Following are rules of civility the City of Maplewood expects of everyone appearing at Commission Meetings - elected
officials, staff and citizens. It is hoped that by following these simplerules, everyone’s opinions can be heard and
understood in a reasonable manner. We appreciate the fact that when appearing at Commission meetings, it is
understood that everyone will follow these principles:
Speak only for yourself, not for other Commissionmembers or citizens - unless specifically tasked by your
colleagues to speak for the group or for citizens in the form of a petition.
Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each other.
Be respectful of the process, keeping order and decorum. Do not be critical of Commissionmembers, staff or
others in public.
Be respectful of each other’s timekeeping remarks brief, to the point and non-repetitive.

SUBJECT: Interpretive Sign for Conifer Ridge
Introduction
In 2015, Maplewood City Council approved the Conifer Ridge Development. One of the
requirements was that the developer install a historic interpretive sign near the trail. The
Heritage Preservation Commission (HPC) will review the revised draft of thesign.
Discussion
The Conifer Ridge Development is on the site of the former Hajicek Farm on County Road D.
One requirement of development was the preparation of a sign tellingthe site history. The
former owner requested that the sign not focus on thehistory of their family or farm so the sign
will reflect general farm history of this area.
The HPC reviewed text for the sign at their October 12, 2017meeting, and reviewed a graphic
image for the sign at the November 9, 2017meeting. Commissioners requested the following
changes:
1.Ensure that it is clear when the text and photos refer to the site vs. the general
neighborhood.
2.Remove the photo and caption of the Koch truck.
3.Add a photo of the Maplewood Mall site.
The historian and designer have made the above changes. Attached is a graphic image of the
sign (Attachment 1), and text of thecaptions (Attachment 2).
If commissioners would like additional changes to the sign, please bring specific language
changes tothe HPC meeting for fellow commissioners to review and make a recommendation.
Recommendation
The HPC will review and make a recommendation on theinterpretive sign for the Conifer Ridge
Development.

This structure was built as a log cabin home by an early settler near what is now White
BearAvenue and County Road C, in the Hazelwood neighborhood. By the time this
photo was taken in the early 1900s, it was being used as hay storage. Pictured are
property owner John Lindstrom, his children Albert, Ellen, Alice, and Ed (in loft) and
neighbor Lydia Erickson (right).
Caption P2 (White Bear Avenue aerial):
Much of this neighborhood was undeveloped through the 1960s. This 1965 photo was
taken about three-quarters of a mile east of Conifer Ridge. The Maplewood Mall would
be built on the west (left) side of the road and opened in 1974. The Bruentrup family farm
is shown here along the east (right) side of White Bear Avenue. In 1999, the farm
buildings were moved to a new site on County Road D, and now serve as the home of the
Maplewood Area Historical Society.
Caption P3 (pine trees):
The evergreen trees on the Conifer Ridge property are the last remnants of a Christmas
tree farm started in the 1970s by the family who lived at the property for more than six
decades.
Caption P4 (Bill on tractor):
Bill Bruentrup, son of Herbert and Rose Bruentrup, baled hay on the family farm in 1998,
one year before it was sold, as Maplewood becomes a city around it. The Concordia
Arms apartment building is behind him.

Introduction
The Maplewood Heritage Award is an annual award recognizing an individual who has
strengthened the preservation of Maplewood history. Commissioners will nominate
candidate(s) for the 2017 award.
Discussion
The Maplewood Heritage Award was initiated in 2010.Since then, awards have been given
annually.Past recipients of the award include: George Rossbach (2010), Char Wasiluk
(2011), Ann Fosburgh (2012), Bob Jensen (2013), Carolyn Peterson (2014), the
Bruentrup Family (2015), and in 2016 Joe Fox, Albert Galbraith and Lois Behm.
At the May 2017HPC meeting, Commissioners approved changes to theHeritage Award
program, andin November 2017, theHPC approved the attached Program Summary and
Nomination Form (Attachment 1). A key update tothe program was openingnominations up to
the general public. The HPC also agreed that they would continue to make at least one
nomination for the award.
At the December meeting, Commissioners will nominate at least one candidate for the 2017
Heritage Award. In addition, the HPC will appoint a Commissioner to complete the Nomination
Form for that candidate.
Recommendation
The HPC will nominate a candidate(s) for the 2017 Heritage Award and appoint a
Commissioner to prepare the Nomination Form.

Maplewood Heritage Award
PurposeThe Maplewood Heritage Award recognizes an individual who has
significantly contributed tothepreservationof Maplewood history or
historic sites through research, preservation, or education and outreach.
EligibilityAny person or group that has contributed significantly to the preservation
of Maplewood history or historic sites, whether theyare a Maplewood
resident or not. Not eligible are: elected City officials, current HPC
members, current City staff members.
PlaqueThe recipient shall receive an engraved plaque. If an organization or a
group receives the award, one plaque will be awarded, but each key
member of the team will receive a resolution.
ResolutionA resolution shall be prepared acknowledgingthe contributions of the
recipient.This is printed on quality paper, signed by the Mayor, and bears
the City’s seal.
Number of AwardsThis award istypically givento just one person or one entity each year.
There should be good justificationfor giving more than one award, such as
two people making significant contributions todifferent projects in the
award year. If two or more people work together on a project and are
being awarded for the project, it would be considered a group project – just
one plaque would be prepared and resolutions for each person would be
prepared.
Process
1.December HPC meeting – HPC assigns member(s) to prepare at least one nomination
2.December and January – seek nominations from the public. Staff posts a call for
nominations in City Newsletter, on City website, and sendsto Maplewood Area Historical
Society
3.January 30 –nominations dueto City staff
4.February HPC meeting – HPC makes recommendation
5.March Council meeting – Presentation of Award

SUBJECT:HPC Training
Introduction
The Minnesota Heritage Commission Statewide Training Manual is available for use by Heritage
Preservation Commissions (HPC). The HPC will continuethis training at the December
meeting.
Discussion
HPC’s throughout the state are encouraged to use the Minnesota Heritage Commission
Statewide Training Manualand accompanying training materialsto increase their understanding
of the HPC’s role and ofpreservation laws and processes. The training is provided in a set of
PowerPoint slidesfor HPCs to reviewandin a160-page training manual.
TheHPC has completed the following:
Chapter 1: Why Are We Here?(October 2016)
Chapter 2: Legal Foundations (May 2017)
Chapter 3: Designating Properties(November 2016)
Chapter 4: Treatment of Historic Properties(July 2017)
Chapter 5: Nuts and Bolts for Commissions(August 2017)
Chapter 6: Project Review(November 2017)
At the December2017 meeting, the HPC will review Chapter 7: Special Legal Issues.
