ADJOURNMENT C:\WP W IN60\H RC\AGENDA Maplewood Human Relations Commission Minutes from September 4, 1996 Present: Marie Koehler, Gordy Heininger, Regina Laroche-Theune, Lynne Croes, Maria Cantu- Costilla, Linda Wainio, Carol Cude Ex-officio: Mike McGuire, Sherrie Le. The meeting was called to order at 7:15 p.m. by Chair, Gordy Heininger. (Prior to the official meeting, the members met at 6 p.m. to work on the calendar for September 1996 - August 1997.) A motion to approve the agenda was moved. A request to make an addition to "other business" was made and approved. The motion to approve the agenda as amended was seconded and passed. A motion to approve the minutes was moved. Discussion on the official name of the community center group ensued, we aren't sure of the name. The motion was seconded and passed. Old Business A. Maplewood Night Out: The evening was very hot, humid and windy but otherwise a good turnout. Our display, in addition to the items from Viva Vang, drew a lot of attention. Viva was in traditional Hmong dress, which attracted people to our table. There wasn't any Hmong dancing however. Our key chains and book marks are gone. A suggestion was made that a bag to put things from all the displays should be handed out. The Cable Commission made a tape of the event. They also made a video of the poster and diversity program awards ceremonies. B. Response to racial slur complaint: A letter was sent to the complainant and to the business owner. There have been no responses from either party. C. County Fair Booth: Lynne reported on her evening at the fair. There wasn't a great deal of interest in the Maplewood table. Mike added that this may not be something to pursue again. New Business A. Prepare for the Mixed Blood Theater performance: * An interpreter for deaf/hearing-impaired persons has been arranged * We have $700 from charitable gambling to cover our costs * All the City Councilmembers and the Mayor will be invited * Lynne will ask the Mayor if he will facilitate the discussion. Regina will ask Jack Ruehl to lead the discussion if the Mayor can't. * An announcement of the program was in the latest Maplewood in Motion * Sherrie will order the refreshments. HRC members will serve them * A program will be made up which will include a notice about the post-performance discussion * The Mayor, Council and HRC members present will be acknowledged Other Business A. 40th Anniversary of Maplewood: Marie and Gordy have attended some of the planning meetings. The committee has agreed on a logo, but they did discuss having a contest. They also are planning to select a slogan. There will be an event on March 1 with a big event on July 4. Gordy will have more information at the next meeting. Reports 1)cri9 A. City of Maplewood: Mike was at the grand opening of the satellite c mmunity center at Carver Elementary prior to coming to this meeting. He said there was a ood turnout. The central community center is doing well although revenue is still lagging There was a situation involving a sexual assault of two young children reported. Letters were sent to all members, past members and others. The children had been left alone in the locker room while the father went outside. Children must not be left alone in the center for any reason. There has also been some concerns about activities in the parks. One situation involves a large number of Hmong youth playing soccer. There are no problems with this but because there are so many doing this, the park is overcrowded. In another park, some young African-American men playing basketball are loudly swearing while they are playing. A resident doesn't like his family exposed to this, but there haven't been any problems to which the city or police can respond. B. Agenda for October meeting: Items will include - discuss diversity awards event(s), advertise for new member, update school contacts and phone numbers, develop interview questions, report from Mike on the Mayor's forum in July at the Hmong funeral home. The October meeting is Tuesday, October 1. A motion to adjourn the meeting was made at 8:30 p.m., seconded and passed. Other written information: some applicants submit a resume. Candidate Interviews - questions used in recent interviews - Why are you interested in serving on the Maplewood Human Relations Commission? - Flow would you promote or publicize the Commission and its activities? - Describe skills you possess that could be used in MHRC activities. - Describe an event, in your life, that heightened your awareness or motivated you to be active in human rights activities. - How do you feel about affirmative action? - What are your questions for this group? Candidate Interviews - questions for future use: - Questions that relate to current Commission activities, to determine applicant's interest, expertise, skills in: conflict mediation, victim support, public speaking, collaboration with schools/businesses/churches/community/etc., writing, event planning, etc. (These could be presented to the candidate in a list.) Other Considerations: Resumes: Are these helpful? Should these be requested in the letter that accompanies application form? Or, should letter mention that some applicants choose to submit a resume? Interviews: Should we continue to interview candidates in groups? Individual interviews? Candidates not selected: Do we want to explore inviting these people to work on future MHRC-sponsored activities? Maybe a group of three or four of the IIRC members and two members from the City Council. All candidates could be interviewed as a group like when I interviewed, but this would eliminate having to come back for a second interview in front of the City Council members. 2. The team could produce a list of questions that could be answered by the applicants. This would ensure fairness in using the same questions each time there was a need to interview applicants. 3. Arrange to interview on a night other than an HRC meeting or else if it is the same night as a scheduled meeting let the agenda be only for the interviewing process. This will allow adequate time for effective interviewing. Awards presentations: There was some last minute confusion, but the certificates were completed for the Presentation awards ceremony. Marie thanked Maria for getting them done. The checks will be sent out later but the children really enjoyed it_ Gordy, Carol and Mayor Gary Bastian attended the Mounds Park ceremony. They had a very colorful and exciting Suburban scheduledwas there and the bank representative presented the school nativeevent countries. The Lily paper with an over-sized check_ A picture was taken of this. Certificates for the posters were not given out as there will be another ceremony. Maria will get those certs completed. New Business A Open house: The city will sponsor open house on Aug. 6, which is also`National Night Out', from 5-8 pin. There will be a variety of activities: police dog demonstrations, bike rodeo, DARE officers, ambulance, helicopter, fire department, self defense, child ID kit, Teddy Bear band_ The city will have an information booth and the community center will offer tours and have a dunking booth with city officials as the targets. The city's restaurants have been asked to participate and booths will be set up between city hall and the community center. Discussion as to what we should do led to the suggestion by Gordy that we ask the Mounds Park students to attend in their costumes. IIe will contact the faculty advisor for their diversity group about this_ Mike added that the city will have a booth at the Ramsey County Fair, July 17-21. The booth needs to be staffed for 40 hours which will be divided into 2-3 hour shifts. They will need about two dozen people. HRC members are to consider volunteering. 7B. Multicultural training in District 622:Linda reported that all employees in the school district will attend training beginning in the fall. Harvey Bartz will facilitate. Other Business The city council of Oakdale has decided to not re-establish their human relations commission. Gordy and Lynne were contacted by the Lily Suburban paper on this. Gordy will get a copy of the article. Regina reported that the Mixed Blood Theater is presenting a program on discrimination because of poverty in three sites around the state_ Roseville is one of the sites. OCT 1 0 1996 30-HOUR MEDIATION TRAINING LEAGUE OF MINNESOTA HUMAN RIGHTS COMMISSI` N TO: MEMBER HUMAN RIGHTS COMMISSIONS OCTOBER 8, 1996 FROM: LEAGUE OF MINNESOTA HUMAN RIGHTS COMMISSIONS The League of Minnesota Human Rights Commissions and The American Arbitration Association Center for Mediation announce the upcoming training program for those interested in mediation of human rights grievances. We provide training to those who would like to participate in this process; learning to be the neutral who helps people resolve their disputes. The faculty includes practicing mediators, attorneys and members of the AAA panel of mediators.
