Maplewood Human Relations Commission April 1, 2003 Minutes Members Present: Rita Ander, Barbara Damchik-Dykes, Gordy Heininger, Elmo Mattox, Joan Wurdeman Ex-officio: Kevin Rabbett I. Called to Order: The meeting was called to order at 7:08 p.m. II. Approval of Minutes: Motion was made by Gordy to approve the minutes as written. It was seconded by Barbara and passed. III. Approval of Agenda: Motion was made by Elmo to approve the Agenda with additions. It was seconded by Gordy and passed. IV. Old Business: A. New member—Carol Watnemo was accepted last month by the City Council. B. Gordy—April 29 seminar update. Speakers now set. Flyers will be distributed to area churches with a cover letter. Pastor Benhardus will be the moderator from the North Area Ministerial Association. Free video recording. Rita will send out a press release next week. Kevin will send Mort Ryweck a flyer and Joan will call a see if he will pass it along to Northeast Suburban Commissions. C. Ordinance revisions have not gone before City Council yet, so specific change to HRC bylaws and name have not been addressed yet. V. New Business: A. Applicant for membership was interviewed. HRC members were later polled by the Chair by phone. The applicant was approved unanimously. B. Poster judging was completed. First place was awarded in K-1 and 2-3 categories. First and Second place was awarded in 4-6 category. Essay contest winner is Skyview Middle School represented by Kristin Glanz. Honorable mention to Hill-Murray. Joan made a motion to award unused poster contest money to the second place/honorable mention entry for the essay contest. C. Annual Report was tabled until May 6 meeting. Human Relations Commission April 1 —Meeting Minutes Page 2 VI. Reports: A. Gordy—People's Fair at North High School on March 15. It was very well organized and well done. It was also well attended with a broad spectrum of cultures represented. B. Joan—housing issue. Made a presentation on the "Legacy of Maplewood" proposed development and made a motion to send a letter to City Council and Planning Commission in support of a portion of all future developments to be affordable. C. Rita—will be moving. Last meeting will be in June. VII. Adjournment: 8:50 p.m. ASSIGNMENTS: 1. Everyone to look at annual report and bring changes to May meeting. JOB PERFORMANCE March 20, 19 There has been many complaints regarding the work performance of Pat by the techno • - ;ogists who work with her. Gen Sale, one of the technologists who works the evening shift resigned her position. The reason given was she cannot work with Pat. And rather than continually complain , she decided to quit work. Some of the complaints were that she is not capable of doing the job. She is not able to offer the assistance to the technologist as required. She will go to take patients back to their room - walk all the way back to the department- then go all the way back to the floor to bring another patient. She does not organize her work- therefore the department is very unproductive during the time she is working. She will ask patients to spell their name (we need this information for our records) she will error in transfering this information to the index card. She is very slow. When she works, the technologists work overtime in order to redo the work she has done or else will have to do all the work themselves. Because the evening aides we have had working in our department in the past have been helpful , organized, done extra duties , it has been possible to reduce the technical staff by one-half FTE. I do not feel we should go back to the increased staffing just because Pat is unable to perform as well as all of the aides we have hired in the past. There never has been this problem. I talked to Pat regarding her performance. I suggested that perhaps she would be better suited to a less demanding job. I mentioned that the technologists were not happy with her work. Pat' s response was that she is trying very hard. She likes working in this department and really wants to continue. She thought she was improving every ay and eventually could do a good job. I then related the various comments I had received from the techs regarding her work. Much of her work, had to be redone and the techs were not being very pro- ductive because of that fact. Because of her many mistakes , they are fearful of serious errors. Pat said she was really trying. She had the impression that the techs were pleased with her work. I mentioned that I 'm sure there are jobs in the organization where she- would be very good. But it was important that for our department the aide must be of real assistance to the technologist. Because in the past we have always had aides who could assist the techs we were able to reduce the technical staff by one-half FTE. And we continue to expect that sort of performance. Pat was very disappointed. She does not want to go back to her previous department. She wants to try again to prove herself. I told her that her performance would be closely watched and I would talk to her again next week. In the meantime she was to continue working as scheduled., I talked to the evening techs and inquired if there was any improvement. Chris Gran said Pat's mood was changed. She was very quiet. She thought there was very slight improvement. However, she felt Pat just does not have the capabilities to ever perform as she is expected for this job. at is normally a happy carefree person. Smiles easily, says yes to everything she is asked to do. She even says yes when she doesn't know how to do a job. This makes itdifficult for the techs because they think she can do a job and she gets things very confused and makes many, many mistakes. JOB PERFORMANCE (con' t) April 3. 19 I continually receive complaints from the technologists who worked with Pat. Some of them have refused to work with her because_she gets things so confused. They feel that not only do they have to keep on their toes doing their own work, but they have to watch everything Pat does - make corrections - and try to avoid serious mistakes. I talked to Mrs. Tab in Personnel . She suggested I have Pat talk to her the next time she comes in to work. She said housekeeping still has an opening and Pat could possibly get her former job back. • April 6, 19 I needed a technologist to work the 3 to 11 shift. No one would work because they refused to be on with Pat. I finally talked one of the technologist into working, however, I would come in to assist her and also to observe Pat's work. I was at work at 2:00 p.m. Pat appeared on duty on time. She appeared cheerful , however somewhat nervous because I was there. She immediately tries to do everything. Even when we asked her not to do certain things , as look up cards , type, etc. She has a difficult time following simple instructions. She talks continuously even when we were not listening. It is difficult to explain the day. . .but it was completely exhausting to work with her. When she talked to patients , we had to listen and reexplain wrong information she had given. She truly tried to be help- ful , but she got things so confused for us. We found her making up envelopes completely wrong. She isn' t able to see things she could or should be doing - such as caking up carts - keeping the hallway neat and orderly - taking wheel chairs tc the departments where they belong. She requires constant supervision. And just as the technologists who have worked with her have stated , it truly slows down productivity. Pat approached me several times asking if she was doing ok. . .and said she hoped I would he pleased with her work because she was really trying. She said she wants her job and likes .working in radiology very much. I told her I would talk to her on Thursday when she is scheduled to work again.. 2 • • JOB PERFORMANCE (con't) Apr;i l 7 , 19 I talked to Pat again this• afternoon. She appeared worried and concerned for her job. She began to get defensive and thought she was being spied upon. She said she has tried very hard to do a good job and had thought things were improving for her. She thought the technologists were pleased with her work - although they never actually told her. I told her I had talked to the technologists and they informed me that she was,. very slow and continued to be disorganized in her work. Also that the techs mentioned that when they work with her they know things will be slower and they generally have to work overtime. When they are busy with a patient and the phone rings , Pat has a hard time answering simple questions on the phone. Pat sheda few tears. She said she does want to continue. And wanted to know if she would lose her job in XYZ department. She began to tell me about difficulties she has always had in high school . She was always placed in the ' slow learners' class. I suggested that if there were personal problems she could see someone in social service department and they may help her cope with some of her problems. We had a long conversation. I told her because she is unable to handle this job it isn't the end of the, world. There were other jobs which she could do and maybe she should go to personnel department for some advice. . I said I would talk to someone in Personnel office and see if something could be arranged. In the meantime she should continue to appear for work as scheduled and I would talk with her in a few days. 3
