HomeMy WebLinkAbout12.06.1977MAPLEWOOD HI,IMAN RIGHTS COMMISSION December 6, 7977 Business Meeting MINUTES The meeting was called to order by Maria Larsen, Chal-rperson. The minutes of the October 25th meeting were approved as written and nai 1ed. Comnission members in attendance were: Maria Larsen James Ma11ey Judy Fletcher Linda Braat z Joyce Biagini other: Eric Blank lorraine Fischer Sandra Hirsch Judy Fletcher requested clarification on the bid procedure for vendors and extent of affirmative action in this area. Ms. Hir.sch will check into this matter for the corunission. It was reconmended that the HRC attempt to get assistance for Ms. Hirsch who appears to have a heavy workload. Ms, Hirsch wilt be on the agenda of the nextneeting with an update of personnel activities and will submit an arnual report to the corunission in the fa1l. Lorraine Fischer, chairperson of the Maplewood Housing ard Redevelopnent Authority, reported on the current housing situation in Maplewood with particular emphasis on the Metro HRA Section 8 Rental Assistance Progran, the grant program for hone repairs, and Section 8 proposals for new construction. A copy of her report accorqranies these ninutes' Special concern was expressed by the conmission for the needs of the handicapped in new housing pmposals and the system of housing inspection. Sandra Hirsch then reported on the Affirnative Action Program in l'laple- wood. Using the November 77 neno written by Joanne Christensen as a basis for discussion, questions were raised as to the extent of effort expanded in recruiting women and ninorities during the past two years. Jim Malley asked to see a comparison of positions now and two years ago to see if zrny progress has been rnade. Files will be made available to commission members who wish to pursue this natter. Inquiries were also nade as to the job duties of the personnel officer. Since the position was created largely due to efforts of the HRC and to fulfill the needs of an affirmative action program, members were concerned that the personnel fimction continue to give top Priority to affirrnative action aims. In response to questlons regarding staff developnent, Ms. Hirsch reported that a training program is being developed to upgrade skiIIs of city employees. Linda Braatz suggested that a copy of the cityrs grievance procedure be distributed to comnission nembers. There was a brief discussion of the Collaborative Agreenent with the State Departnent of Huna.n Rights. The group forrnally approved Ms. Larsenrs lette"s and attachnents to the cormcil for placement on the comcil agenda. The next meeting of the HRC will be February 7, L978.
