S-Q-21-40 MINUTES MAPLEWOOD HUMAN RELATIONS COMMISSION Tuesday, March 2, 1993 7:00 p.m. Maplewood City Hall Maplewood Room PRESENT ABSENT Karla Sand Jim Garrett Michael LaClair Sister Claire Lynch Patricia Williamson Gordon Heininger Gail Blackstone Michael McGuire I. CALL TO ORDER II. APPROVAL OF MINUTES - Minutes of meeting for January and February approved as printed. III. ELECTION OF OFFICERS Motion made to accept slate of officers as follows: Pat Williamson, Chair Gordy Heininger, Vice Chair Mike LaClair, Secretary Seconded. Ayes all. IV. OLD BUSINESS ilia Ia1(1v A. Diversity Award - deadline for applications is end of January - those members that want to follow up with their assigned contacts can do so. B. Business Outreach Letter - We have three applications. Each member to review said applications using MN Human Rights Act guidelines. Be prepared to make specific recommendations at the next meeting in April. C. Hate Crime Response - see Gail's report to Commission. Memo drafted by Gail to go to the Chief of Police of Maplewood - which is a guideline to inform the commission re: the incident of hate crimes on a quarterly basis. Motion: To implement an action plan in response to any act of bias and prejudice that occur. ,c),(\,b-ensUS cera-c,k )' V. NEW BUSINESS A. League of MN Human Rights Campaign - League of MN Human Rights Commission - asking Maplewood to co-host a meeting with Roseville, Falcon Heights, New Brighton to encourage them to help other suburban areas to organize their own Human Relations Commissions. Letter to go to each suburban area inviting a representative to attend the above meeting. B. No Fault Grievance Referral Procedure - Requests on No Fault Grievance to come to City of Maplewood through Gail and then to the Commission Chair. C. Commissioner's Resignation - an ad will be placed in the Maplewood Review and the St. Paul paper asking for a new member. Certificate of Appreciation to go to Dawn Vassar in recognition of her service. D. Maplewood Open Hours - to be set sometime in mid-May. Pat to draft a request to go, to City Council asking for money to finance the purchase of 400 key e to be given out at the Open House in May. Diversity Award to be given at this time also. VI. REPORTS A. League of MN Human Rights Commission - response to hockey game incident will be pursued. No fault grievance - to develop training for commissioners to be held.on June 12 in Twin Cities. Two commissioners who have not yet attended from each commission to attend. State Dept. of Human Rights may have to charge for training in the future just to cover costs. League talked about organizing Human Rights Committees in the schools also. B. City of Maplewood - Annual Reports passed out to each commissioner. C. Grievances - Karla resolved a complaint from neighbor byt talking and listening to her problem. R)‘ ;, ` P n P uti oe r D. Internship Program - Karla „� . _•=4 o 4 fc* minority police not being recruited because they are not usually readily available for these jobs in the areas where they are needed. We need more minority officers in general, as well as in Maplewood. We need to continue to look for ways to attract minority people into the ranks of our police department. We will check with other suburban areas (Brooklyn Park, Brooklyn Center and Maple Grove) to see how they handle the recruitment of minority police. Respectfully Submitted, Gordon Heininger
