Sec. 2-101. Qualifications; residelcy; appointment; term of office; removal; desigaa-

(a) The city manager shall be chosen by the council solely on the basis of his training,
experience ard arlministrative qualiEcations aad need not be a resident ofthe city at the tine
of his appointment.
(b) The city maaager shall be appointed for an indefinite period, and he may be remoyed by
the council at a::y time. Howevet, after he has served as manager for one year he may demaod
written charges and a public hearing on the charges before the council prior to the date $,hen
his final removal ta-kes effect. Pending such hearing and removal, tJ:e council may suspend
him from office.
(c) The council may designate a qualified person to perform the duties of the city manager
during his absence or disability.

Sec. 2-102. Powers and duties geuerally.
(a) The city maaager shall have the powers a:rd duties set forth in this section.
(b) The city maDager shall see that state statutes relating to ttle city arld the 1aws,

(c) The city manager shall appoint upon the basis of merit and fitness and subject to
applicable equal employment opportunity policies in effect and subject to any applicable civil
service provisions and, except as provided, remove the clerk, all heads ofdepartments, and all
subordinate officers and employees; but the appointment and remova-l ofthe attorney shall be
subject to the approval of the council.
(d) The city manage! shall erercise control oyer all departments and divisions of the

Sec. 2-103. Council interference with administrative service.
Neitier the council nor a:ey ofits members sha-ll dictate the appointment of any person to
office or emplo5zment by the city manager or in a,:ry manner interfere with the manager or
prevent him fror! exercising his own judgment in the appointment of officers and employees
in the admiraistrative service, but this shall not be construed to prohibit the couacil from
passing ordinaaces for establishing a Eerit system governing city employment. Except for the
purpose of iaquiry, the council a-nd its members shall deal with and control the administrative
service solely through the manager, and neither the council nor a-ay ofits members sha-I1 give
orders to any subordinate of the maaager, either publicly or privately.

SUMMARY OF POSITION
Plans and directs the administration of City functions as established by Ordinance and City Council to
ensure efflcient municipal services and development in line with Council objectives.
Operates with considerable discretion in administrative functions and in implementing policies of the
Council. Responsible for effective recommendations in areas of pollcies, planning, administering community
services, community development, public safety, administrative services, financial planning, human
resources, etc., for a City with a current population of approximately 40,000. Responsible for input on
Council decisions and representing the interests of the City in metropolitan, state, county, school district,
and national activities as delegated by the Council.
Responsible for establishing and maintaining the "team concept' with Staff and Council. General
responsibility for ensuring smooth operation throughout the City. Coordinating activities and functions,
creating proper procedures and processes for exchanging information and reaching decisions, and flexibility

STATEMENT OF TASKS
Directs and controls operations of the municipality. Works closely with Directors to plan and
coordinate activities and follows up to ensure effective service to the public and efficient conduct of
all municipal affairs.
Directs, develops and implements appropriate budgeting, including capital improvements and
administrative planning and control procedures. Responsibility includes that proper control reports
are developed and used and supervises the effective operation of purchasing procedures, etc.
Directs the development of an effective municipal organization as appropriate. Works with Directors
to ensure effective job design and utilization of employees.
Directs effective management and use of City assets. lncludes directing efflcient use of present
equipment and physical assets.

Directs effective, innovative management of financial assets. Responsible for etfective investment
of available funds and proper accounting practices to control flnancial assets and provide for
financial planning.
Responsible for administrative support and services to the City Council. Responsibtlities include:
meeting agendas, attending meetings to report on City affairs and problems, presenting
recommendations concerning policies and objectives as well as specific actions, participat,ng in
discussions as appropriate, and implementing Council decisions. Keeps the Council fully advised of

Represents the city in a number of community and inter-governmental atfairs. Work involves

government. Public relations responsibility includes news media and the provision of good public
information to people in the community through various communications media. Responsible for
establishing and maintaining relationships with City Commissions and volunteer groups.
QUALIFICATIONS
Education: Bachelor's Degree in Public Administration or related fleld. Desire Maste/s Degree in
related field.
Experience: Prefer several years combined experience in City administration as an
administrator/manager, department head, or assistant administrator/manager of a larger community
or equivalent administrative experience in the private sector. The individual should have a
favorable work record of sound management practices and supervisory experience. The individual
should possess a comprehensive knowledge and understanding of all phases of City
administration, planning, public safety, finance, community services, redevelopment, and human
resources as they relate to sound management and supervisory practices. Must be knowledgeable
of and practice the "team concept' of management.

Required to be a leader, analytical, innovative, possessing mature Judgment, good administrator,
and able to exercise initiative, oral and written communication skills and ability to listen to and

POSITION PIIRPOSE: Chief administrative officer of the City and responsible to the City
Council for the proper administration of all affairs of the City. This position is appointed by
a majority of the City Council for an indefinite term.
Duties and Responsibilities:
o Supervise the administration of all departments, offices and divisions of the City except as
otherwise provided by law and carry out any other responsibilities placed under the
jurisdiction by this Chapter or by subsequent Council action.
. Overall responsibility for the recruitment and selection of prospective City Employees as
permitted by law. Makes recommendations to the Council for appointment of personnel'
Makes recommendations to Council for terminations and suspension ofemployees.
. Prepares and submits proposed annual budget to Council and keeps Council advised of the
financial condition ofthe City and makes financial recommendations from time to time.
. Attends and participates in discussions at all meetings of the City Council and other official
