Minutes
Present members: Gordy Heininger, Regina Laroche-Theune, Carol Cude, Donna Brown
Ex -Officio: Colleen Dirkswager, Mike McGuire.
Call to Order: The meeting was called to order at 7:10 p.m. by Chair Gordon Heininger.
II. Approval of Minutes: Peachful should be corrected to say peaceful. It was moved,
seconded and passed that September meeting Minutes be approved with corrections.
III. Approval of Agenda: Agenda was amended to reflect additions:
Old Business by adding D. Diversity Contest/Planning and Scheduling and
New Business by adding C. Next Meeting
It was moved, seconded, and passed that -agenda be approved with additions.
IV. Old Business
A. "Inside Insight"; Reviewed excerpts of a taped segment on the quality of
Maplewood's Primacy Election, negative comments regarding current Compost
Site and New Homeless Shelter. It was agreed that the quality of the program was
very poor and that the agenda and content of the program was controlled with
"ringers" being interviewed and/or phoning in responses. At this point, there is no
action to be taken by Commission.
B. Violence Free Families Initiative: Quilters have been lined up; JoAnn Fabric has
agreed to provide fabric for quilts at a discount. Bahai Youth has canceled for
their scheduled performance. Commission members agreed on schedule to
participate in success of project. Donna Brown volunteered to cut squares; Regina
volunteered to help and will bring in additional fabric she has on hand. A motion
was made, seconded, and passed to spend up to an additional $150 for supplies.
C. Display Update: In the process of collecting pictures to display. There is a need
for three, 8x10" pictures to define a yet undecided theme.
D. Diversity Contest Planning/Scheduling: Letter to go out with November
Agenda. Contest rules need to be finalized. It was decided to continue with the
format of prior years for this year to wait until next year to enter a winner in the
State contest.
V. New Business
A. ADA Training Feedback from WABABA: Discussion to be tabled until next
meeting.

B. Brainstorm Topics for HRC Corner in Maplewood in Motion: To be added to
next month's agenda. Colleen to bring calendar and members to bring ideas for
columns. Each member to contribute one or two times with different feature
topics (which may be changed dependent upon happenings within Maplewood's
boundaries that may need to be addressed.)
C. Next Meeting: November's meeting will be changed from Election Day,
November 2 to November 3, 1999 at the regular time 6:30 p.m. in Conference
Room A.
VI. Reports
A. The Edgerton shooting suspects were apprehended. In reference to the Cub
shooting, the suspect received a prison term.
B. Referendums were discussed for the upcoming election.
C. The League of Women Voters is sponsoring a Candidate Forum on the 14th of
October.
VII. Adjournment: Motion was made, seconded and passed to adjourn the meeting at
8:45 p.m.

The Maplewood Human Relations Commission is once again proud to sponsor the Diversity
Awareness Award. On behalf of the Maplewood Human Relations Commission, I invite your
school to submit an application for participation. Submissions are due March 31, 2000.
The Diversity Awareness Award recognizes students and/or educators of elementary and
secondary schools for their efforts to demonstrate an awareness of diversity in our society. This
project is a cooperative venture with the Commission, City Council and local schools which
provides an opportunity for educators to incorporate diversity into the curriculum.
In the near future a Commission member will contact you to discuss this project and answer any
questions you may have. You may also contact Colleen Dirkswager at Maplewood City Hall
(770-4579) with questions. We look forward to your participation!

2000 DIVERSITY AWARENESS AWARD
MAPLEWOOD HUMAN RELATIONS COMMISSION
The Maplewood Human Relations Commission is seeking applications for its 2000 Diversity Awareness
Award. The Commission will present the Award to an individual or group who submits a winning
suggestion that implements the State ruling on multicultural, gender -fair, disability awareness curriculum
in a Maplewood public, parochial, or private school according to the following criteria developed by the
Commission. The PREMIER BANK OF MAPLEWOOD will recognize the efforts of this group or
individual by providing a $500 MONETARY AWARD.
RULES FOR SUBMITTING AN APPLICATION
Applications should be 1-2 pages in length including:
A. The present efforts your classroom or school uses to demonstrate an awareness of the
diversity of people in our society. The efforts should include a recognition of males and
females in non-traditional roles, persons with disabilities, and people of various ethnic and
racial groups.
Examples of efforts include but are not limited to: visual displays, schoolwide assemblies,
plays written and performed by students, projects or programs developed by students,
textbooks surveyed for groups represented, or field trips.
B. How your classroom or school will use the monetary award to increase student and/or citizen
awareness of people of diverse backgrounds and abilities. State the number of students and
community members served or participating in award benefits. Also prepare a time line or the
steps necessary to actualize your goal.
Examples of how to increase awareness include but are not limited to: in -services, speakers
at school or in the community, media resource purchases for school or community, small
group counseling, public forums, panel discussions, or proposed school programs including
community involvements.
Applications must be typed and attached to the application form which includes: first and last names
of applicant(s), school name, address and telephone number. (Please print or type)
III. ELIGIBILITY. Students who are residents of Maplewood and/or educators of elementary and
secondary schools located in Maplewood.
IV. DEADLINE. The application is due no later than March 31, 2000 to the City Manager's Office,
Maplewood City Hall, 1830 East County Road B, Maplewood, MN 55109.
V. SELECTION. Maplewood Human Relations Commissioners will select the winner on April 6, 1999.
VI. PRESENTATION. Presentation of the Diversity Awareness Award will be arranged with the winning
school at a school event in the spring.

