Minutes from Jan. 2, 1996
Present: Marie Koehler, Gordy Heininger,Linda Wainio,Regina Laroche-Theune,Lynne Croes,
Carol Cude,Maria Cantu-Costilla. Ex-officio: Mike McGuire, Sherrie Le.
The meeting was called to order at 7:03 pm by Chair Gordy Heininger.
Introductions made to welcome new member, Maria Cantu-Costilla.
A motion to approve the agenda was moved,one addition and one correction were made, the
motion was seconded and approved
A motion to approve the minutes was moved, a note of two typographical errors was made(did
not afllect content), motion was seconded and approved_
Old Business:
A. Follow-up on possibility of joint venture with and/or donation from the Maplewood
Partnership. Lynne spoke with Mayor Gary Bastian about the possibility of the Maplewood
Partnership joining us for our community program.. He was open to this and suggested that the
charitable gambling funds be considered also. i
B. Follow-up on family violence play performance by mixed Blood Theater:Regina
spoke with the theater group and they can perform the play but it will cost around $10,000.
They could be commissioned to do a new piece for less. The expense is due to the agreement they
made with the actors when itoriginally developed_ They are scheduled to perform it again
this month at 3M and the M- esota History Center. It would cost around $8500 for a new play
and four public perfhrmances The Illusion Theater would cost about the same amount
Maria asked if we had contacted the police department on the prevalence of family or
gang violence. it was agreed to follow-up on this.
C. Contact schools about contests We were reminded to contact the schools about the
diveristy poster and awareness contests. An article will be submitted to the Lilly paper_ Sherrie
will have Terrie Carlson send a finished article to the paper.
DIE. Follow-up on regional HRC meeting and community event One local HRC
responded to ow invitation t a planning meeting for a regional event. Regina will follow up with
Terrie Carlson to see who th letters were sent to.
F. Report on discrimination complaint: Carol and Gordie met with the complainant. He is
employed at the restaurant he made the complaint about His hours are being cut and he feels it is
because he is disabled_ Gordy spoke with the restaurant manager and found him to be very
cooperative and willing to discuss the situation. The employee/complainant doesn't seem to be
able to manage more hours and has been working with an employment specialist and social
worker on this_ The situation doesn't appear to be,discriminatory, has been an on-going
employment problem, and ax this time,we will take no further action_

New Business:
A_Review first draft of cmnual report: Various items were commented on in the draft and
suggested changes made. Marie prepared a draft of accomplishments for 1995. Cordy will edit
goals and objectives and send to Sherrie. The hate crime repsonse procedure will be included.
Lynne and Marie will continue to gather supplementary items to include in the report. Maria will
verify numbers on the resource list •
B. Welcome new member: this was completed at the beginning of the meeting.
C. Interviewing candidates This will be discussed further at the next meeting. Linda will
work on a procedure.
Other business:
At the beginning of the meeting, Mike McGuire introduced Bruce Anderson,Maplewood
Parks and Recreation Director. There have been some incidents that occurred in the community
center between members and nonmembers of which there was some tension that may have been
racially motivated_ One incident caused someone to be taken to the hospital. Bruce was asking
for our thoughts and in-put on this. The center staff is planning to write a diversity commitment
statement to post in the center. The HRC members asked questions about the use of the center
and suggested ideas on easing the high-volume use problems. The center is interested in training
and asked that if we knew of diversity trainers to let Bruce know.
Marie asked about the Tri-City school meeting on Jan. 4, wondering where the meeting
would be held_

Diversity Awareness Award
Diversity Awareness Poster Contest
The Maplewood Human Relations Commission is sponsoring the
1996 Diversity Awareness Award and Diversity Awareness Poster
Contest. These projects are a cooperative venture between the
Commission, the City Council and local schools. They provide an
opportunity to incorporate diversity into the curriculum and/or school-
sponsored activities. The Commission will recognize, with cash
awards provided by Premier Bank of Maplewood, outstanding efforts
that reflect an awareness of diversity.
Students who are Maplewood residents, or educators in elementary
and secondary schools located in Maplewood, are eligible for the
Diversity Awareness Award. Students in grades K-6, who are
residents of Maplewood or are enrolled in schools located in
Maplewood, are eligible to participate in the Diversity Poster Contest.
The deadline for both projects is February 1, 1996.

