Business Meeting October 7 , 1980

Approved: Minutes of July 8 ,1980 and August 5 , 1980 .
Police Training Study
We have received an invitation to join the north suburban human
rights commissions, through an invitation of the New Brighton
commission, in a study of the human rights/relations training
offered to and taken by members of our municipal police forces.
Motion: Accept the invitation . Ayes all
Chair will write accepting the invitation and requesting futher
information.
City of Plymouth . Seminar
Host: Plymouth Human Rights Commission

Plymouth City Hall
Participation of business and city leaders in an educational
and informative seminar on the No Fault Grievance process .
All their commissioners have now achieved certification.
Registration data handed out to MHRCommissioners in case one of
them could take in the day.
League of Minnesota Human Rights Commissions
New Board: Connie Scott - Plymouth Chair

(Will supply) Treasurer
Larsen said she would be pleased to retain Liaison role to the
State Department of Human Rights depending on the wishes of the
new board. Matter will be discussed at executive board level
and brought up at next League board meeting . (personal note to
MHRCommissioners I have had various functions on the board
including vice presidency the last couple of years . Since I
have not wanted to take chair and do not wish to serve in an
executive capacity anymore I only offered myself for the liaison
role. I will attempt to back off the Board this year as this will
be my tenth consecutive year and it ' s time for new blood to take
over. Maplewood 's interests will be well served with Peter
on the Board,M.L. ) .

Larsen surfaced her disappointment and anxiety at a League which
comprises over thirty city memberships with only six to eight
commissions participating in and being represented on Board. If
the League has become ineffective or unnecessary then it should
be disbanded. Discussion on the merits of the League. The most
convincing arguments were made by the Chair of the New Ulm HRC
who said if we did not have a special entity such as the League
with it' s board meetings and other opportunities to exchange ideas ,
recommendations,and receive experienced input and back-up, small
city commissions like his would founder; we also provide a necessary
link to the State Department of Human Rights .
Motion: Join the League of Minnesota Human Rights Commissions
for their fiscal year June 1980 thru May 1981 . Pay
$93 membership dues . Ayes all .
We will evaluate benefits of membership after the end of this
League year.
Appointments
Motion: Submit Sister Clare Lynch and Joan Kallinen for formal
appointment to the MHRC. Ayes all .
"No Fault"
Fischer and Larsen have been certified by the State Department of
Human Rights after successful completion of training in the
Procedure. Our City, through it' s human relations commission,
can now participate in the mediation of complaints originating
within Maplewood.
Larsen will inquire about training sessions for new commission
members .
Indochinese
The letter that had been sent to 27 area churches did not receive
any response . We asked that their parishioners call or write
(to us) "spotting" Indochinese individuals or families within
radius of their homes or apartments . We hope to compile an
informal census of these individuals as it has been brought to
our attention that many of them are not plugged into the necessary
services and may be in dire straits.
Discussion on possible alternatives.
Motion: We will go thru North St . Paul Maplewood District #622
and ask for help,thru Dr . Woodworth, from the Indochinese
students attending classes now. Ayes all
Larsen will make the contact.

Familial Housing
Discussed education of our community on the new familial housing
law. A letter setting forth the intent of the law would be one
way; the use of U of M interns for a testing program would be
another. Fischer will contact the special lobbyist in this housing
area for his recommendations.

Brochures handed out which are used by the New Ulm and Plymouth
HRC setting forth their roles, goals, objectives . What about
such a brochure for us! The No Fault Grievance Process can also
be "advertised" that way. Tabled for discussion to next business
meeting. Benkovics said he might be able to get such a brochure
imprinted as a courtesy.
Next Meeting
Regular monthly meeting fa11 on Election Day. Larsen will poll
to see what date would be convenient. for Bob Williamson and the
Commissioners .
