HomeMy WebLinkAbout03/06/1984MHRC Business Meeting March 6 , 1984 Present : Eiden, Heimerl , Larsen, Rostron, Williamson, Sister Claire , Peter Fischer Minutes Minutes of February 7 , 1984 accepted with the following amendment : Page 2 ; paragraph 7 , "New Case" Last sentence should read, "Awarded ten months rent abatement ,full damage deposit , and damages" . Housing & Redevelopment Authority Appointment Clarification It was a mix-up occasioned by other commission appointments . For the HRA they filled two slots plus an MHRC liaison , Mary Eiden. The liaison position does not carry a vote perogative. Chair will clarify this situation in a letter to the City Manager . The letter will also point out that a staff liaison to the MHRC would have been able to prevent the foul-up . Membership Sister Claire Lynch and Pat Williamson were reappointed to the Commission at the February 27 , 1984 council meeting. No Fault Grievance Case Update No pending cases . One disclaimer received from the State . Housing & Redevelopment Authority Report - Eiden Mary is finding the liaison experience very interesting.l `"thas asked the City for a tax increment ; Harmony School site for senior citizens ; 82 acres ; about $915 ,000 investment . Role-over"housing; demo program;first time home owners 10-7/8th% no higher. Poster Update - Eiden Contacted Leo at the School District 622 printing office . 250 posters in color , heavy poster paper 125 . Suggestion was to start with 100 posters . Motion: Commissioner Eiden may contract for 100 posters at no more than $75 . 00 . Ayes all . Budget Discussion of what it might be . Chair will find out and let us know at next meeting. Also , will request a quarterly report from City Manager. 2-MHRC Business Meeting 3/6/84 State Department of Human Rights Peter Lewon is now on "intake" duties . Our new NFG Coordinator andDepartmentLiaisontothelocalcommissionsisJohnGreco . John willworkunderBarbaraMcCarty, Planning Director. (also liaison to LMHRC) High salary" staff has been brought in and the Department has beentotallyreorganized. Incoming Commissioner will be expected to workwithinthenewstructure -- no changes . Specialists have been appointedformanyfunctionse. g. systems , forms . Seven new enforcement officersareinplace. NFG Intake Procedure : Has been revamped. New intake forms . Intake will be at Department level . Will allow for a strict record of all cases and make the locals accountable for the referral and the follow through. Intake will specify date and timeofreferral , basis of discrimination and protected class will be established, date of action and date of contact ; also give date offourmonthjurisdictionandsixmonthsjurisdictionaldeadlines . One copy will be mailed to us for the next step in the process . The other will stay at state level. At that time , the grievant will also be given the name of the NFG contact person at Commission level so they can call us if they don ' tgetpromptaction. For a grievant that comes directly to us , there will be a very formal ,though simple , procedure we will be expected to follow. New forms and instructions being sent to all chairs . The form will contain space for us to intake the problem as it is given to us . Contacts made . Final outcome . Will be returned to State after completion. Anticipate; new commissioner will be appointed by March end. Reorganization is going very well , should have been done a long timeago , morale is very high now that everyone knows what is expected of them" -- Lewon. League of Minnesota Human Rights Commissions June 23 , 1984 -- date of Annual Meeting. One day only. Larsen did not attend late February board meeting. Council Visit Chair will write to Council and City Manager inviting them to a special dialog evening, April 3 , 1984 - St . Paul ' s Priory. John Greco has agreed to be present that evening. Will update on the restructuring of the Department , NFG changes , etc. Should be very interesting. 3-MHRC Business Meeting 3/6/84 Disability Conference May 18 , 1984 : Sponsored by State Department Review and discussion of HR amendments implemented into law last year ;impact. Get the public aware of new provisions . The Maplewood Review" News Item Discussion of item to be inserted. Inform public of new officers , commission make-up , functions , business meeting date and time , and existing vacancy. Letter to State Department Written to Barbara McCarty, Planning Director. a. familiarize her with commission b. request for John Greco ' s visit on April 3 c . inform that 1983 Annual Report would be in their hands soon d. enclosed updated roster of members and asked that all records be changed to reflect new officers . e. informed them that there were three (soon to be four) new commissioners eager for NFG training.f. offered our help . Human Rights Year Proclamation Discussion on proclamation. Concensus , will hold until October meeting. Will be an appropriate action to observe Human Rights Day ,December 10th. Tabled until October meeting. Will then discuss necessary steps for presentation to Council . Annual Report Checked with City Manager ' s secretary ; almost finished ; promised by April meeting. Lakewood Presentation - Rostron Scott making a presentation (3/7) at Lakewood Community College ;Social Issues class . Issues affecting the disabled. MAPLEWOOD IN MOTION" Insert March issue.