MEMO TO THE HUMAN RELATIONS COMMISSION MEMBERS
On February 3 , 1996, at the conclusion of the Mayor' s Forum
at the Maplewood Community Center, I was approached by a
women that asked to talk to me for a while. It was obvious
from the tears on her face and the redness of her eyes that
she was upset about something.
She said that she was having trouble with some neighbors, and
had been trying various methods of dealing with the problems
since moving into the newly built area five years ago. She
lives on Knoll, in a cul-de-sac that was built just north of
Hill-Murray High School' s ball field.
She stated that two sets of neighbors, "Steve and Gail" and
"Ron and Robin" , have nearly run down her little daughter on
her tricycle, said mean things to her, wrote her name and
number on a bathroom wall in a bar, humiliated her in public,
make faces and gestures at her, called her a "b " , and
other like activities. There have also been problems between
the children of these families. She said that she has talked
to the police, and that they said nothing can be done unless
something more serious happens.
She has tried counseling, talked to a lawyer, contacted a
woman who wrote some newspaper articles on the subject, and
does not feel that this has been very helpful to her. People
sympathize but have not given her any concrete suggestions
that would help. She feels that she may be forced to move,
and is concerned that anyone else moving in may experience
the same things.
One of the couples has now moved, but not far away, and they
are still seen in the area often. She feels that the
situation is getting dangerous, but she did not state any
particulars. She is afraid, and fearful every time she sees a
vehicle like one of the women drives. I told her that I was
not sure how the Human Relations Commission could help her,
and she stated that she didn't know if they could either, and
was just looking for some advice.
I sympathized with her, and did suggest that she start
keeping a log or diary of events that happen, so that she can
be more clear in the future of when events actually happened
and what was said exactly. She said that the police want her
to call for all these incidents, and I told her that might be
a good idea so that they can start keeping an official record
of what happens. When only one event is recorded it doesn't
look like much, but when there is a lot of them it becomes
more significant.
At the end of this interview, she told me her name was
Janelle Hanson. She was still visibly upset when we parted.
What else could I have suggested? She did give me her
address. I could contact her if you can think of anything
else.

CITIZEN COMMENTS
We asked the surrounding property owners for their opinion of these requests. We sent surveys
to the property owners within 350 feet of the site. Out of 51 properties, we received 23 replies.
Four replies were for the requests, 13 were against, one had comments and five had no
comment.
For
1. It will bring diversity to the neighborhood. (Fiedler- 1446 Belmont Lane)
2. The building will be occupied rather than standing vacant and inviting vandalism. (Klenk-
2004 Barclay Street)
3. The building will be cared for rather than standing empty. (Warner- 2012 Dieter Street)
4. I have no objection to freedom of religion, whatever denomination. (Larson - 2006 Manton)
Against
1. We object to this proposal, not because of the people who wish to buy this, but to Maplewood
for not buying this and turning the building into something we all could have used. It was bad
enough to lose our library, now you want to put a church there - give us a break. You could
use that building for education reasons, use with the trail, a place for our teenagers or little
kids to go, anything for the neighborhood. (Jelinek- 1427 Skillman Avenue)
2. It may bring crime and drugs into the area. Once they are here, it may be hard to have them
removed. (Steiner- 1431 Skillman Avenue)
3. I do not agree with the beliefs and practices of Muslims. I do not want my children exposed to
the strict practices and degradation of women. (Docken - 1473 Skillman Avenue)
4. This would not serve the immediate community but would be a burden to the surrounding
residents. It will increase traffic and I also feel there is a security issue for my family with
strangers meeting at a central meeting area that are not a part of this immediate community. I
believe this will have a negative effect on my property value. The owner should use the
property in such a way that would benefit the surrounding neighborhood or use the land for
more residential lots. (Oaks - 1985 Barclay Street)
5. We are paying enough taxes for all these church businesses that are all taking in good money
and paying no taxes. We have enough churches in the area already. Get someone to pay
taxes or turn it over to the DNR as a very much needed resource. (Tauer- 2012 Barclay St.)
6. Parking and noise in the neighborhood. (Monette - 2060 Barclay Street)
7. Churches grow and there would be nowhere to build an additional parking areas, which would
result in parking on streets. I am against this proposal. I do however feel that a branch of the
library would be an excellent use for this building and would improve our community.

