One of the difficulties faced by the school administrators, and admitted to

Cuts in revenue have hurt because athletic programs is one of the first things
cut back. Each district has its own unique needs.
Conmission should remain aware of the attitudes expressed by those who administer
the athletic programs, including the coaching staff, and the app'l ication of
the law but does not need to involve itself actively with this item.
