HomeMy WebLinkAboutResolution in Support of Development of Federally Subsidized HousingHUMAN VILLAGE Oir L,IAPLEWOOD R IG HTS coh4r\4 tsstoN 1380 FIIOST AVEN UE MAPLEWOOO, MINNESOTA 55109 4/20/72 l,lhereas, the l,laplcwood Human Reiations Commission supports thedevelopnent of lor.r and moderate income housing in the Village ofllapleviood rvhen these deveiopments are in accordance with sound,physical and social devel opnent criteria, and l^lhereas, the I'letropol itan Council Interim Housing A1 location Pr"o pos a l dated Dec embe r 15, 1971, lists the Viilage of Mapi ewood asa high priority area for the development of low and moderate jncome housing, and l',lhereas, Section 236 and 235 of the ilational Housing Act of 1968provides for the construction of housin'g units for saie or rent tofamilies of indjviduals riith Ijmited jncone, andl,lhereas, under the provisjon of Sectjon l0l of the Housing & Urban Development Act of 'l965, the Secretary of Housing & Urban Developrnent is authori zed to enter into contracts to make a dd'i tionalrent supplement payments to certain qualified housing owners on behalfof quallfied I or.r income families and individuals who are elderly, handi capped, displaced by pub li c acti on, v'i ctims of natura l di saster,or occupants of substandard hous i ng, andllhereas, provisions of said Section I0l cannot be made available' to hous i ng orvners in certain I ocal i ti cs unless the governi ng body of 1-, that locality has by resolution given approval for such participationin the Federal Rent Supplement Program, and !lhereas , both the Department of Hous i ng & Urban Deve iopment andthe Metropolitan Council, rihich also screens all applicants forthe llousing & Urban Devel opment fund a I I otments in the Twi n Citiesarea, give priority to commun'i ties providing i orv and moderate incomehousing when they evaluate any request for Housing & Urban Developmenttnonies, for any purpose e.g. housing, utilities, open space, publicservices, publ ic faciIities; ilow therefore, l-re it resolved by the Maplewood Human Relations Commission as fol lorvs:'The ilaplewood llunran Relations Commission hereby recomnends theadoption of a resolutjon by the 14aplevrood V.i llage Council approving:l The development of federal iy subsidized housing in theViilage of l.lapl evrood when the housing proposals are inaccordance r,ri th sound, physical and social developmentcri teri a;2. Participation in the Federal Rent Supplement Progranr in orde r to make a pont ion of these federa 1ly subsi di zed unitsavailable to families and inditiduals of low income. ********************
