Tax-Exempt Financing Requirements Commissioner Carlson moved and Commissioner Connelly seconded to recommend approval of the revised requirements presented in Attachment A. Motion carried--Ayes all . 7 . NEW BUSINESS A. HRA/HRC Liaison Commissioner Carlson moved and Commissioner Connelly seconded to recommend approval of the recommendations , as presented in the staff report . Motion Carried-- Ayes all . 1-- OR- fiction b ErdUrce,a- _ aiouii'ied`_ _ MEMORANDUM Re j ected--_ Date TO: City Manager FROM: Associate Planner--Johnson SUBJECT : HRA/HRC Commissioner Liaison DATE: October 5 , 1988 SUMMARY Introduction City Staff is recommending the abandonment of a Council policy that calls for one of the Housing and Redevelopment Authority (HRA) Commissioners also to be a Commissioner on the Human Relations Commission (HRC) . Background 1 . The HRA was created in 1975, at the recommendation of the HRC . Among Council 's initial appointees to the HRA were commissioners from the planning and the human relations commissions . Although not required by commission bylaws or City code , this liaison function has been maintained since that time . Each of these commissions is currently supported by a full -time city employee . 2 . On October 4th the HRC recommended to drop the policy of a liaison commissioner to the HRA . Since 1975 , the HRC has been re-organized . It now has less members than it did at that time . It also has acquired the no-fault grievance process which has significantly increased the workload of its commissioners . As such , it has been increasingly difficult to meet the liaison obligation . Comments HRA commissioners are appointed to five-year terms . However , since November 1983 , the HRA/HRC liaison commissioner has changed four times . At one point this position was vacant for nearly one year . Quorum problems have resulted . The most recent liaison , John Prey , resigned in late September . Since there is no longer a need for a nonstaff liaison , the policy of maintaining a nonstaff liaison should be abandoned . Recommendation 1 . Abandon the policy of having an appointed commissioner serve as a liaison between the HRA and HRC . 2 . Authorize the HRA and HRC to independently advertise and recommend to Council their choice for a commissioners to replace resigned Commissioner Prey .
