0n Suburban Commissions: Civil rights not a big issue inor government

area of civi i rights. Low key approach fi ltered down from
ton to the state, city and community. Most commissions are now
"paper" commissions; can't genera te enough i nterest to sustai n
enough activity to be meaningful , even as an educational tool,
its members. Housing will be the "battle" in the 70's; opening
the suburban communities for Iow and minority housing.

ommissions; fairly successful. Now fifty some
us out of state. Comm.i ssioner Balfour was very

di ng homosexuals. Got State Dept i nto hot water.

0n Women's Division: Has been very active in the last year
lobbying before the state legislature.
Minimal success so far. Trying to drop discrimination on grounds
of "sex" in all areas. In l9 71 450 odd cases have come before
the Enforcement Section;150 or so over 'l970. 60% involve
sex discrimination in employment. Tremendous increase of work for
staff and they expect that the increase wilI be more so this year'
Dept has not been able to hire additional staff to take care of the
inireased Ioad. There is disagreement within staff where emphasis
should l ie.
Discussion of "Block Partnership Program" handout. (I.would
suggest you set yourmi nutes asibe and read the h ando u t) This will
be-discuised in further detail at our February Bth meeting.
Remarks: Hope local commjssions will work with staff member orgain-
izations in i.C. l,lilI have to be part of the Minneapolis Model's
Cities Program; St. Paul wi l'l not do.

St. Paul Priory devel opment is a matter being undertaken by the
Urban Affairs Commission, Arch Diocesan Council. Cover l2 counties
including T.C. 27 people are appointed to this Commission repre-
senting cross section of l2 county population. Basic function--housing. [,lish to develop housing for low and moderate income families;
do this by uti l izing federal programs; non profit sponsorhip ro1e.
Handed out printed matter concisely descri bing Section 235 and
Section 236 of the National Housing Act. (made part of theseminutes). (copies wiil be included with minutes of those who were
not at the meeting).
Government subsidy interest rate is basically program 235. Every
month the owner pay3 a mortgage payment lessened because interest
rate may be as low as l%. Superimposed upon that would or could
be other subsidies.
Urban Affairs Commission will give technical and financial assistance.
Decision to develop rests with community.
236 basical 1y rental; 236 recipient can tra ns fer to 235 which is
straight sales or other home ownership p1 an. 236 is more flexible.
"Priory" site is envisioned as 250 units, ranging from one to four
bedrooms. 0ne bedroom would be for elderly. Create mix of unitsizes. Tenants woul d range from peopl e that would be eligible f orpublic housing to relatively "affluent" people, depending on size
of family e.g. $13,000 income with ten people in the family wouldqualify. Large low-lying area running thru property would be left
open as a park and open space area . Units are to be Llustered.
HUD & FHA have merged.
Application to the federal government requires certain statements
of intent from the Municipal body that we accept terms of 236 or
235 and wish to develop Iow and moderate income housing. If we
want rent supplements over and above the stated interest subsidy'
that requires a separate statement of intent.

0n Management of such a development: oyrner can hire technical
assi stance he needs ; manage-
ment agent can be a pri vate real estate set up that deals in rental
management; have someone serve as consultant who can be manager; set
up a non profit manager; set up corporation management firm of
peopl e who live there.
Priority given to those in "dispIacement" areas when site is finally
advertised.
We wilI take this matter under advisement at our February 8th meeting.
