Tte minutes of the September 6th business neeting were accepted as written. The affirmative action officer of Maplewood, Sandra Hirsch, had been encouraged to nake a report at this meeting but preferred to wait mtil the Decenber neeting. The report should be nailed to commission nembers ahead of that time for perusal. On November L9, L977 a hurnan rights workshop will be held at St. Thonas College. There will be no fee and all commission menbers are requested to attend. Sandra Hirsch will also be invited to attend, The nain order of business rr,as the examination of a proposed collaborative agree- ment between the Maplewood HRC and the State Departnent of Hunan Rights. In attendance for this activity were-: Bill Wilson - State Connissioner for Hunan Rights Lorraine Hale - Department of Human Rights Jan Sjostrom - League of Hurnan Rights Comnissions I'tichael I'tiller - City Manager John Greavu - City Comci lmar Don Weigert - City Cotrrcilnan Eric Blank - Director of Comnmity Services as well as MHRC Members Maria Larsen, Linda Braatz Jim Malley and Joyce Biagini. Corunissioner ltrilson explained that the collaborative agreernent would produce state-wide standardization of enforcement procedures in local chapters and would allow for a greater sharing of resources between the State Department of Hraan Rights and the local corurdssions. As of now, a complainant can file a charge with the local HRC and it will receive local attention on1y. A corplaint resolved locally cannot lateT be taken to the state. A complainant can file inltially with the state however, and then state personnel would handle the charge. tlnder the proposed agreenent, the state and local comnrissions would use similar forms and procedures, a charge can be filed at the local level for either the local or state conmission and the investigation could be handled jointly. Discussion and questions ensued, including considerations of privacy, case loads, tine frames for resolution of charges, etc. In the end, Jim l.'lalley moved that the commission support the agreement, Linda Braatz seconded it and all were in favor. The collaborative agreenent will now be brought before the city council with recoflurEndation from the connission for approval . The neeting was adj ourned. Respectfully submitted Joyce M.
