HOUSING REDEVELOPMENT AUTHORITY John the Commission's representative on the Authority attended his first meeting. John gave a brief summary of the meeting and how he looked forward to a role on this Authority. Mike discussed the Winter Carnival and Maplewood's involvement. He also addressed some of Maplewood's housing areas such as senior housing and public housing. Scott stated that the Commission is concerned that the Authority be aware of state and local codes as far as discrimination is concerned and the Commission be kept informed. VII. MINNESOTA HUMAN RIGHTS LEAGUE ACTIVITIES Karla is on the Board as well as Pat Williamson. The first meeting for this year is on January 16 at Falcon Heights. Minutes/1/5/88 Page 3 VIII. OTHER BUSINESS Karla Sand, Pat Williamson and Sister Claire attended the Annual Meeting of the Minnesota Human Rights League. At that meeting the point was brought up for Commissions to ask their respective Cities if they have a Personnel Committee. Maplewood does not have a Personnel Department or a Personnel Committee. Mike stated that the City is in the process of hiring someone into such a position and that person would be the liaison to this Commission. At that time the Commission may be asked to review policies, procedures, and job descriptions, etc. Mike suggested that the Commission present the 1987 Annual Report to the Council in March or April of 1988. Meeting was adjourned at approximately 8:45 p.m. The next meeting is scheduled for February 2 at 7:15 p.m. MINUTES MAPLEWOOD HUMAN RELATIONS COMMISSION Tuesday, February 2, 1988 7:00 p.m. Maplewood City Hall ATTENDEES Scott Rostron, Chair Sister Claire Lynch - Vice Chairperson Karla Sand Pat Williamson Scott called the meeting to order at 7:00 p.m. He presented the agenda for the meeting. I. MINUTES Minutes for the January 5 meeting will be approved at the March meeting. Karla will forward the January 5 minutes and the February 2 minutes to Scott prior to the March meeting. II. HUMAN RIGHTS AWARD The presentation of the Award to Ed and Delores O'Mara has been rescheduled from 1/28/88 to the March meeting of the Suburban Chamber of Commerce. Scott is coordinating this presentation. Ed emphasized that the award is to him and his wife. An article on this Award was included in the Chamber notice in the Maplewood Review and the Shopper. III. MARTIN LUTHER KING DAY Sister Claire called the local schools to discuss their planned activities for the day; she was pleased with the response she received. Sue was to contact the Maplewood Bank about putting a message on their sign and Karla contacted the Ramsey County Home. Sister Claire will coordinate an essay contest for next year. IV. LEAGUE OF MINNESOTA HUMAN RIGHTS COMMISSIONS Pat Williamson is the Maplewood representative and Karla is a member-at-large. The League will present an award to Jayne Khalifa at its February meeting. Karla made contact with the MN Department of Human Rights on the Task Force on Violence and Prejudice. Karla stated that she was concerned that appointing a Task Force was a duplication of what other organizations are already doing and maybe just a way of delaying any action on the discrimination activities in the community. As a member of the League, Karla will also coordinate activities with other Human Rights groups in other states. Minutes/Page 2 V. GRIEVANCES Nothing to report at this time. VI. ANNUAL REPORT The Commission will review the 1987 activities and begin the process to prepare the Annual Report at the March meeting. VII. ELECTION OF OFFICERS At the March meeting we need to address the issue of commitment to the Commission and the election of officers for 1988. VIII. TRIP TO NETHERLANDS Karla accompanied her husband to The Hague, Netherlands to attend the 20th Anniversary of the Model United Nations. They had an audience with Queen Beatrix and the City Fathers of The Hague. One point of interest is the fact that the foreign visitors in The Hague are given voting rights in city elections. Also The Netherlands is one of only three countries that sent a youth delegation to the United Nations assembly in New York in 1987; all countries were invited to send a youth delegate. Karla made contact with human rights officials in The Hague and hopes to receive information to share with the members. The City of The Hague does have a human rights organization that develops policy, but it has am ombudsman who follows up on concerns of individuals.
