Annual report: The members made favorable comments on the look of the report and noted a few
grammatical corrections. Marie will make corrections and have prepared in final format. The gq
report will be presented to the Mayor and city council. A motion was made and seconded to v} �
adopt the 1994 annual report. Lay()C�"k
Hate Crimes Response:Marie developed a process for the Commission to respond to hate crimes.
The members discussed the pros and cons and found it to be cumbersome. It's also not clear just
what our role is-how far can we go when offering assistance to victims? Gordy and Gail will
develop another draft.
Puppets Against Racism: Marie felt that this program may not be appropriate for the commission
to sponsor the first time out. It may be better to have something less intense. A brochure from
"Souls Journey"was passed around. These speakers are story tellers who weave multiculturalism
into their stories. Marie also had a booklet of speakers from Ramsey County. We considered a
topic on crime prevention_ We will discuss what we want to do again.
New Business:
Award letters, presentations and press releases for Diversity Award and Poster Contest
Edgerton School will receive the Diversity Award at a ceremony on March 27 at 9:30 am.
The Mayor will be asked to present the award and Marie will also attend. The winning schools
for the poster contest are Presentation of Mary and Mounds Park Academy. PSM would like to
schedule the ceremony to give the entrants their certificates and cash awards in April. Mounds
Park will schedule any time and asked that it be done at 11:45 ate, which is during their lunch..
Gordy will contact the schools to set the dates and will try to schedule them for the same day so
that Marie can do the presentations. The posters will be on display at City Hall and the
Community Center. Lynne and Gail will get a news release written and submitted to the
newspapers.
Open House: We briefly discussed how to participate bathe City Hall open house. The idea of a
"bingo-type" game was discussed. The date hadn't been set yet so we will continue discussions at
the April meeting.

Residency Update: Commission member Gail Schiff recently purchased a house outside the
Maplewood city limits_ Mike McGuire checked to see if she could still remain on the commission
and finish out her term. This was approved although new members must reside in the city of
Maplewood_
Candidates for Vacancies: Two of the applica.nts for open seats on the commission were
interviewed. The members agreed that they should be approved for membership. The candidates
are Linda Wainio and Regina Laroche-Theune.

On our behalf, the City of Maplewood Police Department is forwarding this letter, along with
the enclosed brochure, to you. The investigating officer has determined that the crime you
reported fits the category of an act of bias and prejudice. It is regrettable and disheartening
when acts of bias and prejudice happen. When it happens in our city it is intolerable. We
believe that our police department will proceed with professionalism in handling this
situation.
The Maplewood Human Relations Commission would like to offer our services to you. We
may have some information resources that might be of help to you in this situation. Please
feel comfortable in contacting us. If we can assist you in some way we want to generously
offer our support.

RESPONSE TO ACTS OF BIAS AND PREJUDICE enc.\ .1f"\
Preliminary Steps: The Maplewood Human Relation Commission must appoint a
Response Team. These team members will serve for minimally a two year period.
Thereafter, members will be appointed on an annual basis each January. Team members
will include: 1. Coordinator, 2. Back-up Coordinator, and 3. Support members.
Names, address and phone numbers of the Response Team will be shared with each
Maplewood Human Relation Commission member,the Mayor and Chief of Police of
Maplewood, Maplewood( ity Pouncil embers, League of Minnesota Human Rights
Commission, and any other involved/interested organizations (ie. North St. Paul Human
Relations Commission, the Partnership group, etc.). Updates of this list will be shared as
necessary.
Actions Steps: Once the Response Team has been formed, the following will occur as
the Commission's response to acts of bias and prejudice:
1. Commission members, Response Team members, and/or the Maplewood Chief of
Police who learn about an act of bias and prejudice will contact the Coordinator of the
Response Team. If the Coordinator is unavailable, the Back-up Coordinator will be
contacted.
2. The Coordinator(Back-up Coordinator) will ask the Chief of Police, on behalf of the
Commission, to mail a letter of support to the victim(s). A brochure outlining the victim's
rights and what resources they may want to contact for help will also be included with the
support letter. A copy of this letter will be sent to the Mayor, City Council and members
of the Response Team.
3. If/when the name of the victim(s) is released, the Coordinator of the Response Team
will call the victim(s) and offer to visit the victim(s), together with another member of the
Response Team.
4. The Coordinator of the Response Team (or appointed Response Team member) will
send any relevant newspaper clippings of this incident to the League of Minnesota Human
Rights and well as member of the Response Team.
5. When the Response Team believes it is warranted, an article regarding the incident (or
acts of bias and prejudice) will be sent to the local newspaper.
6. Local groups (churches, schools, fraternal organizations, etc.)will be informed of any
significant act of bias and prejudice that occurs in the city of Maplewood.
7. Follow-up to the victim(s)will be made as deemed necessary.
8. Commission members will be appraised on a monthly basis, of any action steps the
Response Team takes.
