Ex-Officio: Colleen Callahan. I. Call to Order: The meeting was called to order at 7:15 p.m. II. Approval of Minutes: A motion was made to approve minutes with two changes. It was seconded and it was passed. III. Approval of Agenda: Table IV. A. Until next month. A motion was made to approve minutes. It was seconded and it was passed. IV. Old Business B. Peace Campaign - Rita talked to Lynn Elling about resources - he was excited about this. He said one effective way is to find one teacher in each school to team up with one parent to go with it. This year's Nobel Laureate meeting at Augsberg is March 11, 2001. The letters have already gone out. Rita will amend letter to the school board and get it to Colleen to send out. Based on the response, will plan the next stage. C. Tabled because Gordie Heininger was absent. D. Tabled because Gordie Heininger was absent. E. Maplewood In Motion Topics - Discussion - Elmo Mattox. Elmo provided a folder for each person containing samples of federal and state regulations that affect businesses. Article topics? Target market? Sensitivity awazeness? Joan: Maybe a dialogue "Frank & Jenny" - people would remember a dialogue or story better than an article. We can request to City Manager and Council that the Maplewood In Motion be delivered to area businesses. Motion made and seconded for Colleen to research and bring a draft. 17,000 homes + in Maplewood. Bulk mailing of postcards at .19 each is too expensive. V. New Business A. Plan Diversity Contest - usually assign school now, but will wait until next month. There was a short discussion about adding extra schools. B. Colleen will call Premier Bank about the award money. VI. VII. Reports A. City - Colleen 1. There is a meet & greet new City Manager - Richard Fursman on December 6. 2. 911 did not pass 3. Any articles for Maplewood In Motion are due two months before the 29th of the month (ex: March's article is due on January 29.) 4. Have one applicant - City Council now interviews all commission applicants. Were more requests for applicants. We can recommend, but the City Council will still interview all. We have one vacancy. Decided to invite candidates to meeting to meet them, then be interviewed by City Council. 5. Colleen shared two incidences that happened in Maplewood last month. B. No new updates on HRC members or other commission effort. On behalf of the Maplewood Human Relations Commission, I invite your school to submit an application for participation. Submissions are due March 31, 2001. The Diversity Awareness Award and Poster Contests recognizes students and/or educators of elementary and secondary schools for their efforts to demonstrate an awareness of diversity in our society. This project is a cooperative venture with the Commission, City Council and local schools which provides an opportunity for educators to incorporate diversity into the curriculum. PRESENTATION. The 2001 Diversiry Poster Contest awards will be presented in the spring at your school and will be displayed at Maplewood Customer Service Office at Maptewood Mall. In addition, the first place winners will receive S25 and the second place winners will receive $10 for each of the age categories (VI). All students submitting posters will receive a certificate. Unfortunately, we will not be able to retum posters submitted for the award. By submitting an entry, permission is granted to the Maplewood Human Relations Commission and the City of Maplewood to utilize entries for display or reproductions for publishing and promotions purposes. NOTE: This application shou/d be attached to the��sk of the poster. 2001 DIVERSITY AWARENESS AWARD MAPLEWOOD HUMAN RELATIONS COMMISSION The Maplewood Human Relations Commission is seeking applications for its 2001 Diversity Awareness Award. The Commission will present the Award to an individual or group who submits a winning application that implements the State ruling on multicultural, gender-fair, disability awareness curriculum in a Maplewood public, parochial, or private school according to the following criteria developed by the Commission. The PREMIER BANK OF MAPLEWOOD will recognize the efforts of this group or individual by providing a$500 MONETARY AWARD. RULES FOR SUBMITTING AN APPLICATION Applications should be 1-2 pages in length including: A. The present efforts your classroom or school uses to demonstrate an awareness of the diversity of people in our society. The efforts should include a recognition of males and females in non-traditional roles, persons with disabilities, and people of various ethnic and racial groups. Examples of efforts include but are not limited to: visual displays, school wide assemblies, plays written and performed by students, projects or programs developed by students, textbooks surveyed for groups represented, or field trips. B. How your classroom or school will use the monetary award to increase student and/or citizen awareness of people of diverse backgrounds and abilities. State the number of students and community members served or participating in award benefits. Also prepare a time line or the steps necessary to actualize your goal. Examples of how to increase awareness include but are not limited to: in-services, speakers at school or in the community, media resource purchases for school or community, small group counseling, public forums, panel discussions, or proposed school programs including community involvements. During 1999 the Commission continued its mission of improving the human relations climate of our community by sponsoring community events throughout the City of Maplewood. The activities and accomplishments of the Commission are outlined in this report, as well as its goal and objectives for 2000. We look forward to expanding our activities in 2000 to include collaborative ventures with other organizations and commissions. We look forward to enhancing our relationships with all Maplewood City officials and departments for the benefit of our residents. March 5, 2000 To the Citizens of Maplewood: It is my pleasure to submit to you, the citizens of Maplewood, the 1999 Maplewood Human Relations Commission's Annual Report. The terms "diversity," "hate crimes," "bias and prejudice,° "human rights," etc. can arouse some interesting reactions. Many individuals shy away from these issues or live in a vacuum, assuming that an act of bias or hate "couldn't happen in my community." As in most situations, ignoring these issues or pretending they do not exist, do not make them disappear. It is sadly recognized among all Maplewood Human Relations Commission members, that many individuals residing in this community are not even aware that this Commission exists. We also know that other community members are aware of the Commission by name only; they do not realize our function and purpose. Thus, I invite you to read this report so that you can gain a better understanding of our function and to learn more about human relations in general. I encourage you to attend one of our monthly meetings so that you can experience first hand, what we actually do. Finally, I challenge you to get more involved in the area of human rights, as it impacts our community. I particularly challenge religious, educational, fraternal and business organizations to work with us in a collaborative vein, to make this a community in which we all can be pro�u to work and/or reside. Sincerely, Gordon Heininger, Chairperson MHRC POLICY AND ORGANIZATION The MAPLEWOOD HUMAN RELATIONS COMMISSION was created by City Ordinance No. 239 on April 18, 1968. It is the policy of the Commission to fulfill its charge as a partner with the State Department of Human Rights, in securing for all citizens equal opportunity in housing, employment, public accommodations, public services and education; and to work consistently to improve the human relations climate of the community. There are seven members on the Commission appointed for three-year terms by the City Council upon recommendation of the Commission. Meetings are held monthly (except July and August) at 7:00 p.m. normally on the first Tuesday of the month at Maplewood City Hall. All meetings are open to the public. It shall be the duty of the Commission to implement its policies. Such implementation may be accomplished by making reports and/or recommendations to the City Manager and/or the City Council, and by engaging in public relations and educational programs as it deems necessary to accomplish established policy. MAPLEWOOD HUMAN RELATIONS COMMISSION PROCEDURAL RESPONSE TO ACTS OF BIAS AND PREJUDICE Action Steqs: 1. A Coordinator, appointed from within the Commission on a yearly basis, will handle any contact of reported acts of bias and prejudice from the Commission membership or the general public. 2. The Chief of Police will mail a cover letter from the Police Department and also enclose a letter from the Commission with a brochure outlining the victim's rights and resources that they might want to contact for further assistance. 3. If a victim of a bias crime calls us, the Coordinator can offer to make a visit with another Commission member to discuss, in detail, any further options they may want to pursue. This visit, if requested, should be arranged as soon as possible. 4. 5. 0 Subsequent information regarding the incident will be shared with the Commission and the media if relevant and appropriate. Follow up to the victim(s) in writing or contact will be made if deemed necessary.