8. There would not be enough off-street parking, these people are not our neighbors, the
streets are too narrow for parking, do not want the increase in traffic, safety hazard to kids
at the park and state trail. Either use this building for community education or recreation
purposes or just tear it down and let someone build a house on the property- this is a
residential neighborhood and it should stay that way.
There are not enough parking spaces to accommodate 30-37 cars. The streets are too
narrow for on-street parking. I do not believe that the full-time neighbors should have to pay
to widen the streets for people who do not live in the neighborhood. With the state trail and
the park so close, why can't this building be used for some park-related or recreation-
related activities.
If this cannot happen, please consider demolishing the building and zoning it residential so
we can maintain the neighborhood property values and 'feel' or being some place whose
families would like to live. We oppose any use of this building that is not geared to serving
the people who live in the area. (Johnson - 1432 Belmont Lane)
9. The increased traffic, parking and future construction/expansion of site, safety of children
and trail users. Have no future exterior construction/expansion, leave natural grass areas
and shrubs, no expanded or on-street parking, have major access on Manton Street,
discourage the use of Barclay and Birmingham Streets, 30 cars maximum in the lot. What
are the times and days when the church will be used, why purchase versus rent, why do
they want to move from Saint Anthony to Maplewood? (Eggert- 1452 Belmont Lane)
10. No tax base is generated to the city, unpredicted use present and future. (Sauro - 2051
Hazelwood)
11. We already have too much tax exempt property that gives no jobs. (Rovie - 2013 Dieter St.)
12. The building should be put on the tax rolls. Road access is limited by residential streets.
Space is not available for future development if the congregation grows beyond it's existing
size. Are they paying a fair price, or is the county cutting them a special deal? (Ristow-
2019 Dieter Street)
13. This is an instant $20,000 decrease in the value of my property. Put them in your
neighborhood - not mine - Selby Dale - Payne Avenue - Arcade Street, Manton Street next.
I am moving out of here if they move in. I proposed last time this would have been a good
rest stop for the DNR trail but I see North Saint Paul jumped ahead and built one.
Otherwise any business except drugs. (Rasmussen - 1996 Manton Street)
Miscellaneous Comment
Could be some money we could use in the city. Being a church, we would derive no taxes
from them. I am on the fence as of now. I hope to hear more. (Casci - 2018 Dieter Street)

Agenda Topic -Interviewing candidates.
Maria Cantu-Costilla's
Suggestions:
1. Appoint an interviewing team. Maybe a group of three or four of the
HRC members and two members from the City Council. All candidates
could be interviewed as a group like when I interviewed,but this would
eliminate having to come back for a second interview in front of the
City Council members.
2. The team could produce a list of questions that could be answered by the
applicants. This would ensure fairness in using the same questions each
time there was a need to interview applicants.
3. Arrange to interview on a night other than an HRC meeting or else if it
is the same night as a scheduled meeting let the agenda be only for
the interviewing process. This will allow adequate time for effective interviewing.

RE: Human Relations Task Force Meeting
Dear Mike:
The Oakdale Human Relations Commission Task Force hhulmeeting for February _
121 1996, at 6:30 PM to discuss a joint human relations commission between the City of
Oakdale, The City of North St. Paul, District 622, and possibly the City of Maplewood. A
representative from your Human Rights Commission and any other representatives from your
city are invited to attend the meeting.
The meeting will be held in the Council Chambers at Oakdale City Hall, 1584 Hadley
Avenue N.
The main purpose of the meeting is to explore the idea of a joint commission to deal with
human relations activities. Discussion items can include:
• The feasibility of a joint commission
• Advantages and disadvantages in such an arrangement
• Alternate arrangements that could provide the same benefits
• Determine if there is a consensus for a joint commission
• Follow-up Activities

application form? Or, should letter mention that some applicants choose to submit a
resume?
Interviews: Should we continue to interview candidates in groups? Individual interviews?
