McKnight Road Maplewood, MN 55119 Dear Ms. Sand: I am writing to you on behalf of the City of Winona Human Rights Commission. Your name was included on a list of Human Rights Commission contacts compiled by the State Department of Human Rights. As you may have heard, last December Winona suffered some "gay bashing" incidents. Fortunately, no one was hurt on these occasions. In response, our local Human Rights Commission asked the City Council to explore the possibility of adding "sexual orientation" as a protected category under local law. The council declined to do so, indicating they would reconsider the matter only if the State amended the Minnesota Human Rights statute. I am polling members of other local commissions to find out 1) if there have been any incidents of discrimination or bias crimes based on sexual orientation reported to you in your communities, 2) whether or not your local commission has taken a stand on this issue, 3) whether you plan to do so in the near future, and 4) whether the issue has been brought to the attention of your local City Council. The members of the Winona Human Rights Commission do support amending the state law to include the protected category of"sexual orientation," and we are interested in finding out if other Commissions would consider joining us in promoting the issue on the state level.
