HomeMy WebLinkAbout10/04/1988MINUTES MAPLEWOOD HUMAN RELATIONS COMMISSION Tuesday, October 4, 1988 7:00 p.m. Maplewood City Hall ATTENDEES Sister Claire Lynch Karla Sand Pat Williamson Gail Blackstone, Staff Liaison Mike McGuire, City Manager ABSENT Scott Rostrom Clemence Kwapick Sue Hoyt Meeting was called to order by Karla Sand as Secretary to the Commission. Due to the resignation of John Prey, Chairman, the first order of business was to appoint a Chairperson for the remainder of the present term: October, November, and December 1988. The Commission appointed Sister Claire Lynch as the Temporary Chairperson and she accepted. 1. MINUTES Section 3. Biennial Report was amended to state that the report will not be distributed in its present form, but an updated and revised report will be drafted early in 1989. Section 5. Commission Members was amended to delete the V included in the title. Section 10. City Manager Report was amended to state that the Affirmative Action Program for the City will be submitted by December 1, 1988 and not by the end of October as indicated in the minutes. Minutes were approved with the above changes. 2. Grievances Karla is working on 3 grievances: perceived discrimination based on race, public assistance and age. One with Twin City Federal, one with 3M Company, and one with VIP Companies. 3. Human Rights Award Articles on the Maplewood Human Relations Second Human Rights Award were in the St. Paul Dispatch, Maplewood Review, Minneapolis Tribune, and the Maplewood in Motion. 4. 5. Page Two Chuck Wiger of the Suburban Area Chamber of Commerce approached Gail Blackstone about working with the Commission on the presentation of this Award. The Chamber gave two dates: January 26 and March 23 of 1989. Gail will contact Chuck and indicate that January would fit in well with the Commission's plans. The Commission will discuss the plaque at the November meeting. Essay Contest Sister Claire reported that Maplewood STate Bank to sponsor our essay contest by donating savings winners. Sister also reported that there are 8 schools in the Maplewood/North St. Paul/Oakdale students eligible for the contest. agreed bonds for the area that have Karla drafted a letter to be sent to the school principals. It gives them the subject of the contest as well as the rules and timeline. Gail will send out the letter. Sister Claire will arrange to have the essays picked up on schedule. Commission will discuss the award presentation at the November meeting. League of MN Human Rights Commissions Sister Claire, Karla, Pat, Gail and Mike attended the conference. The presentations were excellent and covered AIDS, prejudice and violence, and MCLU perspectives on protecting peoples' human rights including separation of church and state. 6. New Business 7. No Fault Grievance training (intermediate) is scheduled for Mankato. Reports Gail reported that she discussed the Commission's liaison with the HRA. Because of the resignation of John Prey, Gail said Randy Johnson of the HRA agreed to give her a report after each HRA meeting and she in turn would keep him informed of our concerns. Commission agreed that this procedure would be appropriate at this time. Gail will report to the Commission any pertinent information. 8. Hmon Community Sister Claire is in contact with Mrs. Hughes on the needs of the Hmong Community and where the Commission can be of assistance. Page Three 9. Membership Sister Claire reported that Mrs. Hughes will not submit her name as a possible member of the Commission. Paul Sand submitted his name for membership on the Commission. 10. Bylaws Mike and Gail will give a presentation on the Commission's Bylaws at the next meeting. 11. Next Meeting November l, 1988 Meeting was adjourned at 8:35 p.m.
