Show respect during comments and/or discussions, listen actively and do not interrupt or talk amongst each
other.
Be respectful of the process, keeping order and decorum. Do not be critical of council members, staff or others
in public.
Be respectful of each other’s time keeping remarks brief, to the point and non-repetitive.

Introduction/Background
The City has recently purchased Envisiosoftware to assist with our Strategic Plan and
Performance Measurement reporting.
Envisio is a cloud based Government Performance Management (GPM) software that
empowers governments to accomplish goals, achieve greater transparency & accountability,
and enhance the quality of life for citizens.
Laurie Geenan from Envisio will give a presentation on the program and the public dashboard
which will be incorporated into our City website.

SUBJECT: Update on the Metro Gold Line
Introduction
The Gold Line Bus Rapid Transit (BRT) project is a planned, nine-mile dedicated transitway in
Ramsey and Washington Counties (see map attached). The purpose of the Gold Line is to
provide transit service to meet the existing and long-term needs for residents, employees, and
business owners within the project area.Maplewood will be served by a BRT station located at
the 3M headquarters building, the Sun Ray Shopping Center in St. Paul, and the Greenway
station in Landfall.
Background
The Gateway Corridor Commission has led the planning work to date. The Commission is a
joint-powers board of local elected officials, business and community leaders, financial
members, and Ramsey and Washington County Regional Railroad Authorities. Councilmember
Smith is a member of the Gateway Corridor Commission representing the City of Maplewood.
Commission planning to date has included the Alternatives Analysis, selection of a Locally
Preferred Alternative, and the pre-Environmental Assessment.
Discussion
In 2017, the project entered the BRT Project Development phase. This includes design and
engineering for the guideway and BRT stations and Bus Rapid Transit Oriented Development
(BRTOD) plans. These plans will define transit-supportive land uses and improved pedestrian,
bike, and auto access within a half mile of each of the ten Gold Line BRT stations. Crandall
Arambula have been hired as prime consultants for the project management and stakeholder
coordination of this phase of the project which will include:
Phase 1, August-December 2017: Provide information about the project, and opportunities
and constraints for each station area; gather stakeholder feedback on station-specific issues
in order to identify goals.In Maplewood this process involves: 1) October 9, 2017, City
Council Workshop presentation; 2) Gold Line BRT article published in the October
Maplewood Living newsletter; 3) stakeholder meetings with 3M representatives; and 4)
postcard mailing to residents and businesses surrounding the 3M/Maplewood station area
(attached). The postcard will provide information on the project and direct readers to an on-
line tool to provide feedback on opportunities and constraints of the 3M/Maplewood BRT
station.

Phase 2, January-March 2018: Provide draft alternatives for each station area, and gather
stakeholder feedback on extent to which the draft alternatives address goals.
Phase 3, April-July 2018: Gather stakeholder feedback on refined development scenarios,
draft land use, and circulation framework elements of BRTOD plans.
Phase 4, August-November 2018: Gather stakeholder feedback on draft BRTOD plans and
implementation strategies.

Representatives from Crandall Arambula will be present during the October 9 City Council
workshop to give an update on the project and to discuss the constraints and opportunities for
the 3M/Maplewood Bus Rapid Transit station.

members are invited to help plan for Bus Rapid Transit-Oriented Development (BRTOD). This planning will

BRT stations on Hudson Road at the 3M headquarters building, the Sun Ray Shopping Center in St. Paul, and the Greenway station in Landfall.help improve community access to jobs, housing,
daily shopping needs, and recreation that enhances the quality of life for people of all ages and incomes. The City of Maplewood is committed to working directly with community stakeholders
throughout the BRTOD with technical and market analyses, oriented development plans for the 3M/Maplewood station and other station areas along the Gold Line.
