Coon Rapids , Minnesota
Firstly, the League really seems to be moving again. Coming up with
some really constructive ideas and programs to benefit member
commissions . Following are some extra notes on items of particular
interest. . . .
I News Release Service
April meeting, New Ulm. "Education" packet for small commission use
will have been prepared for presentations to high schools , elementary
schools , business firms .
Consulted with residents and firms in various local communities to
see what kinds of information and what media would be most practical
and far reaching. Radio public service spot announcements of 30-60
seconds are available . Newspapers were interested; we could . . . .
1 . buy display ads
2 . publish local commission activity
3 . publish state material which does not normally get publicity
This encourages local commission activity.
Education packet will contain concrete suggestions to local commissions
and actual material that is well researched on current topics of
interest e.g. "architecture for the handicapped is good design--it is
for everybody" .
Coon Rapids
Did a survey on accessability of buildings in the community.
Have prepared and present an "overhead" presentation to lodges ,
Chamber of Commerce, Jaycees , fraternal organizations, K of Cs ,
schools etc. ;encourage invitations . They also talk about the
handicapped and other protected classes; about the commission itself .
It advertises the commission.
Annual Meeting Ideas
. Exchange success stories and positives .
. Positive things that are happening within HR circles . What can
the League provide!
. Legislative report! Impact on HR. Is there action that the League
should be taking for or against?
. General sharing/brain storming of ideas . Example , how about the
State sponsored, League co-hosted, awards dinner for the Friday
evening meal?
. Try to get council members and staff to attend

Membership
Twelve new members; up to 27 commissions now belong.
Draw up a formal declaration of League ongoing goals and objectives :
incorporate:
1 . An idea exchange between commissions
2 . Help specific commissions with education
3 . Encourage cities to develop commissions
4 . Help local commissions with project ideas and follow through. ;I
5 . Provide resource on topics being introduced at city levels
6 . Provide Small City Commission packet
A 500 word history of the organization was requested. Larsen is
senior member of the board . Asked if she would prepare . Affirmative .
Will present to League Board in February .

PROPOSED LEAGUE PROJECTS
Here are some ideas of the KIND:1 of things we might launch as League
programs. Some are more ambitious, some less. M-y T suggest that, if
you think it profitable, this sheet he mailed out, with the notice of thr'
next League meeting, and that: a discussion of it be put on the agenda.
Focus of the discussion:
1. Are these the kinds of things the League can/should do? 3
2. If so ','hat further ideas might be considered? a
3. What should he our priorities; 'where should we start.?

I. NEWS RELEASE SERVICE
function: to supply local Human Rights Commissions periodically with
factual material relevant to Human Rights problems of
current concern -- local HRC can bring items to local

J 1. raising community consciousness, especially by
countering the stereotypes and misinformation on
which prejudice thrives, and
2. raising the profile of the local commission in the
community.

gather and package a monthly product -
a distribution scheme to local commissions, along '•With specific
suggestions regarding effective use of the material --
II. INFORMATIONAL CLEARINGHOUSE NETWORK

function: local commissions volunteer to gather and store bibliographies
and other materials relevant to the rights of various
protected classes. The materials can he stored in a form
that permits the information to he easily made available
to interested parties. Any Terson or group that desires
• bibliographies, brochures, hauadhooks, etc. relevant to the
rights of a parti.cul'•r protected class can ha referred to ' C
the appropriate clearinghouse for a wealth of information.

1. locate local commissions willing to become clearinghouses.
2. assign each one a "protected class".
3. supply a methodology for storing/ making available material.
