HomeMy WebLinkAbout02/03/1981 Minutes of Business Meeting MAPLEWOOD HUMAN RELATIONS COMMISSION February 3 , 1981 `- Absent: Marlow, Haynes Minutes of January 6, 1981 approved as mailed. Councilman Bill Wilson had called with a possible complaint to be investigated. No details given; no call back from him has been received. No action can be taken at this time . Correction of Agenda : "Elections" scheduled for March business Strike from February business . Annual Report was not mailed ahead of time . Will be digested,and discussed in March . League of Minnesota Human Rights Commissions . The League has been infused with new life and is coming up with some distinctively interesting materials . Attaching notes taken at January League Board meeting . We will host the League Board, City Hall, March 21st. They are using a rotation system to the cities of member commissions . Set aside June 19th, evening dinner, and all day Saturday for ) f , League Annual Meeting and workshops. A notice was put into the MAPLEWOOD IN MOTION alerting our community to the needs of some of our Indochinese residents . If they spot a family in need of service, they have been asked to contact City Hall , or Chair . RE Zoning : Letter was written to Arcade/Keller Committee through their representatives Pilitech and Hughes . Reiterated information given them in the December meeting and agreed to by the State Department of Human Rights . This should close the matter . The State Department has given us the choice of training all members of the Commission in the "No Fault Grievance Procedure" , or standing on their initial agreement to recognize two commissioners who have taken the training, as sufficient to carry out the role of facilitators . Discussion. Agreed that training for the whole commission would be very valuable. The State shall be notified accordingly. Police Workshop: Chair will write New Brighton asking for an update on Task Force they were hoping to form to study police sensitivity training . Jim Haynes : Asked to appear at City Council meeting February 19th, for personal interview with Council Members . 2-MHRC Business Meeting February 3 , 1981 Familial Housing : (Fischer) Checked with District 622 to see if we could get info on how many children are coming from the apartment complexes and if there has been any significant change in the past few years . The computer system is not set up that way; does not pinpoint where children come from. We can take prelim survey. Talked with political science instructor to see if we can use their interns. Possible! Could set up class that would do the surveys. They are trying to get more "involved" in the community and that would be one way to go. It would be winter quarter before a class would be ready to go on this matter. If such a class involvement does not prove feasible , they suggest we go through the Lakewood continuing education program system. Students are into independent studies - five to fifteen credits for certain projects. "Survey" could also be designed to uncover other areas of discrimination. Cost : HUD (resource, Bill Rosenfeld) . Can apply for block grants; fill out application; approximate funding need. This would be education for commission and community. Lockhard: depending on monies we have available, could bring him into picture . Follow legal procedures . Surveys can be used for pinpointing trouble spots and then we could or would use that information as part of the "witness" against a discriminatory agent.
