GOVERNOR APPOINTS TASK FORCE
ON PREJUDICE AND VIOLENCE
Governor Rudy Perpich today appointed members to a task
force that will make recommendatipns to the 1988 Legislature
on how to reduce violence and prejudice against minority
citizens, persons with disabilities, gays and lesbians.
The Task Force on Prejudice and Violence is charged to
conduct at least four public hearings at locations around
thr state and investigate the incidence of violence or
th its of violence based on an individual ' s race, color,
re ?ion, sex, affectional or sexual orientation, national
origin or disability. The group will look at whether or not
existing legislation is adequate to combat the violence that
exists and whether stronger criminal or civil remedies
should be adopted.
Elaine Valdez , Minneapolis , an employment discrimination
law consultant, will serve as chairperson of the task force.
Other task force members include: Sergio Roberto Andrade
Moorhead, a student at Moorhead State University; Julie
Andrzejewski , St. Cloud, director of Human Relations and

S. Set forth in statutory language the violation of Minnesota Statutes Section 363.03 and a brief statement setting forth the discriminatory act.
I am an Asian Pacific Islander female who placed my two black and
native American children, Louis K. Veavea and Bryanna R. Soares,
in daycare from March 31 , 1987 through April 9, 1987 with the above-
named Respondent located at 2700 Mickey Lane, Maplewood, Minnesota.
On March 31 , 1987, I placed my son and daughter in Respondent ' s day-
care and signed a contract for services as well as an application
allowing Respondent to be reimbursed by the federal food program
for meals she was to provide my children. On April 8, 1987, Respond-
- ent failed to provide lunch for my daughter . On April 9, 1987, Re-
spondent failed to provide any food for my son. On April 9, 1987,
I was i hour late in picking up my children from the Respondent ' s
home . When I arrived the Respondent was. very angry and as a result
of her conduct I terminated our contract.
I believe the Respondent treated my children differently than other
children in her care because of their race. Respondent is a white
female and the other children who were in her care are white . I
am aware that the white children were given food when my children
were not fed . When I picked my children up they had dirty hands
and faces. The white children were kept clean . Respondent refused
to allow me to use her facilities to clean my children before
leaving . On April 9, 1987, the Respondent spoke to me in a rude,
hostile and unprofessional manner in the presence of my children. .
She seemed indifferent to the welfare of my children . .
I, therefore, allege that the Respondent has discriminated against
me and my children in the area ofopublic accommodations" on the basis
of race in violation of Minnesota Statutes 363 .03, subd, 3 .

the Minnesota Human Rights Act and our local Commission.
As I indicated we remain available should questions arise in the
Minnesota Human Rights Act occur in your business.
I should mention also that there is considerable amount of
additional information available directly from the Department of
Human Rights. Because of the volume of information available in
brochure form and in packets of information, I am not sending it
all to you at this time. These brochures and packets are broken
down into different categories represented by the Minnesota Human
Rights Act including rights of persons with disabilities, women,
discrimination on the basis of sex, age, etc. , etc.
Again should any questions arise or if you wish further information

Dear Maplewood Business Proprietor:
I would like to take this opportunity to introduce the Maplewood Human
Relations Commission to your organization.
The Maplewood Human Relations Commission (MHRC) is a nine-member group
chartered by the Maplewood City Council charged with:
--advising the City on Human Rights concerns ;
--assisting citizens and businesses of Maplewood with questions concern-
ing the Minnesota Human Rights Act;
--providing education about the Act to groups , citizens and businesses
in the City;
--providing a discrimination free environment in Maplewood;
--solving human rights problems on a local level ;
--assisting the Minnesota Department of Human Rights in enforcing the
Minnesota Human Rights Act.
It is in the interest of the last charge that I am writing this letter.
The Minnesota Human Rights Department (MHRD) developed the no-fault
grievance process to enable the mediation and settlement of human rights
disputes on a local level , before they become formal charges with the
Department under MS363, the Minnesota Human Rights Act.
No-fault is a neutral mediation process , entirely voluntary for all
parties . The goal is to solve problems and achieve settlement. At no
point in the process are judgments made as to the merits of the case
under the law, and never is blame or fault assigned to any party, even
when a settlement is achieved.
No-fault is carried out by local Human Rights Commissions with the approval
of local government, using local Commissioners who are trained and certified
in working with the process .

The commission member will serve as the mediator between the grievant and
the respondent to produce a mutual agreement. The advantages of this
process are:
To grievant:
--faster action;
--minimizes chance of reprisal ;
--if no-fault fails , no waiver of right to file with MDHR.
To respondent:
--a small problem does not become a big one;
--no investigation, no subpoenas ;
--less expensive in time and money;
--no one is found guilty of any wrong-doing.
To local Commissions :
--provides educational , service and leadership opportunities to citizen
volunteers.
To State of Minnesota:
--develops awareness and resources in local communities;
--relieves some of the burden on the MDHR to process cases.
For all of the above reasons , I am writing to ask your cooperation and
support to inform your employees of this process . Some suggested ways
of informing your employees could be by displaying our pamphlet, including
an information sheet on the Commission in your New Employee orientation
packet, or by posting a notice about the Commission.
The Commission members look forward to personally introducing ourselves
to you. One of us will contact you next week.

Summary of No Fault Grievance Filed by Lori Gitar 4.
Initated no fault on 6/8/87.
Grivant claims laid off in April and was called back after being sick
one day and going to doctor for pregnancy test manager called her and
said he had to let her go "because of your pregnancy and being sick".
She claims she is afraid to take job back because of lifting
requirements and wants $1,500 compensation for lost wages.
I was referred to Jim Brown of the corporate office at 537-3833.
Respondent answered that she was hired in March and was still on
probation and states that she was chronically absent and feels there
is no case. Offered a settlement based on hours work divided by hours
in a pay period. Apprently she worked 154 hours in 7 pay periods for
a 22.02 average. He makes an offer of $101.00 settlement.
Grievant decided after discussion with EEOC to pursue grievance with
EEOC no longer to pursue no fault or with Department of Human Rights.
I informed grievant of her options and said that EEOC and Department
of Human Rights have an agreement to work cooperatively in such cases.
