Tlis report is a compilation of the activities and pre-sentations of the Commission foL the year 1975. We hope itwill give a clear picture of the scope of our work and theresearch done in preparing our recorunendations. Janet KaJrIpf, Chairman This year saw the passage of the Affirmative Actione911cy and Plan by the Council. Ide were very pleased withtheir action and the swiftness with which th6y- proceeded tohire a Personnel Director/Affirmative Action 6f-ficer. Wewill be reviewing the progress made under this program inDecember of 1976 and have great hopes for its siccess. . The Housing and Redevelopment Authority completed itsincorporation proced.ure and the Human Relations bommissionhas cooperated with it on a survey of the residents of ArcherHeights. We hope that th j_s surve! wi1J- answer some of thequestions we have had about the need for l_ow and moderateincome housj-ng in our community. This has afso been a year of study for the Commissionmembers. We feel that our study vri11 irake us more helpfuiand responsive to the needs of the Council and the Community. (appendix A). A communi ty meeting selected a 26 member nominating committee which proposed 20 persons for appointment by the Council to the first Commission. The Council sefected 15; the commission's organizational meeting was held June 21, 1968. IUembers,Meetings Human Relations Commission members . normally are appointed by the Cour-rci1 for three-year terms. The Commission meets regularly on the first Tuesday of every month in the Village Hal1 , usualfy in the basement coffee room. A11 Maplewood residents and other interested parties are welcome. Meetings also are attended by Donafd Ashworth, Assistant City Manager, who is the Commission- Councif liaison. -5- 'F'- : COMMISSION ACTIVITIES The Commission began 1975 preparing for a presentation of the Affirmative Action Policy and Plan to the I'laplewood City Council. This presentatj-on was the culmination of over one year of study, meeting and review. On April 3rd the Council approved the Policy and Plan and set into motion the employment section of Affirmative Action pronosal . JoAnn Christensen was hired as a Personnel Director and Af f irmatj-ve Action Officer and has reported her progress to the Commission. we were pleased by the dedication that she showed to the prj-ncipal goafs of the program. We will be revier^r.ing the program again in December . The Housing and Redevelopment Authority began functioning this year and the Human Refations Commission cooperated with them in many areas. A survey was deve-'oped by the Housing and Redevelopment Authority to gather information from the residents of Archer Heights, a moderate incorne housing development. The Human Relations Commission reviewed this survey and offered suggestions on what data shoufd be obtained. It is hoped that this survey wi l-l- aid the Commission and the Authority to better understand the housing needs of the community' Thq balance of the year was devoted to studying issues of interest to the Comrnission. We felt that time should be taken to educate oursel-ves on the progress that other community agencies were making in the areas of affirmative actj.on and related problerns. As part of this study we had as our guest Mr. Donald Gauvin, Assistant Superintendent of Schools, District #622. At the time of the meeting, the School District did not have an Affirmative Action Program. We offered our assistance to the District at that time. School curriculum took up the remainder of our time. The Commj-ssion began to study the work done in trying to eradicate sexism and racism in textbooks. The Cornmi s si.on members studiedvarious books anr.1 studies to become more. knowledgeable in thisarea. Judy Rohde, from the North Saint Paul Maplewood EducationAssociation Sex Bias Task Force spoke to us on both AffirmativeAction and curricul-um. Dr. Mary Peek, consuftant on sexism forthe Mahtomedi School District, discussed her program and goalswith the Commission in December. The Commission maintains its llinnesota Human Rights Commj-ssion f,arsen and Legislative Task Force contact ivi.th the League of through board member Maria member Judy Fletcher. We will continue our studies in 1976 and will remain responsive to the needs of the Maplewood City Council and the community vre serve. -6- FUTI'RII GOALS The I'lapfewood Human Relatj_ons Commi.ssion will contj-nue toserve. the community as an advisory board to the Maplewood CityCouncil and as a resource for other agencies conceined withthe governing of city. There is hereby established within the Village of l'laplerrtood a Human Ri ghts Commission. 2OB.O2O. PLIRPOSE. The purpose of the Conrnission is to secure for all citizens equal opportunity in employment, housing, oublic accommoda- tions, public services and education and fuli participation in.the affairs of this community by assisting the State Denartnrenr- of Human Rights in implementing the llinnesota State Act Against Discrinination and by advising the Village Council on iong range programs to improve community relations in the Village of MaplevJood. 208.030. APP0INTMENT PROCEDURE. The Commission shall ionsis+. of 15 members to be appointed by the l'1ayor by and rvith the advice and consent of the Council. l4embe rs of the Conrmission shall be appointed "'tith due regard to their fitness for the efficient dispatch of the functions ' por'Jers and duties vested in and imposed upon the Conmission. l'lembers of the Com- mission shall be appointed for terms of three (3) years, except that any person appointed to fill a vacancy occurrring prior to the expiration of the term for'vrhich his predecessor was appointed shalI be appointed oniy for the remainder of such term. Upon the expiration of his term of office a member shall continue to serve until his successor is appointed and shall have qualified. The first Conrnission shall consist of five members apDointed for a terfl of three (3) years, five members for a term of two (2) years, and five rnembers for a terrn of one (l) year. The members of the Commission shall serve vrithout cornpensatiori and may be removed from office for cause by the t4ayor. 208.040. DUTIES AND RESP0NSIBILITIES. In fulfillment of its purpose the Commission's duties and responsibilities shall be to:. (l) Adopt bylarvs and rules for the conduct of its affairs including the election, assumption of dut'ies and definition of responsi-bilities of officers and committees. -8- (?) Draft a memorandum of aqreement r^ri th the State Department of Human Rights for the purpose' of determining regulatory and enforcement procedures. (3) Enlist the cooperation of agencies, organizations and individualsin the comrnunity in an active program directed to create equal opportunity and eliminate discrimination and inequalities. (4) Formulate a human rel ations program for the Village of l,laplewoodto give increased effectiveness and direction to the work of all individuals and agencies addressinq themselves to p)anning, pol icy making and educational programming in the area of civil and humanrights. (5) Advise the l'Iayor, the Village Council and other agencies of the government on human rel ations and civil rights problems. Act in an advisorlz capacity r.ri th respect to planning or operation of any city departrnent on issues of cjvil and human rights and reconrmend the adoption of such specific policies or actions as are needed to provide for full equal opportunity in the conmunity. (6) Develoo in cooperation vrith the Staie Department of Huinan Rights such programs of formal and informal education as wiil assist in the implementation of the l4innesota State Act Against Discrimina-tion and provide for the commission's assumption of leadership in recognizing and resol ving potential prob lem areas in the community.
