October 25, 1977 Business Meeting

On November 79, 7977 a hunan rights workshop will be held at St. Thomas College.
'Ihere will be no fee and all commission menbers are requested to attend. Sandra
Hirsch will also be invited to attend.
the nain order of business was the exanination of a proposed collaborative agree-
nent between the Maplewood HRC and the State Department of Human Rights. In
attendance for this activity were-:

Lorraine Hale - Department of Human Rights
Jan Sjostron - League of Hunan Rights Comnissions
Michael llliller - City Manager
John Greavu - City Cor.mcilman
Don l{eigert - City Colmcilman
Eric Blank - Director of Corunlmity Services
as well as MHRC Members Maria Larsen, Linda Braatz Jin Malley and Joyce Biagini.
Connissioner lrlilson explained that the collaborative agreement would produce
state-wide standardization of enforcement procedures in local chaptens and would
allow for a greater sharing of resources between the State Departnent of Human
Rights and the local corurdssions. As of now, a complainant can file a charge with
the local HRC and it will receive local attention on1y. A conPlaint resolved
locally cannot later be taken to the state. A complainant can file initially with
the state however, and then state personnel would haadle the charge. tlnder the
ploposed agreement, the state and 1ocal conmissions would use simi"lar forms aad
procedures, a charge can be filed at the 1ocal leve1 for either the local or state
connission and the investigation could be handled jointly.
Discussion and qxestions ensued, including considerations of privacy, case loads,
tine frames for resolution of charges, etc.
In the end, Jim Malley noved that the comrri.ssion support the agreenent ' Linda
Braatz seconded it and all were in favor. The collaborative agreement will now
be brought before the city coucil with recomnendation fron the commission for
approval .

The neetinS was called to order. by tlaria Larsen, chairperson. The ninutes of
the September 6th business neeting were accepted as written.
the affirmative action officer of Maplewood, Sandra Hirsch, had been encouraged
to nake a report at this meeting but preferred to wait lnltil the December meeting.
The report should be mailed to cornmission members ahead of that time for perusal.
