Rush Line Corridor Open House. Boardmember Ledvina moved to approve the agenda as amended. Seconded by Boardmember Shankar. Ayes - All The motion passed. 4.APPROVAL OF MINUTES Boardmember Ledvina moved to approve the March 21, 2017, CDRB minutes as submitted. Seconded by Boardmember Shankar. Ayes All The motion passed. 5.DESIGN REVIEW a. Consider Approval of Design Review, Boaters Outlet, 2000 Rice Street i. Environmental Planner, Shann Finwall gave the presentation on Boaters Outlet, 2000 Rice Street and answered questions of the board. ii. Glenn Kloskin, Owner, Boaters Outlet, Roseville, addressed and answered questions of the board. iii. Brian Whitson, Project Manager, Boaters Outlet, Roseville, addressed and answered questions of the board. iv. Rich Rostein, Morton Building Company, addressed and answered questions of the board. Boardmember Ledvina moved to approve the plans date-stamped February 3 and March 3, March 17, March 30, 2017, for Boaters Outlet at 2000 Rice Street. Approval is subject to the applicant complying with the following conditions (changes are in bold and underlined if added and stricken if deleted): April 18, 2017 Community Design Review Board Meeting Minutes 1 1) Approval of design plans is good for two years. If the applicant has not begun construction within two years, this design review shall be repeated. Staff may approve minor changes to these plans. 2) dated March 30, 2017. 3) environmental report dated April 11, 2017. 4) Submit to staff a detailed building footprint outlining the retail versus warehouse/service area proposed within the building. 5) Submit to staff a revised site plan which shows the removal of the south driveway a concrete sidewalk along Rice Street, and that the parking lot contains the correct number of parking spaces and parking space sizes (10 feet wide x 18 feet deep) to meet city code requirements. 6) Submit to staff a revised landscape plan that includes at least one deciduous tree every 30 feet along Rice Street, and landscaping required within the infiltration and filtration basins as outlined in the environmental review attached to this report. 7) uires separate sign permits. 8) The applicant shall provide an irrevocable letter of credit or cash escrow in the amount of 150 percent of the cost of installing the landscaping, before getting a building permit. 9) The applicant shall remove and dispose of all debris and garbage that is on the site. 10) The applicant shall submit a fence design and elevations to staff for approval. 11) The applicant shall work with staff to determine the use of plantings and or seeding for the basins. 12) Boats shall not project above the fence in the west portion of the site, this is defined as any areas west of the eastern extent of the building. Seconded by Chairperson Kempe. Ayes All The motion passed. This item goes to the planning commission after this meeting and onto the city council on May 8, 2017. b. Consider Approval of Comprehensive Sign Plan, LS Black Constructors, Inc., 1959 Sloan Place. i. Environmental Planner, Shann Finwall gave the report on the Comprehensive Sign Plan for LS Black Constructors, Inc., at 1959 Sloan Place and answered questions of the board. Boardmember Ledvina moved to approve the comprehensive sign plan to allow changes to the existing freestanding sign located on the west side of the property at 1959 Sloan Place. Approval is subject to the following conditions (changes to the motion are in bold and underlined if added and stricken if deleted): 1. Freestanding Signs: a) Two freestanding signs are allowed on the property as follows: 1) West Side of Property (adjacent I-35E) One 224 square foot, 21 foot, 4-inch high freestanding sign. 2) East Side of Property (Adjacent Sloan Place) One 32 square foot, 6-foot high freestanding sign. 2. Wall Signs: a) No wall signs are allowed on the building without an amendment to the Comprehensive Sign Plan. 3. The applicant must obtain a sign permit from the city prior to changes to the freestanding sign located on the west side of the property. Prior to the issuance of a sign permit the applicant must: a) Submit a tree plan which shows all trees proposed to be removed. Tree replacement will b) Submit structural engineering to reflect additional sign area. 4. Staff may approve minor modifications to the sign plan. 5. The brick used for the base of the sign shall match the brick on the building. 6. The existing sign on the east side of the property, adjacent Sloan Place, should be repaired to ensure it is in good workmanship condition including painting the sign. Seconded by Chairperson Kempe. Ayes All The motion passed. This item does not need to go to the city council. 6.NEW BUSINESS a. Wakefield Park Improvements i. Environmental Planner, Shann Finwall proposed to invite the planning commission into the chambers for the discussion about Wakefield Park Improvements to combine both the board and commission into one discussion due to the late hour of the meeting. ii. Maplewood Recreational Manager, Audra Robbins, addressed the board and commission regarding Wakefield Park. There will be a regarding the improvements for Wakefield Park. Todd Halunen, Kimley-Horn and Associates, 2550 University Avenue West, Suite 238N, St. Paul, addressed the board and commission regarding the Wakefield Park Improvements and answered questions of the board and commission. b. 2040 Comprehensive Plan Steering Committee i. Environmental Planner, Shann Finwall gave the report on the process for the 2040 Comprehensive Plan Steering Committee. Chairperson Bill Kempe volunteered to serve on the 2040 Comprehensive Plan Steering Committee to represent the CDRB. 7.VISITOR PRESENTATIONS None. 8.BOARD PRESENTATIONS None. 9.STAFF PRESENTATIONS a. Rush Line Open House There will be an open house to discuss the Rush Line Corridor on Thursday, April 27, 2017 from 5:00 8:00 p.m. The public hearing portion will be held at 6:30 p.m. at Our Redeemer Lutheran Church at 1390 Larpenteur Avenue