Kindness
Being kind, considerate, and courteous to others
needs to be established initially with children as
Respect
Children need to accept that people show
variation in their physical appearance, beliefs,
feelings, interests, and customs. This value is
best approached by teaching children that there
are many "right" ways to look, think, and
behave, not just the choices of the child's family.
Empathy
Children can be taught the skill of identifying
how another person might be feeling in a variety
of situations. This is best learned by first
identifying their own feelings in similar
situations.
Absolutes can be questioned
Children should be encouraged to think
independently and to question what others may
present as absolutes, particularly stereotypical
and prejudicial statements.
the child's usual way of relating to everyone,
child or adult, family or stranger, person or Courage
animal.
Fairness
Children are instinctively interested in fairness,
or a sense of equality, as it pertains to
themselves. This value needs to be extended to
others, particularly to those who are different
from the child.
Tolerance
Children should become accustomed to being in
the presence of individuals different from
themselves, even though being with people like
themselves may feel more reassuring, less
anxiety -producing, and consequently, "safer."
People are more alike than different
Children need to learn that the traits or
characteristics upon which most prejudice is
based, relate more to superficial differences than
real differences. Human beings are ultimately
very similar physically and strive for the same
things, such as basic necessities, a sense of
family, and enjoyment of life.
It takes courage to stand up for something,
particularly if one is standing alone. Children
learn courage when they are reinforced and
praised for acts of bravery. Courage is necessary
to be a supporter of human rights. Developing
courage also will help children fend off
unwanted peer pressure in other areas of their
lives.
Diversity is exciting and interesting
Rather than seeing diversity as threatening and
anxiety -producing, children need to embrace the
concept of diversity and the many doors it opens
to new learning, interesting relationships, and
exciting experiences.

served on the Maplewood Human Relations Commission Board for two years from January 1,
1997 to October 2, 1999.

WHEREAS, Katie has shown dedication to her duties and has consistently contributed her
leadership and effort for the benefit of the City.

I have terminated my position on the Maplewood Community Design and Review Board
effective July 28, 1999. Please pass along my thanks for the opportunity to service on
the board these past nine years.
Tom, your direction and insight into the proposed projects has been most helpful. Our
board had the advantage of working with a thorough review of all projects by your staff
before the applicants presented their information.
I will miss the teamwork of our members and yet there are two good candidates for the

C. Resolution of Appreciation for Marie Robinson
Chairperson Ledvina thanked Marie Robinson for the capable and wonderful service she
provided to the community design review board for nine years.
Boardmember Johnson moved adoption of the resolution of appreciation for Marie Robinson.

Principal/Multicultural Coordinator
The Maplewood Human Relations Commission, through the years, has been encouraging
increased awareness of persons with diverse backgrounds and abilities in our community. One
of the more creative ways we to do this has been through a collaboration with your school and
your students by hosting two contests. These contests highlight this awareness among young
students and young persons living in our community. Your school already does this to some
extent through your curriculum with visual displays, textbooks, and student projects.
As a committee we are committed to help further build awareness of our diverse community by
the use of these contests. By challenging students to show off their talent and depict diversity in
a poster and by encouraging teachers and students to work together on a class project or
curriculum based activity.
In January 2000 you will receive further information and applications about these contests. We
urge you to appoint a teacher or a coordinator to work with a representative from our committee
who will contact you for a follow-up. We will gladly work with that person to give direction or
advice if they want or need it.
