For years , the Sisters of St . Paul ' s Priory have commited
themselves to service to others particularly in the area
of basic human rights and needs . Most recently , the Sisters
received into their home , five young children from Tanzania
who were in critical need of heart surgery that was not avail-
in their homeland . For nine weeks , the Sisters provided free
room , board and emotional support for these children . Another

In 1950 , as President of the Gladstone Community Club , Ed
and Dolores convinced Florence Hughes to become editor of
of the community newspaper . She and her husband Jim later
moved into Maplewood and were one of the first black couples
in the village and , with Ed and Dolores help , started what is
now a model balck community in Maplewood . At 3M , Ed hired
what was then one of the first black employees in a 3M lab ,

Dear Maplewood Business Proprietor:
I would like to take this opportunity to introduce the Maplewood Human
Relations Commission to your organization.
The Maplewood Human Relations Commission (MHRC) is a nine-member group
chartered by the Maplewood City Council charged with:
advising the City on Human Rights concerns ;
assisting citizens and businesses of Maplewood with questions concern-
ing the Minnesota Human Rights Act;
providing education about the Act to groups , citizens and businesses
in the City;
providing a discrimination free environment in Maplewood;
solving human rights problems on a local level ;
assisting the Minnesota Department of Human Rights in enforcing the
Minnesota Human Rights Act.
It is in the interest of the last charge that I am writing this letter.
The Minnesota Human Rights Department (MHRD) developed the no-fault
grievance process to enable the mediation and settlement of human rights
disputes on a local level , before they become formal charges with the
Department under MS363, the Minnesota Human Rights Act.
No-fault is a neutral mediation process , entirely voluntary for all
parties . The goal is to solve problems and achieve settlemtnt. At no
point in the process are judgments made as to the merits of the case
under the law, and never is blame or fault assigned to any party, even
when a settlement is achieved.
No-fault is carried out by local Human Rights Commissions with the approval
of local government, using local Commissioners who are trained and certified
in working with the process.

The commission member will serve as the mediator between the grievant and
the respondent to produce a mutual agreement. The advantages of this
process are:
To grievant:
faster action;
minimizes chance of reprisal ;
if no-fault fails , no waiver of right to file with MDHR.
To respondent:
a small problem does not become a big one;
no investigation, no subpoenas ;
less expensive in time and money;
no one is found guilty of any wrong-doing.
To local Commissions :
provides educational , service and leadership opportunities to citizen
volunteers.
To State of Minnesota:
develops awareness and resources in local communities;
relieves some of the burden on the MDHR to process cases.
For all of the above reasons , I am writing to ask your cooperation and
support to inform your employees of this process. Some suggested ways
of informingyour employees could be by displaying our pamphlet, including
an information sheet on the Commission in your New Employee orientation
packet, or by posting a notice about the Commission.
The Commission members look forward to personally introducing ourselves
to you. One of us will contact you next week.

MAPLEWOOD COMMISSION SUPPORTS HUMAN RIGHTS DAY
Human Rights Day is being recognized across the nation on December 10 .
The Maplewood Human Relations Commission is supporting this
celebration by encouraging local schools to participate in activities
designed to promote awareness of human rights. Suggestions include
using newspaper articles, class topics/discussion on human rights,
reading items over the P/A system, preparing displays, brochures, etc .
Senior citizens are also urged to participate in the recognition
through their involvement in regular or special community activities.
In addition , the Commision is requesting special messages appear on
various signs within the city .
How can you help? Perhaps re-read the Declaration of Independence ;
stay out of handicapped parking stalls; renew a friendship with
someone of a different religion ; discuss with your family what
stereotype" means; explain that compassion , courtesy , and tolerance
should be a part of each of our lives. Any small step that helps us
to better understand and accept each other will make a difference .
The Maplewood Human Relations Commission helps implement the 1967
Minnesota Human Rights Act . This Act specifies certain activities in
which it is illegal to treat people differently : in employment ,
housing, public accommodations, public services, education ,
credit--discriminating on the basis of race, color , creed. religion .
national origin . sex , marital satus, disability , public assistance ,
age , and family status.
The Minnesota Department of Human Rights is sponsoring a 20th
Anniversary Celebration on Thursday , December 10 , at Town Square
Garden Court from 6:30-9:30 p .m. A Conference on Human Rights will be
held at the St . Paul Ramada Hotel on Friday , December 11 . from 9:00 am
until 3:30 pm. Additional information is available from the DHR at
296-5663.
