anything specific they wished fielded on 0ctober l2th besides the
topi cs that had al ready been chosen. Counci )men suggested we have
a resourcer present that has information on the kind of people who
make use of low to moddrate income developments e.g.who moves in,
where do they come from, how long do they stay.

Evaluated as to standard MHRC criteria and put in written form by
Paul Lowery. We wil I attach report that Paul has drawn up to
cover letter which wil'l be submitted to Vi l1a9e Council.
Development received favorable consideration. Transmittal letter s'/
will be patterned after the one used for the "Maplewood East"letter. Incl ude in end statement the matter of transportation andpossibi)ity of having townhouses or row houses for some units within
the development.
Stress the positives in the transmittal letter of Given's concern
that he empl oyee minority group people in the project; which is a
major concern of the Commissiorls and is to be supported publicly.
Given's also intends to develop a minority entrepreneurship as part of
the on-going operation of the program. This will consist of atraining program for developing managerial skills and will concern

How to: Mayor and Counci'l must establish, in their own minds' that
there is a need for low income housing units; this is of prime
i mpo rtance . They will then vote on need. Ca'l I a publ i c meeti ng
of Mapl ewood Citizens. Notice has to be published in local news-
paper to advise people that they can be heard. Meeting to be held
not less than ten nor more than thirty days after publ ication of
noti ce.

After hearing, v,,hi ch wil l hopeful 1y further stress the need forsuch housing, Council can pass a resolution declaring that thereis a need for low income housing in the Village and ai ti ng reasons
such as--elderly must be taken care of; h and i ca pped peopl e haverough time of it; persons of Iow income cannot afford to pay eitherrents or servi ces on housi ng that wili be standard and of goodquality.
If the counci l passes a " need " resolution, which must also bepublished twice in the press, the mayor will then appoint fivecommissioners to the HRA for terms not exceeding one year. TheCounciI in session approves or refuses his appointments. The new
commissioners sign an oath of office. HRA commissioners themselvesconduct an organizational meeting. They establ ish themsel ves asthe HRA of Maplewood; pass their own bylaws; elect their own officers.Council does very little after that. Council still has the clout,however, as to submit a proposal for HUD funding it would benecessary for the Council to make application to HUD for grant andit is required that both the HRA and 1oca1 government make a

agreement must be signed by both entities before action can be
expected.
