CALL TO ORDER ABSENT Jim Garrett The meeting was called to order at 7:05 p.m. by Chairperson Pat Williamson. A. Agenda Approval The December 7 agenda was approved as read. APPROVAL OF MINUTES A. Change to Human "Rights" Commission vs. Human "Relations" Commission. B. Old Business--remove sentence "The League of MN HRC is currently working on something similar. Pat Williamson will bring a copy of the MN plan for committee review." The League developed the format. C. D. Chemical Abuse Clinic Ordinance - Replace "A member of Parks & Rec Commission and past member of HRC with "a Maplewood resident." Mr. Fischer was speaking on his own behalf, not as a representative of any particular entity. III. OLD BUSINESS Discussion occurred regarding the Chemical Abuse Ordinance. City Council voted 4-1 to table the issue. Mike McGuire will have our letter which was sent to City Council mailed with the next agenda minutes. A. City Response to Acts of Bias/Prejudice - List steps - The League has developed an outline that Cities can follow which includes 1). Selecting a response committee, 2). Develop a list of response nefinrork, 3). Mail out i '" plan explanation, 4). Keeping track of all incidents. In Maplewood our agreement is with Chief Collins to notify the HRC and if a public statement is to be made to do a joint Police/HRC statement. Karla and Pat agreed to develop a booklet of response groups. They will bring a draft of the booklet back to the HRC. Mike suggested that Karla and Pat submit the draft to be typed by City staff and provide for review at the next HRC meeting. B. Intemship/Minority Program - Karla hasn't contacted anyone to present/hold discussion on other Cities programs. If HRC is interested in this, would need to develop plan, budget/financial resources, meet with City staff and determine interest and feasibility. Karla will contact speakers and try to schedule for 7:00 p.m. (the beginning of the meeting). C. Human Rights Award - Gordon reported on site visit to Sunshine Nursery School. Spoke with Mary Youngstrom who is the director. They do not have any minorities currently enrolled; however, they do have a few learning- impaired children. The school promotes multi-culturalism in stories, play materials and acceptance of children with disabilities. Gordon and Marie will visit and notify them of acceptance, see if activity or program planned that we can tie into for presentation and specific examples of Human Rights activities. IV. NEW BUSINESS A. Pat brought forward "Reflections" material. B. Karla spoke of Suburban Hennepin Anti-Racism Coalition Newsletter. C. Mike handed out additional information on Human Rights Day on December 10 from the International Assoc. of Official Human Rights Agencies. D. Human Rights Commission membership list was distributed. V. REPORTS A. League of MN Human Relations Commission - Pat didn't attend due to illness. League of MN received a few more grants. B. City of Maplewood - Nothing new to report. C.