in St. Paul. ADJOURNMENT The meeting was adjourned by Chairperson Kempe at 7:32 p.m. April 18, 2017 Community Design Review Board Meeting Minutes 4 MEMORANDUM TO:Melinda Coleman, City Manager FROM:Michael Martin, AICP, Economic Development Coordinator DATE:May 10, 2017 SUBJECT:Consider Approval of Design Review, Maplewood Professional Building, 1655 Beam Avenue Introduction Project Description Jesse Hadley, of Mohagen Hansen,is proposingthe construction of a new entry vestibule for the building located at 1655 Beam Avenue – the Maplewood Professional Building. The project is located ona 4.19-acre site and is directly eastof St. John’s Hospital. Request The applicant is requesting cityapproval ofdesign reviewforthenew entry vestibule for the building located at 1655 Beam Avenue. The costs for the project will exceed $200,000 thus requiring the community design review board (CDRB) review and take action at its regular meeting. Background September 21, 1982:The city approved building plans for the existing three-story medical office building. Discussion Design Review Architectural Theapplicant has requested the city consider two alternatives for the new entry vestibule – as the property owner has yet to formally selectone option. Both options involve a projected entryway that meets the site’s driveway. The projected entryway would be constructed with champaign-colored metal panels. The one story-option would include a glass wall with spandrel and vision glass intermixed and would be recessed inward from the rest of the building. The three story option projects the glass wall slightly in front of the rest of the building and intermixes the vision glass and metal panels. Please see at the top of the next page a rendering of the two options. Renderingsof two entry vestibule options Site Layoutand Parking The new entry vestibule will be located on the north side of the building, where the existing entry is located. No changes to the site layout or parking conditions and requirements arebeing considered as part of this project.There are also no proposed modifications to the existing site lighting for thebuilding and the new canopy will provide a large amount of new light at the entry of the building.The applicant is proposing to rebuild the trash enclosure on the west end of the building and would use materials and colors to match the building. Landscaping All of the building’s trees are to remain and the applicant is proposing to add two new planting areas on the east and west side of the entry way. Department Comments EngineeringDepartment Has reviewed this project and have no concerns requiring this project. A grading permit will be required. Building Official, Jason Brash Build per 2012 IBC, 2012 IMC, 2012 IFGC, 2014 NEC, 2012 Minnesota State Plumbing Code, 2015 Minnesota State FireCode, MN 2015 Accessibility code, and 2015 Minnesota Building Code. Special inspections required as per 2012 IBC Chapter 17. Complete supporting special inspection schedule document and submit with plan review response. Plumbing plans shall be submitted to the State Plumbing Department for approval prior to the issuance of a plumbing permit.St Paul water requires permits for water piping Maplewood requires permit for drain waste and vent. Permits are required for building, plumbing, mechanical, electrical, Health, fire alarm, and sprinklers. Provide 3 hard copies of plans and one digital PDF with permit application. Hadley, AIA, NCARB Registered Architect, Mohagen Hansen From: Healthcare Realty Project: Maplewood Professional Building Remodel Project 1655 Beam Ave. E. Maplewood, MN 55109 MH Project No. 17001.0HCR Project Scope Narrative Re: INTRODUCTION: This project will involve the removal of existing entry vestibule and canopy so a new entry vestibule addition and new canopy may be constructed on the existing 3-story medical office building that was originally built in 1983. As part of the project, the Building Owner also plans to remodel the public areas of the buildings interior. Note there are two exterior design options the Building Owner is evaluating for construction: Base Bid One-Story Entry Vestibule Addition and New Canopy Alternate #1 Three-Story Entry Vestibule Addition and New Canopy Overall, the Building Owners preference is to construct the alternate design of the Three-Story Entry Vestibule if the final construction bids fall within their budget. The Base Bid design of the One-Story Entry Vestibule will only be constructed if the Building Owner cannot afford to build Alternate #1. The projects design will include Civil Engineering, Landscape Architecture, and Structural Engineering. Mechanical, Electrical, Plumbing, and Fire Protection designs will be completed through a Design/Build delivery method by the selected General Contractor. ZONING CLASSIFICATION: The project is located on an existing parcel within the BC Commercial Zoning District. All surrounding properties are within either the BC Commercial Zoning District or BCM Building Commercial Modified. OPERATIONAL DESCRIPTION: The Maplewood Professional Building is a medical office building owned by Healthcare Realty. The Owner provides tenant lease space for a variety of healthcare tenants in a B-Occupancy. MOHAGEN HANSEN Architecture | Interiors Attachment 5 Memorandum Healthcare Realty: Maplewood Professional Building Remodel Project April 19, 2017 Page 2 of 2 SITE CONSIDERATIONS: There are no extensive site modifications proposed as a part of this project that negatively impact the existing site drainage. The civil engineer has made improvements to the site drainage by adding a catch basin at the existing trash enclosure area. Also, the landscape has been designed to enhance the new canopy and addition at the north entry of the building and all existing trees are to remain. Note that there are no proposed modifications to the existing site lighting for the building and the new canopy will provide a large amount of new light at the entry of the building.
